• After the great floods, Saints Manu and Bhrigu
suggested “way of life” for organised
civilization and to prepare people for
calamities. Its not a religious book as has been

• Four Varnas in Manusmriti (its completely flexible)
1. Brahmins -learning, teaching and religion
2. Kshatriyas -guardians –kings and soldiers
3. Vaishyas- traders and farmers
4. Shudras -the serving class.
• Lower classes can upgrade-
• Examples-
• Valya fisherman became a Rushi and wrote the great “Ramayan”
• Vidur who was son of a servant became a Brahmin
• Aitareya saint or Rishi was son of a Daasa or criminal, but became a Brahmin of
highest order and wrote one of classics Aitareyopanishad
• Ravana who was a brahmin- became shudra by his deeds
• Knowledge is important than birth in a clan
• if a Brahmin remains uneducated he'll be equated to Shudra
12. • Indian Constitution came into effect in 1950-
mostly adopted from other countries
• Affirmative action- reservation in education
and jobs to weaker sections for 10 years
• Subsequent governments extended this policy
• Reservation became a tool to meet narrow
political ends.
13. • 1982, Constitution specified 15% and 7.5%
vacancies in jobs and educational institutes as
a quota for the SC and ST candidates for 5
years, after which the quota system would be
reviewed. This period was routinely
extended by the succeeding governments
14. Adding Fuel to the Flames
• 1990- 27% of positions - for OBC's in addition
to 22.5% already set aside for the SCs and STs.
• 2007 one state introduced reservation in
promotion (deemed unconstitutional by
Supreme Court in 2007)
• 2012- Bringing reservations in promotions in
jobs

(considered illegal in USA, Sweden and
developed countries)
• 50% of jobs and educational opportunities
given to students belonging to particular caste
and not on the basis of merit
• Almost always their performance is pathetic as
compared to general category people

secretaries, directors for major institutions do
not deserve their position.

• Deterioration in the efficiency of public
services
• Hardworking meritorious people perceive
sense of being second class citizens in their
own country
• Are forced to leave the country and contribute
to the development of other countries
