In the process of making KIR there are 3 stages, namely registration, testing and book making, but here the researcher will only discuss two stages, namely registration and book making. Because the process is still manual in the form of handwriting so that the author tries to replace the manual system into a computerized system, built an auxiliary software to make cars on the Department of Transportation of Pagar Alam City. The purpose of this research is to facilitate the work of staff in the process of making kir. This research was conducted in the city of Pagar Alam. The data collection method used in this study is the method of observation, documentation, and interviews. The System Development Method used is the waterfall method with the stages of Analysis, Design, Encoding, Testing, Maintenance. The software used to build this system is the PHP and MySQL programming language.

16. 1. INTRODUCTION
The results of observations and interviews conducted at the Transportation Office of the City of
Pagar Alam were concluded that the process of making KEUR was not maximal because it was done
manually. The research was carried out as an initial step for improving the service and quality of staff. In
general, the help of this software helped staff facilitate their work. The main purpose of this research was
to provide staff with ease in making the KEUR process so that the results were more accurate. In the
previous study (Nurhayati, 2 January 2014) with the title of Designing a Motorized Vehicle Testing
Information System at the Langkat District Transportation Service. This study to solve the system design
problems made a Web-based application program to manage Motor Vehicle Testing (PKB) data at the
Langkat District Transportation Agency , which functions to replace the current running system which is
still done manually / semi-manually into a computerized system in Motor Vehicle testing (PKB) data
processing. To support this information system, the writer did the study by reading and studying from
various books and also related literature in the system and field studies by consulting the competent
parties in this case the Langkat District Transportation Service through the Motorized Vehicle Testing
Service Unit where the author took data.
Previous research from (Martiadi, 2 November 2017) was entitled Development of Business
Intelligence Assistive Software at the West Bandung District Transportation Agency. PKB is a UPTD that
tests motorized vehicles based on Minister of Education 133 regulation 2015. When viewed from the
Auth position, examiners of motor vehicles are enforcer and the suitability of vehicles that are tailored to
the needs. By testing all goods and transport vehicles, UPTD Motor Vehicle Testing always protect the
community to maintain and maintain motorized vehicles so that they remain functioning optimally for
daily use, UPTD PKB is also one of the important components in efforts to improve the economy and
community safety, as well as indicator of progress that has been achieved in a region. The head of the
UPTD needs information and analysis on the testing of motorized vehicles that have been carried out.
This study aims to build a vehicle testing information system using Business Intllegence to facilitate
employees and UPTD trains in West Bandung District Transportation Agency, especially on vehicle
analysis data, request analysis data by using categories to make reports by implementing Dashboard
Business Intelligence. In previous research from ( Daniel, 2013) entitled The Study of Service and
Vehicle Testing in the UPT of the Samarinda City Transportation Agency. The study aims to study the
service and feasibility testing of motorized vehicles in the UPT office. Testing of motor vehicles in the
city of Samarinda and to find out the obstacles faced by employees in service and testing the feasibility of
motorized vehicles in the UPT office.
Data is an unfinished raw material for information (Muslim, 2016). Technical data collection is
done by means of library research and field work research. Data sources were obtained using technical
sampling and incidental sampling. Data analysis used in this study was a qualitative descriptive data
analysis method. In the process of service and motorbike feasibility testing carried out employee units and
testers of motor vehicles, information was quickly and openly available to the public so that the
community obtaining clarity and satisfaction in service and testing of motorized vehicles, required routine
maintenance of computers and motorized vehicle testing equipment, it is expected that employees are able
to be disciplined in providing services so that the implementation and testing of motor vehicle feasibility
can run optimally. In previous studies (Anisa, 2016) entitled Motor Vehicle Test Retribution Receipts in
Support of PAD at Samarinda Transportation Vehicle Testing UPTD. The aim of this study is to know
and describe the acceptance of retribution for motorized vehicle testing to support income. and the
original area of Samarinda City, as well as to know and explain the inhibiting factors in receiving
retribution for testing motorized vehicles in supporting the original revenue of Samarinda City.
The type of research used is descriptive research with a qualitative approach to research data sources,
namely primary data and secondary data whose data sources are obtained from documents, archives
obtained from UPTD Testing of Motor Vehicles. This study uses data collection techniques from
observations, interviews and documentation. The analysis technique used is qualitative data analysis.

2.1 Software
Software is a computer program that is associated with software documentation such as
documentation of needs, design models & how to use (usermanual). A computer program without
association with the documentation can not be called software. A software is also often called a software
system. The system means a collection of components that are interrelated and have one goal to be
achieved. (U.S., September 2015).
2.2 Help Software
According to (Jogiyanto, 2013) Auxiliary software is a software within an organization that meets the
needs of daily transaction management, supports operations, is majerial and strategic activities of an
organization that provide certain outside parties with the required report reports. Auxiliary software is a
collection of computer hardware and software as well as human devices that will process data using these
hardware and software (Bastian, 2017).
2.3 KIR / KEUR
KIR is a series of activities to test or examine parts of motorized vehicles, trailer trains, attachment trains
and special vehicles in order to fulfill technical requirements and roadworthiness. The implementation of
testing of motorized vehicles in the PKB Unit and inspection shall be carried out by examiners who meet
the requirements set by the government, for vehicles that fulfill the eligibility requirements to be approved
by the appointed official will be given a test mark.
2.4 Database (Database)
A database is an application that stores a set of data. Each database has a specific API to create,access,
manage, search & copy data in it (Enterprise, October 9, 2014).
2.5 Xampp
Xampp is a tool that provides software packages into one package. By installing Xampp, there is no need
to manually install and configure Apache,PHP and MySQL Web Servers manually or separately.
(Hidayat, 2011).
2.6 Modeling Language (UML)
UML is a set of specifications issued by OMG. The latest UML is UML 2.3 which consists of 4 types of
specifications, namely Diagram Interchange Specification, UML Infrastructure,UML Superstructure, and
Object Constraint Language (OCL) (U.S.,September 2015).

The design of the use case An auxiliary software diagram in the UPTD of the City of Pagar Alam
illustrates the interaction between the actor and the system created. With this Use case,it can be seen the
process that occurs in the activity that is running.
