the act of measuring a system
represents an alteration of it.
• The fact of designing a system involves
the transformation of a designer’s
mental model into something tangible
external to it.
• The observation of a problem with the
aim of solving it, involves the
assimilation of the problem to a mental
model of the solver.
• The Observer (designer or solver) is
part of the environment, but he is also a
part of the problem to be solved or
system design.

PERCEPTION is a meeting point between the observer
and the observed. We can not speak of an outside
observer because there is always some degree of
interaction between to look and the looked (observed)
object.
Our brain does not see the world as it is, but as it was
useful for us in the past and, therefore, all is seen
under the most appropriate way for our survival.

• Sensitivity is the degree of susceptibility to damage or harm from changes in
the environment. It means also the degree of awareness and responsiveness
to internal and external changes, challenges, or demands. In maths the
concept means: Degree of change in a dependent variable in response to a
change in an independent variable on which it is dependent.
• In order to estimate the Sensitivity of the System-Environment to the

• When there are low uncertainty environments, stable environments,
systems may become specialized. But in unstable, or uncertainty
environments, systems must be adaptive, flexible, general purpose.
• The old adage: “If it works do not touch”, ceases to have effect.
The new consideration should be: “If it works and you see that the
environment starts to change, you have to start thinking about change,
to evolve and adapt or, in order to survive, your system complexity will
increase”.
• The most immediate way to increase the complexity of a system is to
increase its volume. What is happening with companies in the current
economic environment ?: Mergers, takeovers, holdings building ..., they
are increasing volume. Several ones try to adapt and anticipate.
