2. introduction
Despite rigorous legislation and high-profile case
history, there are still too many poorly checked or
un-vetted individuals working and volunteering with
children and vulnerable adults.
Sex crimes committed by adults in positions of trust
have increased by more than 80 per cent since 2014,
according to official figures released by NSPCC in
November 2017.

4. Problem
The Bichard inquiry (2004), published following the
Soham murders, recommended that 'those who
wish to work with children should be registered….
supported by a card/licence.'
To date no such card/license exists and no records are
digitised; everything is paper based.
With over a million individuals employed in schools
alone and a further 1.3 million working with children/
vulnerable adults for the NHS, the task of ensuring
personnel are safe to work has become unmanageable.
In addition, there are approaching 5 million (McKinsey
2017) self-employed professionals from Football
Coaches to Uber drivers working in the so called 'gig'
economy, who have no recognised mechanism for
assuring their end users that they are checked, safe
and ready to work.

"It is vital that schools and colleges create a culture
of safe recruitment and, as part of that, adopt
recruitment procedures that help deter, reject or
identify people who might abuse children."

5. solution
Safeguard-Me is a secure web application which
allows essential vetting information including identity,
criminal records and UK right to work checks, to be
easily recorded, updated and maintained.
An individual’s data is collated from multiple sources,
in a unique digital record, creating a real-time overview
of their safeguarding status and suitability to work with
children or vulnerable adults.
In short, Safeguard-Me creates the license
recommended by Lord Bichard; we call this the
Safeguard–Me Passport.
Following initial demonstrations of the application we
have received overwhelming support from Liverpool
City Council, Herts County Council, NSPCC and the
Off-Side Trust.

14. The Seed Enterprise
Investment
Scheme (SEIS)
We have a certificate of assurance from HMRC stating that
investments in Safeguard-Me are eligible for the Seed
Enterprise Investment Scheme ('SEIS')
SEIS is a UK Government scheme designed to help small,
early-stage companies to raise equity finance by offering a
range of tax reliefs to individual investors who purchase new
shares in those companies.
To say that the Seed Enterprise Investment Scheme, or SEIS,
is incredibly generous is somewhat of an understatement.
Of course we all hope our investments do well, but if you pay
tax at 45% and make an investment of £10,000 that fails
completely, you only lose £2,750 due to the tax relief.
