How Medicare is financed
Medicare is funded by the Social Security Administration, which means it's generally financed by taxpayers. Payroll taxes paid by most employers,
employees, and people who are self–employed help finance Medicare. There are 4 parts of Medicare, each part is funded differently. Part A, the
Hospital Insurance (HI) Trust fund is paid by taxpayers. Employees pay 1.45% of their earning into the Federal Insurance Contributions Act (FICA),
which goes into the trust fund. Employers pay an additional 1.45% into FICA. Those who are self–employed pay 2.9% towards FICA. Individuals
making $200,000 or more and couples making 250,000 or more pay a higher percentage of 2.35% into the Health Insurance Trust Fund. The ... Show

Eligibility for Medicare
Medicare coverage is available for most people who are 65 years old or older. Individuals may find that Medicare offers better coverage at a lower cost
than the coverage they had previously (CPA Client Bulletin, 2012). However, a person is automatically permitted to Part A, if the participant or their
spouse are eligible for Social Security payments and have made payroll tax contributions for more than 10 years. To be eligible, the person must also
be a U.S. citizen or permanent legal resident. There are no income or asset tests, and the participant qualifies without concern of their medical
history or preexisting conditions. Participants do not pay premiums for covered services under Medicare Part A. However, if an individual is 65
years old or older, and has not paid enough Medicare taxes for more than 10 years, they pay a monthly premium to receive Part A coverage.
Specific groups of people who are not 65 are also eligible for Medicare. Adults under the age of 65 with permanent disabilities are eligible for Medicare
after receiving Social Security Disability Income (SSDI) for 2 years. Adults with End–Stage Renal Disease (ESRD) or Lou Gehrig's (ALS) disease are

"Do I have enough money to retire?" As the wave of boomers approach retirement, this is the question on the minds of many. But, how do you find an
answer to this most important, but complex of questions? Will a refrigerator crate over an urban heating grate be your version of "condo living" in
retirement or will you thrive? There is a lot written on this topic, but how do you put the pieces together to get an answer for you?
As I have attempted to come to grips with this issue in my own retirement planning, I have identified five steps. Follow these steps and you should
have a sense of whether you have the financial resources to retire:
STEP #1: Determine your retirement income:
– Social Security: The Social Security Administration can provide an estimate of your retirement benefits. Get an estimate of your benefits at the
ssa.gov/estimator/ website.

The United States does not spend too much on the food stamp (SNAP program) and no one deserves to go hungry. Every year during budget talks the
welfare program is a featured topic as the government explores ways to cut the budget. There appears to be a lot of unnecessary spending due to abuse
of the system and program administration complexity. There are many areas in which reforms could be instituted and the program could be expanded
without misappropriation of funds. There should be greater oversight on the program's overall administration. Those charged with determining
eligibility and administering the program need to receive more training and education on the more obscure program regulations. A personal example of
the systems shortcomings on training and the regulations is with the status of persons residing in more than one household rule. During the time of
eligibility, the applicant was newly married, but not living with spouse as he lived out of state and was denied benefits. In Chapter 1 of the Alabama
Department of Human Resources Points of Eligibility the government lays out rules about the status of a person residing in more than one household.

Retirement is supposed to be an enjoyable experience. Most seniors hope that their lifestyles will continue in the same fashion as it is at the time of
retirement. Retirement is anticipated as a time of more leisure, a time for slowing down from the daily rat–race and enjoying life. Many retirees hope
to take advantage of the opportunity to embrace a simpler lifestyle and experience less stress. Unfortunately, for many, this turns out to not be the case.
Although some retirees have planned adequately for retirement, many are ill–prepared. The statistics, when viewed, are alarming. Only 53 percent of
workers have retirement plans and only 48 percent actually participate in a 401(k) or retirement program offered by their employer. Some thirty–eight
million, approximately 45 percent of current households with working–age individuals, state that they have no retirement savings at all. "The median
retirement account balance is $3,000 for most working–age households–with and without retirement accounts–and $12,000 for near–retirement

Undocumented students have a harder time trying to pursue a higher education; this is due to the fact that they cannot receive federal aid. College is
like a safe haven for these undocumented students. Higher education gives undocumented students the opportunity to better themselves as individuals.
Higher education also allows undocumented students to pursue a better life for themselves and for their family. Every year over 65,000 undocumented
students graduate from high school in the United States (Gray). Experts estimate that fewer than 6,500 of those undocumented students actually go on
to attend college (Sheehy). One reason for why the amount is so low is because college is expensive for these undocumented students. Undocumented
students are unable to achieve any of these goals, that is, unless they receive federal aid. It is sad to see undocumented students give up on their dream
to attend college and get a higher education.
The lack of money and federal aid makes it harder for undocumented students to have a higher education. There are many reasons for why these
students are not able to afford college. Many come from low–income families who most likely do not have money saved up for their child's education.

The money available for retirement is a critical factor in determining when a person can afford to retire. If there isn't enough money to live off of
and receive on a monthly basis then it will prolong my retirement and I may have to keep working. Other things that I see an increase in are

alone? Since 1789, the government has been finding ways to try and help citizens deal with poverty and other economic crisis'. From creating the
Constitution and abolishing slavery, the government has started to create programs to help certain people and families overcome other rising issues.
The government has been successful in creating these programs that support the needs of the citizens who require them. People would suggest that the
government has affected society in a negative way but, different credibilities would beg to differ. The government has influenced society in a positive

Service Delivery
The Commissioner of Social Security is responsible for administering the OASDI program and service delivery. They are not there to collect FICA
taxes. FICA taxes is performed by the Internal Revenue Service of the Department of the Treasury. The Secretary of the Treasury supervises the
preparation and mailing of benefit checks or direct deposits on debit cards and banking accounts. They also provide management and investment of the
trust funds. Social Security numbers is an identifiable method used for posting and maintaining the earnings and employment records of persons
covered under the Social Security program. Employers are in charge of withholding FICA taxes from their employees' paychecks. They must forward
these amounts, along with an equal amount of employer tax, to the IRS on a regular schedule (Old Age, Survivors, and Disbiilty Insurance, 2016).
If an insurer is employed, employers must file wage reports through (Form W–2) with the Social Security Administration showing the wages paid to
each employee during the preceding year, at the beginning of February. The W–2 form will be shared with the IRS. If an insurance holder is
self–employed persons report their earnings for Social Security purposes and pay SECA taxes in connection with their Federal income tax return.

tragedy exists in modern civilization than the aged, worn–out worker who after a life of ceaseless effort and useful productivity must look forward to
his declining years to a poorhouse." This is arguably the most useful part of the SSA.

  • 1. How Medicare Is Financed By The Social Security... How Medicare is financed Medicare is funded by the Social Security Administration, which means it's generally financed by taxpayers. Payroll taxes paid by most employers, employees, and people who are self–employed help finance Medicare. There are 4 parts of Medicare, each part is funded differently. Part A, the Hospital Insurance (HI) Trust fund is paid by taxpayers. Employees pay 1.45% of their earning into the Federal Insurance Contributions Act (FICA), which goes into the trust fund. Employers pay an additional 1.45% into FICA. Those who are self–employed pay 2.9% towards FICA. Individuals making $200,000 or more and couples making 250,000 or more pay a higher percentage of 2.35% into the Health Insurance Trust Fund. The ... Show more content on Helpwriting.net ... Specific groups of people who are not 65 are also eligible for Medicare.
