Summary: The United States Institute of Peace (USIP) is seeking to identify a partner organization
or organizations for carrying out Justice and Security Baseline Workshop(s) in Tunisia. The partner(s)
will implement up to three workshops around the country in collaboration with USIP. The
workshop(s) will consist of specific training for program stakeholders and will contribute to USIP
baseline research on relationships, structures, and perceptions of justice and security in Tunisia.
I. General Instructions:
USIP requests proposals to carry out Baseline Workshops as part of the USIP Justice and Security
Dialogue program in Tunisia, in accordancewith the below instructions:
A. USIP will evaluatethe technical proposal and make a selection based on best value;
B. A response must be submitted to farahsamti.usip@gmail.com by November 20, 2015 at
12:00 PM Eastern Standard Time;
C. The Institute is not liable for any costs incurred by the responding organizations prior to the
issuance of an executed agreement with the Institute;
D. Applications must be submitted by registered Tunisian organizations or universities.
Individuals are not eligible to apply. Proof of registration must be provided;
E. Submissions must be typed or printed, and must follow the organization of the requests for
information in the Submission of Proposals section below. Submissions may be submitted in
English or French, however all proposalsmust include a one-page summary in English. No changes
or corrections to a response will be allowed after the submission deadline set forth herein;
F. Any questions concerning this request for proposals should be directed to
farahsamti.usip@gmail.com. Pertinent responses will be made available to all proposers by
email. No inquiries will be accepted after 12:00 PM Eastern Standard Time on November
18, 2015.
G. Proposed schedule:
October 26, 2015 – Issue Request for Proposals;
November 20, 2015 – Submissions due by 12:00 PM Eastern Standard Time;
2. November 20 – 26, 2015 – USIP reviews submission and makes selection of firm;
November 27, 2015 – Announce results of selection process;
December 4, 2015 – Formalization of contract with USIP;
December 7, 2015 – Period of performance begins.
II. Scope of work (Technical Proposal)
Following agreement to contract terms with the partner, USIP envisions particularly close
collaboration with the selected partner(s) throughout contract activities. Collaboration will be with
both the USIP team in Washington, DC and through a regional USIP point of contact person, who
will support management and implementation of the contract deliverables.
Specifically, USIP is seeking to identify partner organizations to arrange and support the
implementation of up to four workshops on the themes outlined below. The applying organization
may propose to carry out up to three (3) of the below workshop theme options in Tunisia. USIP will
then work with the selected organization(s) to determine the final scope of work.
1. Collaborative Approaches to Address Sport Related Security Issues
a. Related to ultras and football event security issues in Sfax (1)
2. Collaborative Approaches to Address Security Issues in Gafsa
a. Gafsa (1)
3. Collaborative Approaches to Address Security Issues affecting Local Communities
a. Marsa Ouest (1)
b. Manaret Hammamet (1)
c. Sidi Ali Ben Oun (1)
d. Kairouan (1)
There would be a maximum of 25 participants expected at each workshop.
The proposal should indicate which of the workshop options the organization would be willing and
able to carry out, as well as its suitability to do so. Expected tasks to carry out the workshops would
include, but would not be limited to the following:
Securing the venue;
Identifying potential participants;
Inviting potential participants;
Arranging food and beverages for participants during workshop;
Coordinating local transportation for participants, facilitators, and staff;
Sub-contracting to hire an interpretation company as needed;
Providing feedback to USIP on agenda for workshop;
Providing feedback to USIP on substance of workshop;
Facilitating break-out sessions within workshop;
Providing detailed note-taking throughout the workshop;
3. Conducting pre and post workshop tests for Monitoring and Evaluation (M&E) purposes;
Conducting structured interviews with workshop participants.
The proposal should include examples of past similar work conducted, description of staffing,
including a qualified facilitator to assist with leading certain sections of each workshop. The
proposal should describe how this person would be qualified to work with the respective
stakeholder groups and in that respective location, and what specific experience they have had
conducting focus groups or dialogues in the past. For example, if the organization proposes to
conduct a workshop in Sidi Ali Ben Oun, describe why the facilitator hired would be suited to
facilitate focus group-style sessions with stakeholders in this environment.
The proposal and budget should alsoinclude suggested (if any) per diem amounts to provide to participants for each
location.

IV. Budget (Cost Factor)
Cost Proposals are a determinate factor whose value is equal to that of the sum of the elements of
the technical proposal. The budget for this contract should include a detailed breakdown of all
project-related costs relevant to achieving the workshops, such as: staffing, workshop venue rental,
telephone or communications costs, participant transportation, supplies and materials, translation of
documents, interpretation during workshops. The organization should direct any questions about

V. Submission Requirements
To be considered under this RFP, please submit the following:
Technical Proposal in either English or French, including the following components (5 pages
maximum plus a one-page summary of the proposal in English.):
A. Past Experience (1 page): Describe at least two projects of similar scope and complexity you
have worked on previously. Provide a point of contact with telephone number and email
address at the client of each of described projects.
B. Overall Approach (2 pages): Based on the information provided, describe your proposed
approach to and timeline for:
a. Stakeholder/participant identification for each workshop you propose to organize (1
page)
b. Selection of appropriate venues and interpretation services
c. Workshop facilitation and monitoring.
C. Specific Expertise (1 page): Describe your level of experience with workshop
implementation, relationship with and your ability to convene key stakeholders relevant to
the workshops described in the scope of work above, and any other expertise relevant to the
workshop issue areas. If needed, please provide proof of organization registration/ability to
operate in country.
- Note: USIP reserves the right to provide the lead technical training expert(s) for each
workshop.
D. Key Personnel and Staffing (1 page) Describe the key personnel as well as information on
the overall staffing plan for the project. For each of the key personnel provide a summary of
their relevant experience and contribution to the project.
E. Budget. Provide a detailed budget in USD and TND.
VI. General Terms and Selection Process
A. The Selection Committee will review all submissions received on time using the selection
criteria established for the project, in section E below.
B. The Selection Committee reserves the right to reject any submission or to reject all
submissions in the best interests of the Institute. The Institute may cancel this Solicitation at
any time prior to contract award if it is in the best interests of the Institute.
C. The successful firm shall not discriminate against any person in accordance with United
States federal, state, or local law.
5. D. The submission of any materials to USIP in response to this RFP will constitute (i) a
representation that the submitting party owns or has unrestricted license to use and license
such materials and all intellectual property expressed therein; and (ii) the grant of a non-
exclusive license to USIP to use such materials and intellectual property for any purpose,
including specifically the evaluation, negotiation and documentation of an agreement with
any party.
E. Technical proposals will be judged as follows:
Factor 1: Overall Approach – 40%
Factor 2: Staffing and Key Personnel – 30%
Factor 3: Past Experience and specific expertise – 30%
F. Cost Proposals are a determinate factor whose value is equal to that of the sum of the
elements of the technical proposal.
Cost Factor will be judged as follows:
Factor 1: Staffing – 50%
Factor 2: Venue, interpretation, and all remaining logistical costs – 50%

We understand that actual participant transportation costs may vary based on locations of
venue and participants.
V. Most Favorable Terms
The Institute reserves the right to make an award without further discussion of the proposal
submitted. Therefore the proposal should be submitted initially with the most favorable terms which
the consultant can propose. There will be no best and final offer procedure. The Institute does
reserve the right to contact an organization for clarification of its proposal. Contract negotiations
may incorporate some or all of the organizations proposal. It is understood that the proposal will
become a part of the official procurement file on this matter without obligation to the Institute.
