Checking of voting machine
• CU, BU & VVPAT Nos and address tag should match with the
polling station assigned.
• Candidate set & Battery compartment of CU is duly sealed
• Ballot Paper duly fixed under screen (acrylic sheet) of BU
properly aligned.
• Check BU’s thumb wheel position.
• Blue buttons in BU are equal to no of contesting candidate
including NOTA are unmasked and remaining should be
masked.
• BU is properly sealed with address tag including pink paper
seal.
• VVPAT Paper compartment is Duly sealed.

Polling Agents
Polling agents shall be resident and electors in the same PS or in the alternate from the
neighbor PS falling the same constituency
Polling agents must have EPIC (if Polling agent has not EPIC, the RO should make necessary
arrangements for the same)
Appointment Letter in Form No.10 (Check that the appointment is for your PS)
Appointment by Candidate or his election agent
Compare specimen signature in case of any doubt
Polling agents sign the declaration in the presence of PO before admitting to PS
Preserve all appoint letters and send them in a cover to Returning Officer
Polling agents should be asked to reach the PS at least 90 Minutes before the commencement
of poll
Polling agents / Relieving agents movement sheet should be maintained

Only one polling agent of a candidate should be allowed at any given point of time

Thereafter, press ‘RESULT’ button of CU to ascertain mock poll result and
tally with record
Remove mock poll slips from VVPAT and tally with CU result

Checking of voting machine • CU, BU & VVPAT Nos and address tag should match with the polling station assigned. • Candidate set & Battery compartment of CU is duly sealed • Ballot Paper duly fixed under screen (acrylic sheet) of BU properly aligned. • Check BU’s thumb wheel position. • Blue buttons in BU are equal to no of contesting candidate including NOTA are unmasked and remaining should be masked. • BU is properly sealed with address tag including pink paper seal. • VVPAT Paper compartment is Duly sealed. MOST IMPORTANT POLLING MATERIALS Register of Voters (Form 17 A) Voters Slip Marked copy of Electoral Roll & Working copies List of Contesting Candidates (Form -7A) Photocopy of Signature of Candidates / Agents Indelible Ink Special Tag, Green Paper Seal, Strip Seal, Pink Paper seal Presiding Officers Diary, Declaration, Mock Poll certificate Forms – Accounts of Votes recorded (Form 17 C) 16 Point Report as per Annexure XII CSV & ASD List Tendered Ballot Paper, Arrow Cross Mark, Self Inking Pad Black Envelope, Plastic container, Rubber stamp for Mock Poll Check Materials as per form M 21 [ Page No: 149, PO’s HB]
  • 13. If any person behaves in a disorderly manner in or outside the polling station, the PO can arrested him and handed over to Police.   • 14. •Treat all parties and candidates equally and decide every disputed point fairly and justly •Should maintain decorum and dignity IMPARTILALITY AND MAINTENANCE OF DECORUM Canvassing with 100 meters of Polling Station is offence under 130 of RP Act BAN OF CANVASSING •Cannot be within 200 meters from the Polling Station •Candidates are allowed to use a banner to display only candidate Name & party symbol, one table and two chairs CANDIDATES ELECTION BOOTH Enforcement of Election Law During Poll DISTRICT ELECTION TEAM, THIRUVANANTHAPURAM

Enforcement of Election Law •Punishable u/s 131 of RP Act •Use of Megaphone or Loud Speakers can be stopped if it interferes with the work of PS DISORDERLY CONDUCT IN ON NEAR THE POLLING STATION •Punishable u/s 133 of RP Act ILLEGAL HIRING OF VECHILES FOR THE COVEYANCE OF VOTERS •Punishable with imprisonment up to one year or with fine or with both REMOVAL OF VOTING MACHINE FROM PS DISTRICT ELECTION TEAM, THIRUVANANTHAPURAM

  • 17. ARRANGEMENT OF POLLING STATION Set up of PS Slogans / Photo of Leaders (Except Mahatma Gandhi ) or symbols of Political Parties should be removed/Covered. Set up of Voting Compartment VVPAT should not be exposed to direct Sun light or High intensity lights. Display of Notices 1. Specifying Polling Area and particulars of voters (Form – M14) 2. Polling Agents Polling agents shall be resident and electors in the same PS or in the alternate from the neighbor PS falling the same constituency Polling agents must have EPIC (if Polling agent has not EPIC, the RO should make necessary arrangements for the same) Appointment Letter in Form No.10 (Check that the appointment is for your PS) Appointment by Candidate or his election agent Compare specimen signature in case of any doubt Polling agents sign the declaration in the presence of PO before admitting to PS Preserve all appoint letters and send them in a cover to Returning Officer Polling agents should be asked to reach the PS at least 90 Minutes before the commencement of poll Polling agents / Relieving agents movement sheet should be maintained DISTRICT ELECTION TEAM, THIRUVANANTHAPURAM

Each candidate can appoint one Polling agent & two relief Polling agents Only one polling agent of a candidate should be allowed at any given point of time Pass may be issued to Polling Agents Ensure that Polling Agents do not take the copy of Electoral Roll outside the PS Polling Agents shall not be allowed to take Cellular Phones, cordless Phones etc Polling Agents shall not be allowed to send slips outside indicating sl.no of voter voted or not voted Polling Agents Revocation of Polling Agents shall be possible before close of POLL. BEFORE COMMENCEMENT OF POLL MOCK POLL on the day of poll Start Mock Poll 90 minutes before scheduled poll time, if 2 or more polling agents available Wait for 15 minutes, if one or no polling agents available Place BU & VVPAT in actual Voting Compartment. These should not be moved after mock poll Place CU on Table of Presiding Officer / Polling Officer (in charge of CU) Connect cable of BU with VVPAT and Cable of VVPAT with CU Change the VVPAT to “working mode” by switching the Paper Roll knob DISTRICT ELECTION TEAM, THIRUVANANTHAPURAM

BEFORE COMMENCEMENT OF POLL MOCK POLL on the day of poll Switch ON the CU Demonstrate NO VOTE in CU { By Pressing CLEAR Button} Cast at least 50 votes and record number of votes given to each (ensure votes recorded for each of the contesting candidates including NOTA) After mock poll votes press ‘CLOSE’ button of CU Thereafter, press ‘RESULT’ button of CU to ascertain mock poll result and tally with record Remove mock poll slips from VVPAT and tally with CU result Show that VVPAT’s DROP BOX is empty PO shall record Mock Poll Data in PO’s Report Part-I ( Votes Corresponding to Each Candidates) DISTRICT ELECTION TEAM, THIRUVANANTHAPURAM

BEFORE COMMENCEMENT OF POLL MOCK POLL on the day of poll Mock poll VVPAT slips with Rubber stamp : ‘MOCK POLL SLIP’ Keep mock poll VVPAT slips in Black envelope & keep it in biodegradable transparent plastic box and seal the box with Pink Paper seal having signature of Polling agents & PRO. Number & name of Polling Station, number& name of AC, Date of Poll to be put on Plastic Box. Presiding Officers Report ; Part -1 Mock Poll , HB Page No: 170 Press ‘CLEAR’ button of CU to clear mock poll result from CU and show to polling agents. ‘CLEAR’ button on the CU has been pressed to CLEAR Mock Poll Data ( Yes / No) If YES then Write the above sentence in Ink. BEFORE COMMENCEMENT OF POLL NO VOTER TO BE LEFT BEHIND Compare Results of CU and VVPAT paper slips Press “Clear” on CU Display Shows “0” for all Candidates Show VVPAT Empty drop Box One Polling Officer and all Polling agent to be in Voting Compartment Any Polling Agent to Press as per choice, each blue button to be pressed at least once At least 50 number of Votes to be polled Press “Close” and then “Result” on CU Empty VVPAT paper slip drop box MOCK POLL

BEFORE COMMENCEMENT OF POLL NO VOTER TO BE LEFT BEHIND Press “Clear” on CU Stamp backside of VVPAT paper slip with rubber stamp “Mock Poll Slip” Put stamped slips in special black envelop and seal. Presiding Officer and Agents put sign on envelope Number & name of PS, number & name of LAS, Date of Poll to be put on Plastic Box Keep envelope inside the special plastic box. Seal it with Pink Seal. Presiding Officer and Agents put sign on Pink Paper seal Write “VVPAT Paper Slips of Mock Poll”, number and name of PS, Name of LAS, Date of Poll on envelope Sign Mock Poll Certificate Seal CU, VVPAT Drop Box MOCK POLL
