Significant increase of informational and psychological
influence on Ukrainian citizens along the line of contact within so-
called “Humanitarian support to help reunite Donbass” project by
creating by unrecognized “DPR/LPR” social assistance and
administrative services centers at the entry/exit points.
Increase of RF FSB activity in Rostov region in detecting DLPR
residents, mercenaries and RAF servicemen, trying to bring small arms
in the RF.
Facts-finding task of the Russian local leaders in detecting
DLPR leaders conducting money laundering of pension fund and
fictitious payments to citizens of temporarily occupied territories.
Increase of conscripts in Crimea in 2017 to RAF (up to 5000.
During 2015-16 4000 personnel was sent)
Arrests of Crimean-tatars representatives by blaming them for
“extremist activity”

3. SITUATION IN THE ATO
Total manpower and combat capabilities of the 1st and 2nd AC decreased by one
BTG - 32 smechbrig was withdrawn from Antratsyt to permanent base (but without
vehicles and assets) There no signs of creation of new formations.

4. SITUATION IN THE ATO
The most tense situation remains in Donetsk direction (in Avdiivka, “Butivka” mine,
Pisky areas)
Enemy conducts recce by using:
6 DSG with the AOO of 3, 4, 7, 11 smechbrig, 6 smrreg and
9 sassmrreg), to includes fighting (MARIINKA, 04.04.2017);
EW maneuver groups (within the AOO 5 smrbrig 11 smereg);
UAVs (up to 9 launches during the week) та Cu-24 MR surveillance aircrafts (MARYNOVKA)
of the 4 AF and AAF Army SMD (up to flights during the week);
High activity of sniper teams in the area of TROITSKE, ZAITSEVE, OPYTNE, PISKY,
NOVOTROITSKE (appr 24 cases mainly in night time). As a particularity anti-tank rifle
Dehtiariova was used.

5. SITUATION IN THE ATO
Combat and mobilization training are demonstrated for assessment board
of CTT SM RAF (“Markine”, “Novopavlivskyi”, “Moslyne”, “Perevalskyi”, “Uspenyi:,
“Shymshynivskyi”, “Torez” ranges and trained reserve of the 1 and 2 AC (03-10.04
– mobilization activity, starting from 10.04 – units cohesion).
The 1 and 2 ACs continue to man its formations with mercenaries and
Cossacks units. For the last week period there were 59 Cossacks representatives
moved to DOVZHANSK (32) and TOREZ (27) from the RF territory. It also identified
the activity of “orthodox troops of Russia”.
In the framework of Control and Communication Systems
improvement the 1 AC command take measures on civilian fixed communication
lines usage to provide a wired connection with command observation post at the
battalion – platoon level.

6. Eastern Ukraine and Crimea
The RF AF military strength in the Easter part of Ukraine and alongside
UKR-RUS border – 12 BTG and 1 CTG, 6 BTG out of them belong to 150, 144 and
3 motorized divisions).

7. Eastern Ukraine and Crimea
The decree of V.PUTIN, RF President, has increased the actions
strength of RF AF up to 1 903 051 pax since the 28-th of March, 2017.
Taking into account “The Russian Guard” (up to 340 thousand pax), military
formations of Federal Security Service (close 250 thousand pax), as well as
military units of Ministry of Emergency Situations and other institutions, the
general strength of security agencies of Russia (without Ministry of Interior
Affairs) can be estimated in 3 million people.
One has continued the process of the Crimea militarization (it was
planned in 2017 to take into commission status of RF Black Sea Fleet 3
new submarines (projects 636.3 - “Krasnodar”, “Kolpino” and “Velykyi
Novhorod”); also it was rearmed 810 separate marine brigade
(SEVASTOPOL`); delivered no less than 15 units of APC-82А; transferred
the inshore board (project 21270 “Sapsan”, “Okskaya shipyard”) to the
component of 205 unit of service ships (SEVASTOPOL`).

8. Eastern Ukraine and Crimea
Within the framework of offsite military session of RF Fleet on the
base of RF Black Sea Fleet HQ (01.04, 2017, Sevastopol`), RF Fleet military
leadership has discussed the plans regarding the forces augmentation
of “RF Black Sea Fleet” in the Crimea as well as the increase of
Russian presence in close and distant maritime zones.
Also it was continued the formation of C2 structure and military
units of 150 motor rifle division 8 А of Southern military district and
144 of 3 motor rifle division 20 А Western military district of RF AF with
the simultaneous deployment of 5the battalion tactical groups on their
bases.

9. CONCLUSIONS RESULTING FROM THE SITUATION
WITHIN THE CONTEXT OF RUSSIAN-UKRAINIAN CONFLICT
Taking into account the complications of economic and political
situation in Russian Federation, Putin’s regime continues:
to show the NATO leadership the increase of its military potential,
the strengthening of Russian military activity in the Crimea and "Black Sea
region" as well as in the "Central European" and "Baltic" directions.
to show the interest in Normand format discrediting and the Minsk
Group effectiveness reducing.
to strengthen the governmental system in Russian Federation with
the simultaneous intensification of repression against the opposition.
to implement measures of further situation destabilization in
Ukraine and in the ATO zone with the pressure strengthening in the
economic, information and humanitarian areas, activation of state terrorism
policy and undermining of the relations between Ukraine and its partner
countries.
