Editorial (by the EURO Working Group on DSS Coordination Board Members)
Dear Euro Working Group Members! Dear Friends!
We are extremely happy to compile and share with you all this issue of the EWG-DSS
Newsletter, which reports the celebration of 30 years of our working group with
highlights of the fruitful events and news that have happened in the DSS community
over the last twelve months. At first, we would like to thank all of you who contributed
with contents for this issue and who continuously and consistently support our working
group with proactive engagement and participation in our organized initiatives. Our
DSS community needs your support and involvement to obtain significant scientific
and practical achievements. The EWG-DSS is happy to serve as means of your
contributions for the success towards a steady path to growing and flourishing in the
Decision Making scenario. It is time to evaluate where we stand and how we proceed!
Since last year, the EWG-DSS has consolidated its management and leadership with
a novel 3-dimensional structure, comprising a Co-ordination Board, an Advisory Board
and an Assistant Board. The helping hands of all those members in the organization
of our conferences and publication initiatives has been essential for the success of
the EWG-DSS. Together we form a very productive and cooperative team, which is
eager to expand and improve its activities. In this issue we share with the section
“Meet our Assistants”, which presents some impressions from the young members of
the EWG-DSS Assistant Board: Dr. Daouda Kamissoko, Dr. Oluwafemi Oyemomi,
Mr. Sandro Radovanovic and Ms. Giota Digkoglou. We hope you enjoy knowing a bit
more about them and their interaction with our group.
During the past year, we have successfully organised and participated on the
following events: The ICDSST 2018-PROMETHEE Days that took place in Crete,
Greece during the period of 22-25 May 2018, which had an extraordinary record
number of high quality papers and attendances; The IFIP DSS 2018, which was the
19th Open Conference of the IFIP WG 8.3 on Decision Support Systems held on 13-
15 June 2018 in Ljubljana, Slovenia; as well as DSS Stream of the EURO 2018
conference, the 29th European Conference on Operational Research, organised in
Valencia, Spain from 8 to 11 July. This year, the EWG-DSS organizes its 5th
ICDSST
in the format of a EURO Mini Conference, the EmC-ICDSST 2019 in May 2019, that
goes back to Madeira to celebrate there, where the EWG-DSS was born, its 30 years
of existence! In June the EWG-DSS participates on the Dublin EURO 2019 with the
DSS Stream organization as usual. Reports about all those events are found in this
issue. In terms of publications, the EWG-DSS most recent ones include a great
number of journal Special Issues and book series have been published with majority
of majority of contributing papers came from EWG-DSS members. Check details
about our recent publications in this issue.
We all hope this Newsletter feeds you with motivating information about our overall
work during the last year; and that you enjoy reading it! We look forward to your
contribution to our events in the next stage and to your sharing of your relevant stories
and news with us! Let us keep up the good work started 30 years ago! A big Thank
You from the Coordination Board! Enjoy your reading!

Interview
José Paixão
Vice-Rector of the University of
Lisbon, Portugal
https://www.ulisboa.pt/membro-
equipa/jose-manuel-pinto-paixao
Prof. José Paixão was the local
organizer of the EURO Summer
Institute on DSS in Madeira in 1989,
when the EWG-DSS was created.
EWG-DSS: Dear José Paixão, thank
you very much for giving this
interview to the EWG-DSS newsletter.
We would like to start by knowing
more about your background.
JP: I have a background in Mathematics.
I graduated in the early seventies from
the Faculty of Sciences of the University
of Lisbon and got my PhD from the
Imperial College London, in 1984. My
PhD thesis was about algorithms for
large scale set covering problems.
EWG-DSS: Can you please tell us
about your career?
JP: I must say that, from a very
young age, I embraced an academic
career in its full perspective. That is,
committed to the functions of creation
and transmission of knowledge in the
most diverse aspects. I have always tried
to put my scientific skills at the service of
the institution that welcomed me and the
society that granted me the privilege of
doing what I like to do.
In almost 50 years of my career, I
consider myself a very fortunate person
who had the opportunity to perform the
most diverse duties in the academy: as a
teacher and researcher, but also as a
manager in all levels.
EWG-DSS: You were the organizer of
EURO Summer Institute on DSS in
Madeira in 1989, when the EWG-DSS
was created. How did the idea of
creating the EWG-DSS come up?
JP: Actually, when I proposed the topic
of school - Decision Support Systems, I
did not have in mind the creation of a
structured group within the EURO but
only to identify a challenging theme that
would mobilize young researchers. The
dynamics of school functioning and the
brilliant ability of the 24 young people
selected from 16 different countries led to
the creation of the EWG-DSS from an
early stage, with a solid foundation and a
well-crafted work agenda.
EWG-DSS: How do you perceive the
evolution of the Decision-Making and
Decision Support Systems research
areas in these last three decades?
JP: Firstly, let me say, the figures speak
for themselves: the EWG-DSS now has
more than 300 members and has
maintained a continuous activity over
time translated into numerous initiatives
and high-quality cooperation activities.
5. 5
EWG-DSS: We would like to know how
your scientific work relates with the
Decision Support Systems research
area.
JP: This is a very interesting question
because I am not really a researcher in
the DSS area. However, all my scientific
work has to do with DSS. In a simple
way, my scientific activity focuses on the
development of models and the
application of combinatorial optimization
techniques for solving practical
problems, in which human control is
essential. In this context, "my algorithm"
integrates a naturally more complex
system and, possibly, will have to adapt
to requirements not previously
contemplated.
EWG-DSS: In this context, can you
please let us know about your most
recent and challenging projects?
JP: For the last years, I’ve been focused
on transport problems that combine two
extremely important aspects at present:
multi-mobility and the huge volume of
information available.
On the one hand, the mobility paradigm
has changed profoundly, giving the user
the power to decide using mobile devices
and ubiquitous computing. On the other
hand, both the service provider and the
user have a wealth of information and,
consequently, knowledge to take their
options. From my point of view, this
changes our (mathematicians and
researchers in OR) approach to
problems.
Personally, I want to encourage my
fellow investigators to tackle the new
challenges they pose with the
technological wave and the requirement
to maintain human control over the
process.
EWG-DSS: Can you please
summarise what does the EURO
organisation mean to you and, more
generally, how do you perceive the
importance of EURO for the OR
community?
JP: EURO has always had a
fundamental role for me, as a frame of
reference and as a framework for my
activity as researcher and teacher. From
the mere participation in the conferences
to the organization of events like the
1989 Summer Institute on DSS, in
Madeira, or the XXIV EURO Conference,
in Lisbon, in 2010, I learned a lot from
many members of the association.
I have no doubts that EURO is an
extraordinary example how the result of
the summation may be greater than the
sum of the parcels.
EWG-DSS: Can you give us your
opinion on how did the EURO
Summer Institute on DSS impact on
the evolution of the DSS research area
as well as in the research career of its
participants?
JP: That is indeed one of my major
reasons of pride. When I see the
evolvement of the participants in that
Summer Institute truly gives me "goose
bumps." Brilliant CVs, top positions in the
OR community, and outstanding
institutional positions. All these aspects
are very visible in the set of participants
at the EURO Summer Institute, 30 years
ago.
EWG-DSS: Thank you once again for
giving this interview and we hope to
see you soon in Madeira, for the EmC-
ICDSST 2019, celebrating the 30 years
of the EWG-DSS.
JP: Thank you very much for the
opportunity given to remember a very
special occasion for me.

Multiple criteria decision aid (MCDA)
methods are illustrated in this book
through theoretical and computational
techniques utilizing Python. Existing
methods are presented in detail with a
step by step learning approach.
Theoretical background is given for
TOPSIS, VIKOR, PROMETHEE, SIR,
AHP, goal programming, and their
variations. Comprehensive numerical
examples are also discussed for each
method in conjunction with easy to follow
Python code. Extensions to multiple
criteria decision making algorithms such
as fuzzy number theory and group
decision making are introduced and
implemented through Python as well.
Readers will learn how to implement and
use each method based on the problem,
the available data, the stakeholders
involved, and the various requirements
needed. Focusing on the practical
aspects of the multiple criteria decision
making methodologies, this book is
designed for researchers, practitioners
and advanced graduate students in the

• New Methods and Applications
in Multiple Attribute Decision
Making (MADM)
Authors: Alinezhad, Alireza, Khalili,
Javad
This book presents 27 methods of the
Multiple Attribute Decision Making
(MADM), which are not discussed in the
existing books, nor studied in details,
using more applications. Nowadays,
decision making is one of the most
important and fundamental tasks of
management as an organizational goal
achievement that depends on its quality.
Decision making includes the correct
expression of objectives, determining
different and possible solutions,
evaluating their feasibility, assessing the
consequences, and the results of
implementing each solution, and finally,
selecting and implementing the solution.
Multiple Criteria Decision Making
(MCDM) is sum of the decision making
techniques. MCDM is divided into the
Multiple Objective Decision Making
(MODM) for designing the best solution
and MADM for selecting the best
alternative. Given that the applications of
MADM are mostly more than MODM,
wide various techniques have been
developed for MADM by researchers
over the last 60 years, and the current
book introduces some of the other new
MADM methods.

• Multiple Criteria Decision Making
and Aiding Cases on Models and
Methods with Computer
Implementations
Editors: Huber, Sandra, Geiger, Martin
Josef, de Almeida, Adiel Teixeira
This book introduces students on
Multiple Criteria Decision Aiding and
Making courses to practical, real-world
cases. Each case study introduces a
problem or situation together with a
method, and a description and
explanation of a computer application. In
this sense each chapter is based on four
pillars: the problem, the model building,
the methods and their implementation.
The book presents and elaborates a rich
and comprehensive set of practical
problems comprising multiple criteria,
including numerous approaches for their
solution, for decision support or decision
aid. It complements traditional textbooks
and lecture material by employing case
studies to promote a deeper
understanding of the investigated
concepts and help students apply these
methods to other areas.

• Decision Making and
Performance Evaluation Using
Data Envelopment Analysis
Authors: Khezrimotlagh, Dariush,
Chen, Yao
This book offers new transparent views
and step-by-step methods for
performance evaluation of a set of units
using Data Envelopment Analysis (DEA).
The book has twelve practical chapters.
Elementary concepts and definitions are
gradually built in Chapters 1-6 based
upon four examples of one input and one
output factors, two input factors, two
output factors, and four input and three
output factors. Simultaneously, the
mathematical foundations using linear
programming are also introduced without
any prerequisites. A reader with basic
knowledge of mathematics and
computers is able to understand the
contents of the book. In addition, to
prevent pre-judgment about the available
concepts and definitions in the DEA
literature, some new phrases are
introduced and, after elucidating each
phrase in detail in Chapters 1-6, they are
reintroduced for industry-wide accuracy
in Chapter 7. After that, some of the more
advanced DEA topics are illustrated in
Chapters 8-12, such as: production-
8. 8
planning problems, output-input ratio
analysis, efficiency over different time
periods, Malmquist efficiency indexes,
and a delta neighborhood model.
A clear overview of many of the
elementary and advanced concepts of
DEA is provided, including Technical
Efficiency, Relative Efficiency,
Cost/Revenue/Profit Efficiency,
Price/Overall Efficiency, the DEA
axioms, the mathematical background to
measure technical efficiency and overall
efficiency, the multiplier/envelopment
form of basic DEA models in
input/output-orientation, the
multiplier/envelopment of Additive DEA
model, the multiplier/envelopment of
slacks-based models, and others. The
book also covers a variety of DEA
techniques, input-output ratio analysis,
the natural relationships between DEA
frontier and the ratio of output to input
factors, production-planning problems,
planning ideas with a centralized
decision-making unit, context-dependent
DEA, Malmquist efficiency index,
efficiency over different time periods, and
others. End-of-chapter exercises are
provided for each chapter.

Projects
Opti-MOVES project with
impact on the transport
sector.
Quality management of intermodal public
transport services: diagnosis and
optimization (Opti-MOVES), project
financed by the Portuguese Science
Foundation (FCT) under Portugal 2020 -
EU FEDER Program
INESC TEC leads the Opti-MOVES
project, which will offer an innovative
solution to increase the quality and
reliability of intermodal urban public
transport services. Through an
integrated approach that combines
diagnostic and optimization tools, the
Opti-MOVES project aims to promote the
use of public transport and the reduction
of energy costs and pollutant emissions.
Research is based on a participative
process and on large amounts of
operational data of public transport
systems, obtained from several
operators, in different urban contexts.
The Opti-MOVES is structured around
three main components: (i) visualization
(multimedia) and knowledge extraction
(through data-mining and machine-
learning) methods, allowing an easy and
efficient identification of spatiotemporal
patterns and factors affecting the quality
of services; (ii) optimization (meta-
heuristics) methods capable of improving
the quality levels of these services; and
(iii) an information system that supports
decision making.

SUSTAIN
Sustainable development is among the
grand challenges of the next decades.
To come close to achieving that state,
the European Union is committed to
mainstream the Sustainable
Development Goals (SDGs) in the
European policy framework and current
Commission priorities. Moreover, special
attention is paid to means for the
achievement of the SDGs, their universal
application to all countries and the
simultaneous address of the economic,
environmental, and societal dimensions
of sustainability. Thus, there is the need
of not only raising awareness on the
issue of sustainability, but acquiring
sustainability literacy, in the sense of a
functional education that will provide the
necessary skill and motives to cope with
the challenges of and contribute to
sustainable development.
As a result, it is essential to provide an
innovative pedagogy to students of
9. 9
higher education that will be the policy
makers of tomorrow.Serious Games are
a serious candidate to take that role and
teach the complexity of sustainable
development.
The objective of the SUSTAIN project is
to commence and promote sustainable
literacy among students of higher
education (and young people in general)
through an innovative and student-
centered education. To achieve this
objective, we will design, develop and
implement a course to be taught in
students of higher education; a course
hybrid in nature, as it will combine game-
based learning with an analytical style of
education. In detail:
1) The course will deal with
transportation sustainability, societal
metabolism and decision making under
those contexts. The purpose will be to
teach students the definitions of those
notions, how they are translated in
everyday life, and formalize the
mathematics necessary to make robust
decisions.
2) The project team will develop small,
illustrative simulation models that will
make the definitions more concrete and
allow students to experiment in a
consequence-free environment. The
simulation models can be used to identify
scenario exemplars on how we can
achieve sustainable urban transportation
and a balanced societal metabolism,
while taking into account formal decision
making process. Thus, greater insights
will be provided to the policy makers of
the future regarding the complexities of
decisions in uncertain issues where
many stakeholders are involved.
3) The approach of the SUSTAIN project
is hybrid and as such the material
developed so far, will be translated, in the
elements and mechanics of a Serious
Game. The purpose is to create a board
game that will allow students to learn
about transportation sustainability and
societal metabolism through playing.
One important aspect of the design of the
game will be that it will avoid being just
an informational/fact-delivering game;
the core design principle will combine
delivery of facts with experiential
elements that will allow students to
explore their own sustainability goals and
the means to achieve them.
The project team envisages that the
impact of the project will be in three
areas:
- At the European (and EU) level, the
project will provide added value in the
efforts of the EU to disseminate the
principles of sustainability, while at the
same time educate the future generation
of policy makers to be better equipped in
order to promote and achieve the SDGs.
Furthermore, the project will continue the
effort for an enhanced education that will
utilize and incorporate the principles of
game-based learning and IC
Technologies.
- For the partners of the project, the
impact will take the form of a
strengthened cooperation and
networking of different organizations
among different European countries and
with different scopes and experiences. At
the same time, it will strengthen the role
of the participating partners in their
respective areas, as the project will bring
cutting-edge research closer to students
and citizens.
- Finally, for the students that will
participate in the project, the new course
will provide a more student-centered
education that will inform them on
important EU and global issues, and at
the same time help teach them develop
the key competences to deal with
complex situations that they will have to
face. The project will bring them in touch
with the work performed by the partners
and connect them with other facets of the
European culture.

ICDSST – PROMETHEE DAYS 2018
Main Theme
The ICDSST – PROMETHEE DAYS
2018 focused on the role, the qualities,
the models and methods offered by
sustainable data-driven and evidence
based Decision Support, mainly applied
to Environment and Energy. On these
sectors, diverse stakeholders at various
governance levels seek to devise and
implement sound and robust policies
which mitigate environmental impacts
while taking into account various
parameters. Decision Support Systems
can simulate different scenarios and
offer solutions in modern managerial
10. 10
issues which are full of redundant and
complex information. Such rapidly
evolving situations, which engage a large
number of individuals with different
agendas in complicated decision making
processes, require such tools for
support.

The role that the human factor will play in
the future of DSS and the technologies
required to respond to the new
challenges and demands of the
Knowledge Society will be the main aim
of this Conference.
The EURO Working Group on Decision
Support Systems invites you to
participate in the ICDSST 2020
International Conference on Decision
Support System Technology on
Cognitive Decision Support Systems &
Technologies in Zaragoza, Spain. The
Conference will be hosted at the Faculty
of Economics and Business of the
University of Zaragoza, during the period
of May 27th to May 29th, 2020.
Following on from the issues considered
at ICDSST2019 (Decision Support
Systems – Main Developments and
Future Trends), ICDSST2020 will
consider the role that the human factor
will play in the future of DSS and the
technologies (tools and knowledge)
required to respond to the new
challenges and demands of the
Knowledge Society.
The Knowledge Society can be defined
as a space for the talent, imagination and
creativity of human beings. It has two
fundamental characteristics: the
development of Information and
Communications Technologies (ICTs)
and the relevance of the human factor.
Information technologies focus on the
utilisation of large scale databases in
order to identify patterns of behaviour
and create tools that can exploit them.
Communication technologies support the
interaction and collaboration of the
actors that participate in the resolution of
problems.
The human factor is a key element of the
Knowledge Society and when we speak
of its ‘relevance’ we refer to its influence
in the consideration of a ‘new’ scientific
method that allows decisional processes
to incorporate the subjective, intangible
and emotional aspects, associated with
the human factor, in conjunction with the
objective, tangible and rational aspects
that are associated with traditional
scientific methodology.
As with other living systems, the life
process of the human being is a cognitive
process; only species that learn and
adapt to their context are able to survive.
This is why traditional scientific
methodology must be adapted to the
new cognitive orientation inherent in the
Knowledge Society. The cognitive
orientation focuses on the continuous
training and learning of individuals (and
the systems in which they are immersed)
in the key aspect of being human: the
ability to make decisions.
The scientific support for this new
orientation must be through the
development of technologies (tools and
knowledge) that facilitate continuous
training, in other words, the extraction
and diffusion of the knowledge derived
from the scientific resolution of problems;
linking this knowledge to the arguments
that support the different positions and
decisions and to the technologies utilised
for extraction and diffusion.
In addition to the consideration of the
more traditional issues of our field, the
ICDSST2020, under the title of
“Cognitive Decision Support Systems
and Technologies”, will concentrate on
the development of technologies (tools
and knowledge) that support the
relevance of the human factor and the
cognitive orientation in decision making.

Americas Conference on
Information Systems. AMCIS 2019:
New frontiers in digital convergence.
Cancun, Mexico, August 14-18, 2019.
Digital convergence is what enables
individuals interact, communicate,
collaborate and share information in
many new and different ways. Yet, it has
tended to focus on the ability to combine
technical components and features such
as voice, texts, video, pictures,
broadcasts, presentation, streaming
media, global connectivity and
personalized services. Its new frontier—
yet to be fully imagined—the capacity to
blur socio-technical boundaries, such as
those between the real and online world,
producers and consumers, humans and
machines, inter- and intra-firms, as well
as between develop and emerging
economies. This conference theme
reflects the desire to strengthen and
build consensus in existing research
streams, while also taking on theoretical
and methodological challenges while
exploring emerging convergence
opportunities.

European Conference on Information
Systems (ECIS) 2019. Information
systems for a sharing society. June 8
– 14 2019 / Stockholm and Uppsala,
Sweden
A Sharing Society enables the advanced
development of digital information
technologies. Governments,
organizations, and individuals have
gained new capabilities and
opportunities for sharing data,
14. 14
information, and knowledge in the world
gone digital. The sharing activities bring
the new possibility for governments to
build an eco-social system for meeting
citizens' essential needs; these create
new waves of competition among
businesses for creating new digital
business designs and ways to manage
customer relationships; these also
enhance people's power in controlling
their lives in the digital society. However,
a Sharing Society triggers emerging
challenges and issues that need to be
adequately addressed, such as privacy
and the digital divide. The continuous
evolution of a Sharing Society
significantly influences the efficient and
effective use of information systems and
advanced digital technologies. These are
important to study from multiple
perspectives.
ECIS 2019 will be a meeting platform for
European and international researchers
in the field of Information Systems to
discuss and debate this sharing
phenomenon. We envisage studies that
reflect upon and provide innovative
solutions that contribute to the
sustainable development of the sharing
society.

The 6th International Embedded
Systems Symposium. Sponsored by
IFIP WG 10.2. 9-11 September 2019 in
Friedrichshafen, Germany.
Over recent years, embedded systems
have gained an enormous amount of
processing power and functionality.
Many of the formerly external
components can now be integrated into
a single System-on-Chip. This tendency
has resulted in a dramatic reduction in
the size and cost of embedded systems.
As a unique technology, the design of
embedded systems is an essential
element of many innovations.
Embedded systems meet their
performance goals, including real-time
constraints, through a combination of
special-purpose hardware and software
components tailored to the system
requirements. Both the development of
new features and the reuse of existing
intellectual property components are
essential to keeping up with ever
demanding customer requirements.
Furthermore, design complexities are
steadily growing with an increasing
number of components that have to
cooperate properly. Embedded system
designers have to cope with multiple
goals and constraints simultaneously,
including timing, power, reliability,
dependability, maintenance, packaging
and, last but not least, price. The
significance of these constraints varies
depending on the application area a
system is targeted for. Typical
embedded applications include multi-
media, automotive, medical, and
communication devices.
The goals of the International Embedded
Systems Symposium are to present
exchange and discuss the state of the
art, novel ideas, actual research results,
and future trends in the field of
embedded systems. Contributors and
participants from both industry and
academia are encouraged to take active
part in this symposium.
