Constitution and By-Laws of the Southville 3A Extension
Senior Citizens Association
PREAMBLE
We, the Southville 3A Extension Senior Citizens Association of Barangay San Antonio, San Pedro City of
Laguna imploring the aid and guidance of the Divine Providence in order to establish unity, promote and enhance
the prestige and dignity of the Senior Citizens and to preserve the valued reverence for the elderly, do hereby
organize ourselves into an association and pledge to be guided by the following Constitution and By-Laws.
Article I-Name of the Association
Section I. The name of the association shall be the “ERUDITE PIONEERS ’22 of Southville 3A
Extension Senior Citizens Chapter Association.

Section II. The headquarters of the Association, for the meantime as we have no permanent Senior
Citizen’s hall, we are temporarily making used of the compound of the Day Care Center of Southville 3A Extension.
Article II-Objectives
Section I. The Association shall aim for the implementation of the policies, principles, intents and its
implementing rules and regulations and laws. The Association shall endeavor to:
A. Motivate and encourage the Senior Citizens to contribute to the promotion of friendship and cooperation
among themselves.
B. Help protect their well-being and welfare through the acquisition of their rights, privileges, and benefits.
Article III-Membership, Policies and Fees
Section I. Senior Citizens of the Barangay who are sixty (60) years old and above and who opted to
be members shall be considered regular members of the Association.
Section II. A member who becomes inactive for several years and expresses his/her intention to re-
activate his/her membership shall be re-accepted on condition that he/she shall pay the annual membership and
yearly dues which have not been paid while inactive in the Association.

2. Section III. A membership fee of Php 100.00 shall be paid by every member upon
registration and monthly dues of Php 50.00. The amount collected shall constitute the General Fund of the
Association and shall be under the custody of the Treasurer of the Association. In no case shall the amount collected
on any part of it may be spent for the appropriate needs of the Association, with the approval of the President and
the majority of the officers.
Article IV – Officers/Trustees
Section I. The officers of ERUDITE PIONEERS ’22 of Southville 3A Extension Senior Citizen
Chapter Association shall be President, Vice President, Secretary, Assistant Secretary, Treasurer, Assistant
Treasurer, Auditor, Business Manager, Public Relation Officer, Peace Officers, Board of Trustees. They shall be
elected.
Section II. The officers shall be elected through shading of the oval appearing before the name of the
candidate you wish to vote. Do not overvote.
Section III. Election of officers shall be held before the end of every two years and be entitled for re-
election until the third term.
Section IV. If a vacancies occur due to death, resignation or incapacity of any of the officers, the officers
next rank shall assume the vacated position of the unexpired term of office.
Section V.
1. The ERUDITE PIONEERS ’22 of Southville 3A Extension Senior Citizen Chapter Association
Officers and Members shall hold the regular meeting every last Sunday of the month.
2. The officers’ meeting will be held twice a month or as needed for special purposes.
Article V - Functions and Powers of Officers
Section I.
A. President

3. The President shall be the chief executive officer of the Association. He/she
shall preside in all meeting of the members of the Association and the Board of
Trustees. He/She shall execute all resolution of the Board of Trustees. He/She
shall be charged with directing and overseeing the activities of the Association. Has the power
to call for special meetings of the Association. He/She represents the Association in all official
function.
B. Vice President
The Vice President, if qualified, shall exercise all powers and perform all duties of
the President during the absent or incapacity of the latter. He/She assist the President in any
duties and responsibilities as the President may direct.
C. Secretary
The Secretary shall give all notices required by this by laws and keep the minutes of all
meetings in a book kept for the purpose. He/She shall keep the seal of the Association and
affix such seal to any paper or instrument requiring the same. He/She shall attend official
correspondent of the Association. He/She shall have custody of the members register and the
correspondents file of the Association.
D. Assistant Secretary
The Assistant Secretary shall perform the function of the Secretary in his/her absence.
He/She shall hold and assist the secretary in all duties and responsibilities.
E. Treasurer
The Treasurer must be the custodian of the money of the Association. Responsible for the
collection of fees and dues of the members of the Association. Records and keeps all receipt
and disbursement of funds in the book of account provided for the purpose. Disburses the fund
of the Association only upon approval of the president and majority of the members of the
Association. Prepares and reports the financial status of the Association as needed.
F. Assistant Treasurer
The Assistant Treasurer performs the functions of the treasurer in his/her absence. He/She
assist the Treasurer in the preparation of the finances of the Association.
G. Auditor

4. Check and examine the financial records, book of accounts of the Treasurer
and certify the correctness of the report. He/She see to it that the expenses of the
Association shall be within the provision of the Constitution and By Laws. He/She
shall have a summary of the Treasurer’s collection and disbursement.
H. Business Managers
The Business Managers help manage the implementation of the different activities of the
Association. He/She collaborate with the Auditor and Treasurer regarding the expenditures of
the Association.
I. Public Relation Officer
Handle all publicity and propaganda and make sure that He/She shall releases all Public
Information as maybe necessary in the interest of the Association subject however, to the
approval of the President. He/She shall also be responsible for gathering relevant information
for dissemination to all members.
J. Peace Officers
The Peace Officers shall be responsible for maintaining peace and order during all
meetings of the Association. He/She shall be responsible for overseeing and monitoring the
physical arrangement and layout of the place of the meeting in carrying his/her duties may
deputize such number of person necessary to carry out this duty. To perform and discharge
such other functions in duties that may be assigned to him/her by the President.
K. Board of Trustees
The Board of Trustees shall meet regularly with the President twice a month special
meeting of the board maybe could by the President or at the request of four (4) Board Members
in writing such date and time whenever necessary. Notices of the date and time of the regular
and special meetings through other modern forms of communication such as but not limited to
text messaging, email and calls to mobile phones at least one day before the meeting.
Article VI – Committees
Section I. The following shall be the standing or accredited committee of the Association.
A. Committee on Membership
B. Committee on Finance
C. Committee on Social Action
D. Committee on Programs and Activities
E. Committee on Election

5. Section II. The Chairman of any of the accredited committees shall be appointed by the
President from among the officers of the Association and shall serve for two years.
Section III. The Chairman of the Committees shall be authorized to appoint members of two members
except the committee on program and activities where the Chairman can appoint as many members as necessary.
Section IV. The different committees through their Chairman shall formulate the policy and program
which shall govern their activities and its implementing rules and regulations and other allied laws.

Article VIII - Effectivity Clause
This Constitution and By-Laws of the ERUDITE PIONEERS ’22 of Southville 3A Extension
Senior Citizen Chapter Association shall take effect immediately upon its adoption and ratification by the
Association in all meetings held/assembled.
We hereby certify to the correctness of the foregoing Constitution and By-Laws.
