• Decide whether to proceed with the creation of the sewer district – Hold
a referendum or board decision and pick a sewer option
• Board proceeds with the preparation of a Map, Plan and Report and
SEQR
• Board holds public hearing and adopts proposed sewer district
• Town submits application to the NYS Comptroller for approval
• Secure financing (NYSEFC low interest funding or municipal bond)
• Proceed with design and construction
• Typically a three year process
