11. Vision Statement Within the next 10 years, to so cooperate with God and our partners that our communities are convinced that, in many tangible ways, they see the five pillars reflected in their communities through Vision 10/10
12. Phase I Identify 3 -7 blocks or an area surrounding each participating church or organization
13. Phase II Identify ministry and other community leaders who will commit to the vision

15. Phase IV Establish anchor locations which are participating churches and non-profits identified during phase three.
16. Phase V A major series of meetings to hold in the neighborhood, are hosted by church or other organizations. The meetings are to develop and begin implementing a major initiative in your area.
17. Develop a multi-level plan that will focus on the five pillars ; serving faith based and community organizations, elderly, youth and all other residents of the community.
18. Phase VI Manage established ministries through our Council where development efforts and capacities will be channeled.
