Summary
1. This document provides an overview on the updated and refreshed strategy for
Dubai Health Authority
2. The scope of this updated strategy caters to all healthcare players across Dubai
(including DHA, DHCC, private sector, MoH facilities) and covers the period from
2016 to 2021
3. The strategy development process involved a broad range of stakeholders from
the public and private sectors; and input was collected through a variety of
channels including: one to one interviews, workshops, focused groups, virtual and
online platforms, brainstorming workshops

impede the activation of the new strategy

1. Consumer Centricity: To prioritize the individual experience in the care delivery process
through a coordinated set of services that are tailored to the needs, safety and preferences
of the consumers, their families and their caregivers. Individuals, with their families and
carers, should be involved in decisions about their care and treatment
2. Efficiency: To maximize the value of healthcare services delivered by pursuing efficiency
and appropriate allocation and utilization of resources
3. Engaged and motivated workforce: To create a work environment that can motivate and
attract talented healthcare workforce. The aim is to create an engaged, attentive and
accomplished workforce that provides distinctive and compassionate care and foster
patient trust

4. Accountability and transparency: To be accountable for delivering high-quality healthcare

Care Model Innovation
• This program is designed to promote innovation and efficiency and ensure that Dubai residents and
visitors have access to high quality services across the continuum of care
• This program introduces innovative care models to fill existing care delivery gaps and enable an
integrated cost-effective, patient and innovation-oriented care delivery system
Prevention & healthy lifestyle
• This program promotes healthy lifestyle and disease prevention interventions at the level of the
community and the individual. It moves beyond a focus on individual behavior and more towards a wide
range of social and environmental interventions at the community level
• This program aims to promote a healthy environment for the Dubai population, as a whole, and for the
most vulnerable specifically.

• This program helps in defining public health standards, policies and guidelines and design organized
measures to prevent disease, promote health, and prolong life
Primary care
• This program is designed to ensure that all the population including
the most vulnerable have access to high quality primary care in an equitable fashion and focuses on
promoting primary care as an entry point to the healthcare system
Oral & Dental care
• This program aims to improve the oral health outcomes and ensure that all individuals have access to
high quality treatments and effective prevention programs for dental care
Mental Health
• This program stimulates the development of an ecosystem that ensures that the population of Dubai
have access to high quality care (including prevention and promotion) for mental health conditions
Chronic disease management
• This program drives the development of specialty centers that can provide programs focused on the
management of chronic diseases outside the setting of acute/tertiary hospitals. Such programs helps
chronic disease patients, better manage their conditions and reduce their need for hospitalization and
tertiary care treatments

  • 3. Summary 1. This document provides an overview on the updated and refreshed strategy for Dubai Health Authority 2. The scope of this updated strategy caters to all healthcare players across Dubai (including DHA, DHCC, private sector, MoH facilities) and covers the period from 2016 to 2021 3. The strategy development process involved a broad range of stakeholders from the public and private sectors; and input was collected through a variety of channels including: one to one interviews, workshops, focused groups, virtual and online platforms, brainstorming workshops 2 online platforms, brainstorming workshops 4. The newly designed strategy tackles key issues in the current ecosystem and addresses forward looking opportunities 5. The updated strategy provides a clear, implementable and targeted strategic direction that aligns with Dubai plan 2021 and the national UAE plan 6. A robust governance structure has been designed to avoid any factors that might impede the activation of the new strategy
