Background:
Overruns, pose huge risk to the projects viability and intended outcomes. The KPMG in India - PMI study
2012 was initiated on the request of Ministry of Statistics and Program Implementation (MoSPI), highlights
the major reasons for schedule and cost overruns across major sectors infrastructure projects. While some
projects are impacted due to external factors which are beyond the control of the implementing agencies
such as land acquisition, regulatory approvals, etc., majority of projects are delayed by factors which can be
controlled at the project level through proper planning and project management.
The Flash Report of MoSPI for November 2016 contains information on the status of the 1188 central
sector infrastructure projects costing 150 crore and above. Total original cost of implementation of the
1188 projects was Rs.14,56,871.67 crore and their anticipated completion cost is likely to be
Rs.16,23,728.15 crore, which reflects overall cost overruns of Rs.1,66,856.48 crore (11.45% of original
cost). The number of projects reporting cost overruns stands at 23% and time overruns at 28%.
The above statistics is only for Central Projects costing over Rs.150 crore. The statistics could be mind bog-
gling if projects below Rs.150 crores, state government projects and project from private sector are added.
The bottom line is that huge money is wasted and precious time is lost which otherwise could be used
efficiently.

IIT Madras and AACE international, USA is hosting a National Level Conference at IIT Madras Campus on
3rd May 2017 with a focus on “Powering Capital Projects through Enhanced Cost and Schedule Perfor-
mance”.
Enormous overruns result not only in huge losses to the national exchequer but huge burden on tax payers
and all stakeholders. If Government of India’s Mission- “Transform India” is to be a success, solution lies in
implementation of sound program management practices with greater emphasis on monitoring and control
practices which would help the nation move ahead with a view to ensuring inclusive growth with efficiency
in both public sector as well as in private sector projects.
Governments of USA, Canada, Australia and even some little known nations have already adopted national
standard for integrated program management and directed the implementation agencies receiving the
funds to align their program management practices with the national standards. Many private organiza-
tions in those countries have also adopted them as best practice.

2. The expected outcome of the conference is to chalk out a road map with representation from Government,
like-minded professional bodies, private companies, academia and professional organizations like AACE
International, Project Management Institute and financial institutions. Benchmarking international best prac-
tices, shortfalls in current practices in India, required support mechanisms and collaboration with various bodies
to address the gaps shall be the fulcrum of discussion and charting out a road map for achieving, so that it benefits
both public as well as private projects.
