FUNDING PROJECTS
• Using $70,000 grant from city for
neighborhood-wide improvements and
new programs (outlined herein)
• Projects aim to solve ongoing problems,
increase visibility/create a sense of place,
beautify neighborhood
• Planned projects to be completed later this
year and into early 2020

5. PROJECT: Signage & decorative lighting
• Identifying businesses that would benefit
from decorative lighting
• Helping with encroachment permits for
installation over sidewalk to street
• Hanging pole-mounted Scott’s Addition
banners along N. Arthur Ashe Boulevard &
W. Broad Street
6. PROJECT: PLANTING TREES &
FLOWERS
• Working with VCU, interns to map all
available tree wells and add to our
inventory of neighborhood trees (over 115
planted since 2015)
• Developing plan to care for trees until
saplings become mature enough
• Adding flowers and other vegetation to
forthcoming flower boxes
7. PROJECT: CREATING TRAFFIC
BARRIERS/BUFFERS
• Installing concrete flower boxes and
utilizing other materials (i.e. used barrels,
etc.) to add to the dimension and character
of interior streets
• Creates a buffer between pedestrians and
traffic and beautifies roadways
• Developing care plan for vegetation
8. PROJECT: DEVELOPING INTERACTIVE
MAP & APP
• Exploring creation of iOS & Android mobile
app for residents and visitors
• Online map will be present on website and
in mobile app and show member
businesses, breweries, restaurants, bike &
bus stations, and even our network of trash
cans
• Will be promoted regionally
9. PROJECT: IDENTIFYING GREEN ALLEYS
& PARKLETS
• Using data from VCU study of
neighborhood and aerial maps to identify
potential green alleys and parklets (mini
parks abutting sidewalks throughout
neighborhood)
• Will use funding on planning and creation
of said green spaces
10. PROJECT: COMMUNITY OUTREACH
CAMPAIGNS
• Identifying ways to better connect with and
engage residents on priority issues
(homeowners & renters)
• Engaging with community on awareness of
upcoming parking changes
• Adding evening community update sessions for
those unable to attend regular morning
meetings
11. PARKING STUDY RECOMMENDATIONS
& NEXT STEPS
• Worked with City of Richmond and
DESMAN on comprehensive study
• Held community meetings and distributed
parking study surveys
• Beginning awareness campaign leading up
to potential changes to address parking
growing pains
12. PROPOSED CHANGES ROLLING OUT
LATER THIS YEAR
• Neighborhood-wide 3 hour parking
• Permits where needed for businesses on
case-by-case basis
• Development of shared parking
agreements between lot owners to create
on-demand public parking lots
• Tax abatements for development of private
structured parking facilities

Plan Purpose
Provide a selection of small-scale green space interventions that can be
implemented throughout the Scott’s Addition neighborhood by businesses and
property owners.

Goals
Goal 1: Reduce latent heat production contributing to the urban
heat island in the neighborhood.
Goal 2: Establish a library of resources for business and property
owners to finance building or maintenance of green spaces.
Goal 3: Create an incentive program for creating new green
spaces.

Timeline for Implementation
Phase 1
• Establish a green space committee
• Plan bimonthly meetings
• Begin a tree steward volunteer program
• Allocate training and tree maintenance days in Spring and Fall seasons
• Set up funding source for large scale green space projects
• Create a resource section on the SABA website for public information on green space projects
• Institute a green space incentive program to encourage involvement from businesses and residents
Phase 2
• Begin training for tree steward volunteer program
• Hold regular green space committee meetings also open to the public
• Designate areas for parklets and begin the application process with the city
• Identify streets or blocks for new tree wells
• Advertise green space incentive program
• Continue to foster working relationships with the Science Museum of Virginia and VCU for resources
on grant funding, continued temperature measurements, and data on street trees

• Award a “SABA Green Certified” designation for the greenest street, block, or
business
• Hold an Arbor/Earth day celebration on the street or block that is “SABA Green
Certified”
