The Mutual Aid System
GUIDELINES ON AVAILING OF MEDICAL ASSISTANCE
UNDER THE MUTUAL AID SYSTEM
I. Rationale
Section 1 of Article II of the Constitution and By-Laws stated that one of the Association's
objectives is “to strive for the adoption of legislation, policies and other measures that will
promote the economic, social and general well-being of all the members in particular, and
the association, in general,” most importantly amid the ongoing pandemic.
It is noteworthy that medical expenses related to COVID-19 or any medical crisis situation
are high and that affected families resort to lending if not exhaust what fund is left. To
lighten the financial burden of the affected member or immediate family, a Mutual Aid
System in the form of Medical Assistance be instituted.
II. Objective
To provide medical assistance for members who were hospitalized due to COVID-19 and
related causes thereof.
III. Scope and Coverage
A. Target Beneficiaries
The beneficiary/ies of the program shall be the member of the association as
reflected in the database duly certified by the Association secretary as a member
of good standing.
B. Implementing Office
The release of medical assistance shall be facilitated by the Committee on
Welfare.
IV. Requirements
Only members of good standing shall be given medical assistance under this program
and shall submit the following required documents to the Committee on Welfare:
1. A written request from the beneficiary of a member of good standing
seeking medical assistance.
2. A certification by the Association Secretary specifically stating that the
member requesting medical assistance is a member of good standing.
3. Copy of Hospital Bill.
V. General Policies
1. Any member may request medical assistance who is in a medical crisis
situation based on assessments made by the Welfare Committee.
2. The type, kind, and amount of medical assistance to be provided shall be
based on the assessment of the Committee on Welfare, duly approved by
the President.
3. The maximum allowable amount of assistance to be given shall not exceed
P5000.
4. A member can avail of the medical assistance only once for the duration of
his/her membership.
5. Medical assistance shall be released directly to the member or to his/her
immediate family through a representative as indicated in his membership
form by the Association Treasurer upon sufficiently complying with all
needed documents and through the recommendation of the Committee on
Welfare.
VI. Process/Operational Procedure
The following operational procedure shall be followed:
1. Submission of a notice that an Association member has been hospitalized
and undergoing a medical crisis situation issued by the Association
secretary supported by stipulated requirements thereof.
2. Assessment of the Committee on Welfare 1 day after the submission of the
required documents.
3. Recommendation of the Committee on Welfare duly approved by the
Association President.
4. Release of the medical assistance.
5. Report on members who availed of medical assistance to be filed and kept
by the Association Secretary copy furnished to the Association Auditor.
VII. Funding
The following scheme shall be adopted by the Association to finance the request for
medical assistance by any member.
1. Medical Aid Fund – There shall be a Medical Aid Fund for the purpose of
granting medical assistance which shall come from an initial amount of
P100 pesos per member of the Association which is paid once (1) annually.
2. If in case the fund has been depleted or insufficient, members shall
contribute the amount needed to replenish or fully satisfy the P100 pesos
per member contribution.
VIII. Effectivity
This medical assistance guideline shall take effect upon a majority vote of all members in
a General Assembly called for the purpose.
