2. funding mechanisms for regional collaborative research,
3. regional open innovation research centers,
4. acceleration of cross-border movement of researchers and students, and
5. nurturing regional entrepreneurs;
• Workshop I : International Collaborative Research toward Regional Innovation in
Asia (Chair in Session 1 Regional Collaborative Initiatives)
– 7 speakers
– Partnership programs : e-ASIA JRP, JST
– A thematic area in energy as a specific cases of SATREPS
• Workshop II : Regional Development of Human Resources in Asia (Speaker in
Session 1 Cross-border Movement of Researchers and Students)
– 7 speakers
– Comments to the Exective Summary.
3. BACKGROUND
1. Science, Technologi & Innovation (STI) partnerships need to be
oriented to provide balanced contributions
– to the advancement & utilization of STI (high economic
growth),
– to address the bettermen of the Bottom of the Pyramid in
society (inclusiveness), and
– to cope with green economy (sustainable development).
2. Challenges : how to establish international STI partnerships to
strengthen favourable ecosystems for
– Accelerating the advancement and utilizition of STI to contribute
to high economic growth, inclusive & sustainable development;
– Resolving brain drain phenomenon towards brain gain for all.

5. PROPOSED ACTIONS
1. Acceleration of Cross-Border Movement of Human resources :
Proposed Policy Measure (Action) :
Establish Asian STI (Science, Technology, and Innovation) Diaspora
Network Initiative.
Main objective : to recuperate partnerships in STI human mobility
as mutually beneficial collaborations for all and to reclaim brain
drain phenomenon into brain gain strategy, especially for
developing or less developed countries.

2. Establishment of novel funding systems for regional innovation :
Proposed Policy Measure (Action) :
Develop an International STI Region-to-Region Partnership
Program Initiative
Main objective :
– to enable high growth, inclusive, and sustainable development
for uniqueness potentials of the participating countries and
regions,
– to foster STI learning and sharing in green development in Asia,
and
– to cultivate success stories in supportnig STI glocalization
strategy in a multiculture Asia.

3. Establishment of International Open Innovation Research Centers in Asia :
Proposed Policy Measure (Action) :
Develop AOI4A (Asian Open Innovation for All) Initiative/Project
Main objective : as a model that brings new paradigms and hope of
equal open innovation partnerships to benefit the bettermen of the
humankind.
Open innovation should proportionately contribute to the enhancement
of economic competitiveness and the advancement of socio-cultural
development as well. The initiative may lead to changes or development
in IPR and technology transfer models, open technology standards,
Mutual Recognition Regulatory settings, entrepreneurship, social
innovation, innovation based sustainable development goals, and other
key aspects to accelerate the improvement of developing countries and
the Bottom of the Pyramid.

3. Establishment of International Open Innovation Research Centers
in Asia :
Proposed Policy Measure (Action) :
Develop International Open Innovation Research Center (IOIRC) :
1. One pilot : Thai IOIRC
2. Cooperative network pilots : 2 or more complementary hubs of
IOIRCs (e.g., in renewable energy : in Thailand and in
Indonesia)
Main objective : to address common regional issues by
government-academia-industry collaboration solving common
issues (such as in renewable energy).
