This event marks the first HSE in Construction Conference
in the region and signals that we are trying to enhance
the frameworks that are shaping local and international
developments. Every associate understands that as companies
grow the responsibility to share knowledge, vision and resources
becomes increasingly important. This forum, much like modern
business, is shaped by a need to collaborate, create something
new, and invest in partnerships that will carry us into the future.
Together we are shifting towards developing better industry
standards that ensure environmental preservation, quality, and
safety become the currency of our success. The local community
has seen a rapid rate of growth, as a result we need to design and
implement innovative HSE processes that deliver unprecedented
efficiency.
The conference endeavors to provide new ways of perceiving

us to redefine current HSE practices. The success of this unique

3. I would like to welcome you to the inaugural HSE in
Construction, Qatar Conference.
Today’s event is a result of discussions that started early
this year between Construction Week and QPM. We aimed to
establish a forum to improve safety on every level, by bringing
together government bodies, developers, contractors and
solution providers, to share experiences and move towards a
common view to tackling the challenges of HSE in construction.
The presentations today will look at how cultural and
geographical differences impact legislation and enforcement of
safety measures, and how innovative technologies and solutions
can maximise safety in construction. These developments will
allow us to foster a safety culture that goes beyond corporate
rhetoric and mere aspirations, to set clear objectives which can
be met and sustained over time.
Despite the constraints presented in today’s economic
environment, we need to create a safety culture and mindset
that minimises risks and accidents. By drawing on the broad
experience and high level expertise of the people gathered
here, we hope you will walk away inspired to move your
company forward by prioritising safety and making continuous
improvements.

Nasser AbdulRahman Kamal
CEO, Qatar Project Management
As CEO, Nasser AbdulRahman Kamal has infused Qatar Project Management (QPM) with
his dynamic spirit, team-building initiatives, and vast experience gained from the oil, gas,
and real estate sectors. Shortly after joining Barwa Real Estate Company in September 2008,
he established QPM, a separate legal entity that was officially launched in early 2009. QPM
now boasts an expanding network of mega projects that are located in seven countries.
His career spans over 20 years in management, engineering, design and maintenance.
Between 2001 and 2008, he was project manager in the development of Qatar
Petroleum’s headquarters on a 600,000 square meter site. This complex is designed to
stand as a unique landmark and to accommodate 3,100 staff members. The space’s layout is
accentuated by medical and recreational facilities including a football stadium.
During 1995 to 2001 he managed various oil and gas projects including the ‘Dukhan
Arab D Gas Recycling Project’ which is the largest condensate processing plant in Qatar.
Kamal holds a Bachelor of Engineering from Huddersfield Polytechnic (UK) and a host of
specialised management certificates.
Wayne J Harris
HSE Director, Qatar Project Management
Harris presently holds the position of HSE Director within Qatar Project Management,
who are currently managing mega projects in various locations around the world,
while cultivating potential markets and playing an integral part in the development of
international communities.
He sits on the Board of Directors of the World Safety Organization (UN-NGO), and is the
Chairman of the International Safety Quality and Environment Management Association
(ISQEM).
Harris has advised major organisations both private and governmental worldwide on key
issues of strategy and organisational risk and safety management. Including establishing the
world’s first ISO accredited corporate health and safety department.
Prof. Dr. Elias M. Choueiri
General Director, Ministry of Public Works & Transport (Lebanon)
Choueiri is recognised as one of the world’s leading authorities on transportation safety.
He holds several degrees including a PHD in Engineering Science, and degrees in Civil
& Environmental Engineering, Electrical & Computer Engineering, and Mathematics &
Computer Science.
Prior to his current position Choueiri was the General Director for the Railways & Public
Transport Authority in Lebanon.
Choueiri is an experienced and accomplished international lecturer and speaker on safety
topics and has written several papers and books which have been published around the world.
In addition to his role with the Ministry, Choueiri sits on the Board of Directors of the
World Safety Organization (UN-NGO) and is President of the Lebanese Association for
Public Safety.

David Morris
Chairman, NEBOSH
After graduating from Exeter University in 1971 with a degree in physics, Morris joined HM
Factory Inspectorate, which later became part of the Health and Safety Executive. As one of
HM Inspectors, he worked in Scotland, the West Midlands, Sheffield and London. He was
sponsored on an MSc in Occupational Safety and Health at Aston University in 1981/1982.
In more recent times Morris has run the Health and Safety Executive’s Education National
Interest Group and chaired the HSC’s Education Services Advisory Committee.
After a time as HSE’s Head of Construction and Operations in London and the South East
he joined the Policy Unit and later became HSE’s Head of Strategy and Management in the
Strategy Division. Morris oversaw the development of the “Revitalising Health and Safety”
strategy.
In 2002 he was seconded to the Directorate of Railway Policy to lead HSE’s work on train
protection, and other key recommendations of the Cullen Inquiry within the Safety Case and
Network Rail Corporate Unit in HSE’s Railways Inspectorate.
Belal Kayyali
Vice President – HSE, Consolidated Contractors Group (CCC)
Kayyali joined CCC in 1972 and held various senior construction and management positions
until 1998 when he was entrusted with the responsibility of CCC Group Health, Safety
& Environment. The first thing on his agenda was establishing the corporate HSE
department and formalising the company’s HSE Management System in accordance to the
international standards for occupational health, and safety and environmental management.
As a result, CCC was able to acquire the OHSAS 18001 and ISO 14001 certifications.
Kayyali’s experience in the construction field and project management has helped him
to manage HSE issues on construction projects with a comprehensive approach. This
has provided CCC with high levels of HSE performance in comparison to other major
companies. Kayyali is a prominent senior executive in terms of the HSE initiatives and
continuous improvements he brings about.
Julian Pope
Senior Partner and Head of the Construction Practice, Denton Wilde Sapte & Co
Pope is a Senior Partner and Head of the Construction Practice at international law
firm SNR Denton’s Doha office. Pope specialises and has over 30 years experience in
construction and infrastructure projects, BoT/concession projects and PPP projects.
He qualified as a solicitor in England in 1977 and spent 3 years working in London
before joining SNR Denton’s predecessor firm Denton Hall in 1980 and moving to
its Hong Kong office. He became a Partner in 1982 and returned to London in 1988
where Julian was the head of the Construction and Engineering law practice. He
moved to the Doha office in January 2008.
8. Karl Simons
Regional Director – Construction & Integrated Management System, Hyder Consulting
Simons is Hyder’s Middle East Board Director responsible for Construction and the
Integrated Management System. As part of this role he is directly accountable for delivery
of all construction supervision and project management services offered to Clients in
each of Hyder’s business sectors of Property, Transport and Infrastructure, Utilities and
Environment; in addition Karl is specifically responsible for advising the Business Board on
all matters relating to the Health, Safety and Welfare of employees and stakeholders.
Simons has a 20 year varied career background that has involved him working in some of
the most arduous environments in the world for government, contracting and consultancy
organisations in both the public and private sectors and across a range of industries which
include; railway, engineering, facilities management and construction.
A qualified mechanical engineer by trade, he has always had a keen interest in matters of
health and safety and spent 6 years at university where he achieved a masters degree with
distinction in ‘Safety & Environmental Management’. Through his experience and academic
knowledge Karl became a ‘Chartered Safety Practitioner’ which provided him with a
thorough understanding of human physiology and business culture. He has undertaken
extensive research in psychological management leading to the practical implementation
of behavioral safety schemes, which has led several companies to a considerable cultural
turnaround and world class safety performance.

Martin Hoerlesberger
Manager, High-rise Engineering Team, Doka Middle East
Hoerlesberger has worked for Doka for the last 23 years. He started at Doka Head office in
the Formwork Engineering Department and took on the role of engineering manager for
Doka branches in Austria, Singapore, Malaysia, Kuwait, the United States and the UAE.
17 years ago he began to specialise in high-rise projects using Doka Automatic Climbing
Systems. Hoerlesberger has been a project manager for many high-rise developments
such as the Palms Hotel & Casino in Las Vegas, Burj Khalifa in Dubai, Shams Gate
Skytower & Suntower, The Landmark Tower in Abu Dhabi and Marina 101 in Dubai Marina.
Currently Hoerlesberger is working as a manager for the high-rise engineering team with
