Key Projects
Policy responsibility for Emergency Departments and Hospital Waiting lists constantly seeking to sponsor effective
change workingwith clinical and operational management.
Leading for the Department working with the Special Delivery Unit (SDU) on scheduled and unscheduled care in
hospitalsin a very complex and challengingenvironment.
Led the Department team for the decision on the location of the new National Paediatric Hospital enabling delivery of a
clear strategy to implement this importantitem of Government policy and critical national infrastructure.
Leading for the Department on the development of the Higgins Report which determined the policy on Hospital Groups
(a key policy initiativefor effective services with VFM).
Brought HSE and State Claims Agency (SCA) together to agree a key joint integrated approach to ICT systems for claims
and risk assessmentwhich will havekey benefits for patient safety and claims reductions.
Delivery of a Knowledge Management Strategy (KMS) for child welfareand protection services.
Led development of first Health service plan frameworks and plan evaluation process es including development of a set
of performance indicators(PIs) for health services (PI developed were used for 5 years after I left the area in 2004.
Led development of first E-procurement policy for health service (complimented as the best of such poli cies at that time
2002).
Developed business case and national policy document for health research working with (Health Research Board
(MakingKnowledge Work for Health 2000) resulting in significantly increased fundingfor research.
Office of Minister for Children and Youth Affairs member on steering group producing child welfare and protection
operational policy and action plan.
Head of National Anti-Poverty Strategy group on health with NGO and voluntary representatives (report produced
highly complimented) – conjointworkingwith Government and non-Government sectors.
Represented Ireland atOECD Health committee (for 6 years) and various EUworking group
Member of EU Commission. EUROSTAT and OECD health information and policy analysis groups EU-Health Technology
Assessment frameworks,OECD health Database(chair of OECD databasedevelopment group for 3 years.
Member of OECD led working group of international experts which specified Primary Health Care performance
indicatorsto be used internationally (published in international journal of primary health careinformtion and OECD).
Member of projects on EU Framework for Health Technology Assessment (HTA) , health systems comparisons and in
standardised health systems description methods based on OECD standards and EUROSTAT requirements – international
multidisciplinary work

Led two VFM (valuefor money) expenditure review projects in Department of Health
Project planned and led teams which implemented Financial and Patient ICT systems in Health Boards and hospitals on
time and to budget leadingto very significantsavings in theseprojects over previous practice
Developed Department of Health ICT Plan which was declared by head of Civil Service IT as the best Civil Service
Department IT plan.
Led the project team, implementing 19 out of 20 software developments from that plan as well as one of the best
departmental network infrastructuresof its time (1990)
