Adolescent Literacy: Understood to be the ability
for adolescents, ages 12-20, to read, write,
understand and interpret multiple texts across
multiple contexts.
• ILA believes adolescents should be able to
comprehend and construct information using
print and non print materials in fixed and virtual
platforms.
• Adolescents need access to engaging and
motivating content and instruction to support
their continuing development.
Adolescent Instruction:
ILA believes that adolescents deserve content area teachers who
provide instruction in the multiple literacy strategies needed to
meet demands of specific discipline.
General comprehension and study strategies that can be used
across a broad range of texts which include …
• Activating prior knowledge of the topic and text
• Making connections to their lives and other texts and their
expanding world
• Identifying, understanding and remembering key vocabulary
• Organizing information in notes, graphs, charts and other
representations of key ideas
• Evaluating author’s ideas and perspectives
3. INTERNATIONAL LITERACY ASSOCIATION (ILA)
• Purpose: To empower educators, inspire students and encourage leaders with resources they need to
make literacy possible for all.
• Cost: Cost to become a member is regular-$45 and for a student-$30.
• Conferences: International-2017 Conference was in Orlando, Florida.

Light Bulb: Just as children have to learn to crawl before they walk, literacy is the same concept. Young
children are taught how to read at an early age, but it doesn’t stop there. As they become adolescents,
they must learn to increase reading fluency and adjust their reading speed according to their reasons for
reading. They learn to build on literacy strategies learned in early years to understand and comprehend
abstract, complex subjects far from their personal experiences.
5. NATIONAL COUNCIL OF TEACHERS OF ENGLISH
(NCTE)
Literacy: NCTE believe that as adolescents shift to content-area learning, they need help from teachers to
develop the confidence and skills necessary for specialized academic literacy.
Instruction: All teachers need to develop extensive knowledge of language development through
knowledge of all language arts.
• Children should have access to wide range of texts that mirror the range of abilities and interests
• Ample time to read materials, from simple to challenging
• Understand how reading, writing, speaking and listening support each other

7. LITERACY RESEARCH ASSOCIATION (LRA)
Adolescent Literacy…
• LRA believes if academic literacy instruction is to be
effective, it must address issues of self efficiency
and engagement.
• Adolescent interests on the internet and various
interaction communication technologies suggest
the need for them to view with a critical eye and
see how individuals who creates those make them
work.
• Suggesting teachers teach adolescents that all text,
textbooks included, often promote or silence a
particular view.
Adolescent Reading…
National Reading Panel: A national panel created in 1997
with the aim of assessing the effectiveness of different
approaches used to teach children to read.
They concluded the beginning of reading competence is
fostered by instruction in phonemic awareness, phonics,
vocabulary and comprehension strategies.
A few points on the NRP report stated…
• Phonemic awareness instruction is effective in promoting
early reading
• Systemic phonics instruction improves reading and
spelling to a lesser extent comprehension
• Guided oral reading (teacher listening as student reads
and provides instruction as needed) and repeated reading
of a text increases reading fluency
• Vocab instruction positively impacts reading
comprehension
8. LRA CONTINUED…
• Purpose: dedicated to promoting research that enriches the knowledge, understanding and
development of lifespan literacies in a multicultural and multilingual world. Also dedicated to ethical
research, that is rigorous, methodologically diverse and socially responsible.
• Membership: Cost varies but the highest is $130 for a professional, which are considered to be
teachers, researchers, administrators, policy makers and etc. Students get discounted price-$40
• Conference: Annual National Conference; Tampa, Florida from November 29-December 2nd.
9. LITERACY RESEARCH ASSOCIATION…LIGHTBULB!
• I didn’t know there was a National Reading Panel and that NRP report didn’t include children’s
comprehension of the ideas in text increase when they have conversations about literature with their
peers and teachers.
• The trouble is the demands of literacy skills are exceeding the pace in which adolescents fundamentally
understand reading.

I was unaware that there were these court cases and laws advocated for ESL education…
• Civil Rights Act of 1964; Civil Rights landmark of U.S. labor law in the United States outlawing
discrimination based on race, color, religion, sex, or national origin.
• Lau vs. Nichols; The U.s Supreme court case I which the court unanimously decided that the lack of
supplemental language instruction in public school for students with limited English proficiency violated
the Civil Rights Act of 1964.
• Meyer vs. Nebraska; A U.S. Supreme Court case that held a 1919 Nebraska law restricting foreign
language education violated the Due Process clause of the Fourteenth Amendment.
