Value based Open Data Model in Mexico
5. By February 2013, 42% of Mexico was suffering from drought:
● Total loss of output on 7% of the country’s land in 2013;
● Loss of cattle in the North; and,
● Negative income shocks to households dependent on farming.
State insurance company AGROASEMEX and other private providers underwrite weather index insurance to
help small hold farmers withstand production shocks caused by severe weather events.
The Coordination of National Digital Strategy, the Ministry of Agriculture and Harvard University, undertook a
project to analyse existing weather index insurance triggers are well-defined.
Define impact area and partnerships
6. ● Weather station information (temperature and rainfall), on a
daily basis from 2000 to 2013.
● Agricultural cultivation and production data by
municipality/crop, on a yearly basis for the period 2001-2013.
● Productive potential by municipality, as of 2012.
● Agricultural insurances payouts paid to farmers by federal and
state governments, by municipality/crop, for the period 2003-
2014.
● Agricultural subsidies and direct support to farmers by
municipality, for the years 2000-2014.

Agroasemex upper and lower payout
thresholds across the country may not be well-
defined.

based on limited amounts of data.’
Potencial productivo
Cada 5 años para censo agrícola. Tomando fotos de satélite.
A nivel parcela cuánto debería de estar produciendo. La diferencia entre output y potencial es lo que pierdes.
