AIM:
To study the facilities and amenities of the village- Pragpur and Garli.
OBJECTIVE:
The main objective is to pave a way for future study, research and
detailed documentation of this heritage village.

INTRODUCTION
Pragpur and Garli are ornamental villages with unchanged shops, cobblestone streets, old
water tanks, mud-plastered walls and slate-roofed houses. The narrow streets, lined with
fort-like houses, havelis and villas, are indicative of the area’s aged charisma.
Garli is a classic example of collaborative town planning, vision & foresight of its founders.
Established over a 100 years ago, many facets of a mini township were built in, ranging
from education,health, to sanitation, commerce etc. examples of all these are still available
to see.
PLANNING
The village lies around a tank which once upon a time was the primary source of water supply to the village. A museum has
been proposed within the village where the history and artefacts from their family will be displayed.There is a drain which
runs from the highest point to the lowest point along the street.The courtyards are larger in size as the shadows generated
should not overlap each other and adequate sunlight should enter.There is a dead wall in order to block the cold breeze
coming in.The village's founding fathers built educational institutions for boys and girls, a women’s hospital, a veterinary
hospital as well as infrastructure for sanitation and waterworks.
This report is a documentation of facilities and amenities of the village of Garli, Pragpur.

WATER SUPPLY
MAIN SOURCE- Main source of water to this village is river BEAS and its tributaries.
BEAS RIVER
POND:The pond consists of 8 wells. It acts as a meeting space for the
villagers at the katta next to it. It is always full of water throughout the
year.

ANCIENT SOURCE OF WATER
TAAL
● This is the name of the pond which served as the main source of water for the
village .It was also the central point or the core point of the village.The water in this
pond comes from the river beas which is 3km from the village.
It was constructed by the Nehar committee in around 1868 .It is said that it was initially
connected by pipes made of simbal wood . Later these pipes were changed by steel pipes
imported from England. It is said that the mason was paid two annas and a karachi of milk
per day.
The famous heritage buildings and the main administrative buildings were built around the
taal.Now, it is surrounded by magistrate office and other residential buildings.The main
spine was surrounded by shops

the rear one used by the ladies to
access the kund.

Built before 1868, the Taal is said to form the core of the village and is surrounded by
several old community structures like the Nehar Bhawan, Naun, and Dunichand Bhardial
Serai.

NEW WATER SUPPLY SYSTEM- The villagers are now provided with
their own water tanks in their homes. The water system is much
enhanced by the committee in the village now. Clean drinking water is
provided by the supplier hydro plants . where else rivers are now also
used for domestic purposes.
The foundation stone for the Garli Water Works was laid on 8th February 1928 and a new
road was built for the Governor of Punjab to come for the inauguration. The water works
used imported copper pipes from London and wonder of wonders, it still worked!

PUBLIC DRINKING WATER FACILITY
Taps have been provided alongside the streets . Also the male head of the village once
made a pond for the residents to use the water which now is used for domestic purposes
rather than drinking water.

THE VILLAGE TANK
The tank once upon a time was the secondary supply of water. The primary and the most
important was the water supply by pipe system.The tank is located at the centre of the
village inorder to be accessible to everyone. The tank is a result of the overflow of the
pipes and let into this pit. There are biofilters present in the tank so as to maintain the
continuous flow in water thus avoiding stagnancy. The services of the village are managed
by Neher Vikas Samiti and the pipes haven’t been changed since the time they were
installed; they are still standing strong with very little maintenance.

The Nakki was created by, the Rerumal family provided a water point for common use, the
overflow of which falls into small tanks where the village people bathed and washed. The
heritage village has its own water system for the village & this system is still in the process.
The ancient water system simply identifies the core ancient culture for supply of water to
the village.

Many banks have now been built in this area now .
UCO bank and ATM is the oldest and the most used in Pragpur.

MARKET
The village market is well connected to the entire village thus being easily accessible . The
market consists of general departmental stores,
vegetable vendors, medical stores, stalls selling teas
and snacks. The market also promotes local art that
includes pottery and knitting.
The market is situated along the slope and can
be accessed by narrow lanes of about 2.5-3 metre
width. Thus only pedestrian and two vehicular entry is
possible thus causing less traffic and congestion.
There are many silversmiths in the market selling
traditional trinkets and curios. The village is known for its cottage industry. The inhabitants
in the area are mostly craftspeople, weavers, basket makers, silversmiths, painters,
musicians and tailors. Most of the residential and commercial structures are not more than
two stories. Only pedestrian and two vehicular entry is possible causing less traffic and
congestion. The houses are

TRANSPORTATION AND CONNECTIVITY
ROADS CONNECTIVITY:
Main street is around 15 feet in width which also acts as the main spine for connectivity
from the urban centres.
7-10 ft wide secondary streets are used for core connectivity towards the interior of the
settlement having around 6010 feet width. Low height structures can be observed along
the main street usually used for retail purposes.
The layout of the streets is in a linear pattern and the secondary roads radiate from the
main street along the natural contour of the settlement.Major roads were planned with
motorable width.

Before the advent of electricity, niches in the wall exteriors held lamps to illuminate the
path for the pedestrian.
From Bani straight road connecting PRAGPUR distance- approx 2km and road to right
connecting GARLI distance- approx 2km.

CONNECTIVITY
Pragpur is well connected by air, rail and road. Gaggal is the nearest airport, around 55 km away.
Pathankot is another airport, about 100 km away.
By train, it is connected by the narrow gauge Kangra Railway, which starts at Pathankot.The
nearest rail hubs are Guler or Ranital, both about 20 km away.
By bus,it is 6 km from Kaloha on National
Highway70,connecting Amb to Hamirpur.

The overall planning of the village was documented to understand how institutions and residences
are weaved together. Interestingly, Inner lanes were designed for pedestrian movements,These
lanes connected residential areas. These were the service lanes of the village. Major roads were
planned with motor able width. It is said that when the Sood/sud's established these places, they
also invited a number of other people to setup markets and to provide essential services. A large
rectangular water tank can be seen showing a conscious approach for the water harvesting. While
Garli was majorly a residential zone, nearby Pragpur developed to be a major market place.

There were two streets- the main spine and the other at the rear side which was the
pathway for women who came in groups to the kund.The main spine surrounded by shops
were mainly used by male residents.

centrally in Garli, a prominent locality in the city. There is no dearth of public modes of

villages having PHC in the range of less than (<) 5 km category was higher than the
district figure (37.56 per cent) in nine of the fourteen blocks. Most notably, the blocks of
Bhawarna (55.06 per cent), Lambagaon (48.71 per cent), Sulah (45.35 per cent), Nagrota
Surian (42.92 per cent), Panchrukhi (41.31 per cent) and Rait (40.34 per cent) had higher
access to PHCs at less than (<) 5 km range. On the contrary, Indora (18.09 per cent),
Pragpur (30.26 per cent), Fatehpur (30.61 per cent), Dehra (33.64 per cent) and Nagrota
Bagwan (35.69 per cent) had lower percentage of the villages that were having any PHC
within a distance of 5 km.

SANITATION
To teach its residents a lesson in sanitation and hygiene, a village panchayat has come up
with an idea to cancel or not to renew ration cards of families that do not have their own
toilet.The panchayat mooted this ides after finding that many families were deliberately
resorting to open defecation by not constructing toilets. Untreated Tap Water Supply all
round the year and in summer available.
Covered Well and Hand Pump are other Drinking Water sources. Open Drainage System
Available in this Village. There is no system to Collect garbage on the street. Drain water is
discharged into the sewer plant.
The predominant simple and powerful innovations undertaken include Solar Community
Kitchen, Twin-Pipe Latrine system to enable the use of basin water for flushing, use of
Vetiver plant for waste water (Domestic generated) treatment which could be utilized for
gardening purpose and Stormwater could be treated for drinking purpose or for recharging
of the water table. Solid waste management does not exist at block level.

ELECTRICITY FACILITATION
100 percent of households are electrified under Rajiv Gandhi Vidyutikaran Yojana (RGGVY)
under X and XI Plan as on 28 February 2009, where power delivered to consumers is 100
percent metered and its distribution system has 100 percent availability of electricity.

GRAMA PANCHAYAT
The villages have their own autonomy or self-governance. The villages managed their
problems through the traditional institution of Grama Panchayat. This grama panchayat
deals will all matter related to the village and it consists of the people from the village.
These institutions also incorporate the constitution, customs & ritual, which help them to
retain the culture during the various events in the village.

Garli Post Office is located at Garli, Dehra, Kangra of Himachal Pradesh state. It is a sub
office (S.O.). A Post Office (PO) / Dak Ghar is a facility in charge of sorting, processing, and
delivering mail to recipients. POs are usually regulated and funded by the Government of
India (GOI). Pin code of Garli PO is 177108. This Post Office falls under Dehra Gopipur
postal division of the Himachal Pradesh postal circle. The related head PO for this sub
office is Dehra head post office.
Garli dak ghar offers all the postal services like delivery of mails & parcels, money transfer,
banking, insurance and retail services. It also provides other services including passport
applications, PO. Box distribution, and other delivery services in Garli. The official website

An asymmetric single Storey structure, its design is an architectural replies of the
government boys school building, further down the Main Street.

· The complex is oriented along the northern direction and is typically U shaped in spatial
configuration.
· A concrete entrance gateway leads one into the forecourt of the complex modelled on
the famous cross-patterned Gardens with the central feature of the fountain
highlighting its symmetric design.
· The four stone paved courts created within the garden area act as the actually used
space.
· The ground level has a Colonnaded verandah, consisting of wooden with stone, moving
all along the three miles of front façade.

the central portion, separated only by a central hall

and has an interesting feature of an octahedron skylight with sloping roof.
· The flight of steps along the western wing leads one into premises of the adjacent
building, Rashtriya Sanskrit sansthan.
· The exterior facade is an interesting amalgam of the exposed brickwork with the green
painted wooden columns and windows merging perfectly with the surroundings.
· The single Storey structure is highlighted by the triangular Gables consisting of concrete
latticework in geometric pattern accommodating the roof form.
· It also forms an interesting contrast to the exposed brick structure, while merging well
with the surroundings.
· The structure is overall in fair
condition. Some of the wooden
windows in the verandah are
deteriorating and traces of
water seepage are visible along
the wall surface in some
rooms. One can also see the
graffiti along the exterior facade.
