Grand Design and Implementation Monitoring and Executive Information System Of Web
Based at Telkom Indonesia East Regional

Abstract :“PT. Telekomunikasi Indonesia Tbk. East Regional to perform monitoring and
continuous measurement of the performance of partners to ensure achievement of established
goals. Manager performance during this monitoring by requesting a report to the data center that
handles the data speedy partners. Then the data center will conduct a search (query) data into a
form to present a report to the manager. It is difficult for managers to monitor performance of the
partners speedy sale. Because it takes a relatively long time.. One solution to overcome these
obstacles is by monitoring system performance speedy partners web-based. This application is
intended for business performance manager”

System monitoring information system is an
application to determine the changes that
occur as a result of continuously variable
movement within a certain time. Monitoring
information system used to see factors that
cause change and movement of these variables
to further analyzed and used as a reference for
decision making by management (Prasetyo,
2009).
Like other developing company which
conduct an evaluation of its partners,
PT.TELKOM need to continuously evaluation
of the performance of its partners to ensure the
achievement of the objectives that have been
ditetapakan. The performance manager for
monitoring the performance of speedy partners
by asking a report to the data center portion
that handles the data speedy partners. Then the
data center will conduct a search (query) to
present the data in the form of a report to the
manager. However, at present, no application
for people who are at the level of managers to
monitor the performance of partners at any
time.
Based permasalaan in PT. Telkom East
Regional, hence the need for a web-based
monitoring information system in the hope of
speedy partner performance monitoring.
Selection of web-based applications because it
can diakases anywhere. This monitoring
system can be comparing the performance of
each regional partners throughout Indonesia. It
is expected to be a reference for monitoring
achievement of the goals set in each region.
Performance monitoring system is built
partner starts from the analysis of user needs,
along with the identification of the parameters
indicators to determine which information is
essential information and have a critical value.
Information on the show is a combination of
text, graphics, charts, and contains key
performance indicators that allows the user to
determine the condition of the data existing
partners, as well as drilldown facilities can
help to find out more detailed information.
The benefits to be achieved from the making
of this final project is to produce a
performance monitoring application that
partners can support performance monitoring
speedy sales partners in PT.
Telecommunications Indonesia Tbk. East
Regional. It is also desirable monitoring
information system is also capable of
displaying an interesting visualization for
managers to monitor and analyze the
performance problems that arise in the speedy
partners in the eastern region.
Theoretical Basis
a) Information System
According Herlambang (2005: 121), the data
are facts or events which can be either
numbers or specific codes. Data does not have
meaning for its users. To be able to have a
sense of the data processed in a way that can
be used by users. The results of the data
processing is called an information. In
summary, information is data that has been
processed and have meaning for its users. So
that the information system can be defined as
the procedures used to process the data so that
it can be used by users
b) Monitoring
According Casley and Kumar (1989:
76) Monitoring the success or failure
pengidentifikasiaan real or potential as early
as possible and at times can finish
operasioanlnya with the aim of reviewing
progress and menguslkan steps that run to
Merai and realize the goal of helping people in
carrying out certain tasks.
So that the monitoring application
can be defined as a computer program created
to conduct ongoing assessment of the
functioning of project activities and provide a
solution to a problem to the user.
c) Key Performance Indicator
According Haryanti (2008: 11) Key
Performance is an indicator that represents the
performance of the implemented processes.
Key Performance Indicator is a set of
standards on the most critical aspects of
performance, which determines the
organization's success in the present and
future. Key Performance Indicators are used to
predict the chances of success or failure of the
processes of the organization's performance,
so that the KPI can be used as a tool to
improve organizational performance
dramatically. Examples of the above
explanation is the determination of the
parameter values in the trend of active
partners. create a user can easily determine the
condition of the partnerships.
d) Media Presentation Of Data
Media presentation of the data depends on the
type of information and the message to be
conveyed, as well as the needs and tastes of
the user. The designer can choose the form of
text, graphics, or a combination of both.
Selection of the lack of proper presentation
media will reduce the effectiveness of the
delivery of information, and give rise to the
perception that one put any information
presented. There are two principles in
choosing the media presentation of
information by Few (Hariyanti, 2008: 15),
namely:
2.1 a. Media can provide the correct
perception of the information presented.
2.2 b. Media presentation can present
information in accordance with the
purpose, without consuming a lot of
places.
Each media type has its own strengths and
weaknesses in presenting a kind of
information. The most widely used media
in presenting information. Tables can
present the data in more detail, presenting
the figures with more precision format.
Tables can display quantitative and
qualitative data. However, the information
presented in the table can not be
understood quickly and at a glance
e) Graph
There are several types of charts or diagrams
that can be used to display information so that
a clearer picture of, among others:
1. Diagram of the line
Line charts are used to show the change in the
value of the series
Data relative to the time, because the diagram
line is usually used to indicate suatau tendency
or trend.
2. Diagram rod
Bar charts are used to present value relative to
other data. For example, executives want to
see a graph of applicants per year and per-
waves.
3. Diagram of bread (pie)
Pie chart is usually used to describe the
magnitude of the percentage of the data.
Suppose describe the magnitude of the
percentage of students reason out. (Santosa,
1994)
4. Diagram of the pyramid (pyramid)
Pyramid diagram used to illustrate the
magnitude of the percentage of data and
memapilan highest amount of data and

Dashboard is a visual display of the most
important information needed to achieve one
or more goals, combined and arranged on a
screen, into the information needed and can be
viewed at a glance. The visual appearance
here implies that the presentation of
information should be designed as best as
possible, so that the human eye can capture
information quickly and human brain can
understand its meaning correctly.

Business Use Case
Is a model that is used to describe an
organization's business processes. In other
words, the business use case inform about the
activities of the organization's main business
done. Business Use Case is illustrated in
Figure .

The conclusion that can be drawn on the
design of information systems data monitoring
speedy web-based partner at regional.
1. The system can present the data in the form
of visualization that can be used to monitor

decision-making
