1. A Workfare Job
A workfare job is different from a regular paying job in several ways. First of all, a client is required
to have a workfare job or volunteer position to receive tanf cash, unless exempted. One significant
difference that the book explains is that "welfare recipients were given jobs normally filled by city
workers" (Mandell & Schram, pg. 174). These workers were "displaced by the workfare trainees"
(Mandell & Schram, pg. 174). What was shocking was that the "jobs welfare beneficiaries were
filling were now only being paid at a reduced rate even as little as a $1.50 an hour" (Mandell &
Schram, pg. 174). Another interesting detail was that "city workers two years prior, had won an
ordinance stating that anyone working for the city had

3. Essay on Flat Broke with Children by Sharon Hays
Sharon Hays argues that welfare reform policymakers were legislating moral prescriptions for
women in poverty who were to take on Welfare aid. I think it could be argued that moral
prescriptions on the lives of Welfare recipients was purposeful. Politicians felt Welfare needed to
change and help recipients become more self–sufficient over time. This would save money as time
went on but would also be a measure of success if less people were on Welfare as time went on. To
make Welfare more temporary, inefficiencies had to be addressed and solved. Welfare legislators
decided to put the inefficiencies and prescriptions on the recipients themselves and not take into
account any other barriers that could be preventing poor individuals and ... Show more content on

It rarely goes to the actual mothers involved in the Welfare case and alienates fathers from taking
care of their children. (Parks, 2013) This focus on finding and maintaining relationships with fathers
is problematic because some women realistically do not want relationships with the fathers of their
children. The father may have been abusive to the mother or the children but that is not taken into
account. The only thing that matters is that the typical family values are reinforced in the Family
Plan. (Hays, 77) The Work Plan would work at getting people out of poverty if jobs paid a minimum
living wage but most did not then in the 1990s and most do not now in 2013. (Hays, 236) A lot of
people who are poor do work and that just is not enough for people to survive on their own and take
care of their families. The Welfare system also forces people not working to have to get 40 job
applications in 30 days. (Hays, 52) That can be quite a gargantuan task for a person who has family
responsibilities but those are not taken into account. A similar problem is the idea of workfare.
Workfare is forced unpaid work for experience but does not stop if you find a job while on workfare.
(Hays, 40) This obviously takes away time from family but work experience is the most important
moral value. The moral prescription of work as the best means of getting oneself out of poverty also

5. Welfare Reform Essay
Is welfare a permanent solution or a temporary fix to a monumental epidemic in society today?
Congress has implemented welfare reform legislation that simply has not helped or changed much.
The question regarding the welfare system remains the same. What is wrong with welfare and how
can it be fixed? This is not a simple question and does not have a simple answer. However, one thing
is extremely clear; welfare is not working and desperately needs to change. The current welfare
system is unfair to the taxpayers who are paying for failed programs, and the poor who remain
trapped in a system that takes away their self–reliance and hope for their children. In the face of
sweeping welfare reform, much still needs to be done to overhaul a ... Show more content on

Another failure in welfare reform is clear in the welfare–to–work reform that was enacted in 1996. It
has fallen short in regards to what it set out to accomplish. This reform was intended to discourage
everyone but the very ill or disabled from leading a life on benefits. Although, great in theory, it has
failed to move many from the welfare system to the work force, and has two major stumbling
blocks. The first one is very clear, the jobs just aren't there. With the worsening economy and so
many people losing their employment, the job market is flooded with people trying to find jobs.
Many businesses have been forced to close which has contributed to less job openings. Without jobs
for people to move into they continue to rely on welfare for their existence. The second problem
with the welfare–to–work reform is that the jobs that can be obtained aren't what they were in the
past. Many jobs today are temporary, part–time, or have uncertain hours. Leaving the security of
benefits for jobs like these can be related to stepping out on cracking ice, and not many people are
willing to take this step. Unless these problems are dealt with, the welfare–to–work reform will
continue to be unsuccessful in helping people gain employment and they will continue to cling to
benefits for support. Welfare reform has failed miserably in its attempt to address the crisis of
illegitimacy, therefore requiring more and more funding for assistance

7. Welfare to Work: A New Response to Poverty Essay
Professor's Comments: This student has done an outstanding job of fulfilling the requirements of the
assignment in his analysis of the Welfare to Work Program.
Abstract: This study defines poverty, explains its causes and consequences on various systems, and
traces our governmental response to this problem from the New Deal efforts to the present system of
welfare. Drawing from recent literature to examine specifically the efficacy of TANF's welfare to
work (WtW) initiative, this writer focuses on the following: (1) on the target population, single
mothers and children, and (2) on how this initiative is affecting both this group and the overall
problem of poverty. Also included are a discussion of the historical and contemporary ... Show more

The micro–level explanation places blame on the American family's deterioration, a theme
characterized by an increase in single mothers, teenage pregnancy, and a loss of the traditional male
role (Egendorf, 1999). Next, the mid–level view focuses on inequality in the education system that
perpetuates the cycle of poverty. Finally, the macro–level view looks at institutions such as the
economy and government, and specifically examines these entities' effects on families and
individuals, including inconsistency and discrimination in the job market (Coleman & Cressey,
1999).
With causes, then, come consequences, and poverty is no exception. According to Maurice Badon of
Southeastern Louisiana University, "poverty is an insidious evil that robs families of the necessities
we take for granted" (M. Badon, personal communication, November 19, 2001). For example, the
poor are generally deprived of educational opportunities and, as a result of social stresses and a lack
of adequate health care, are also highly susceptible to mental and physical illness. In addition, these
groups tend to live in areas where crime is prevalent, creating another social stress with which to
contend. Poverty is also tough on working parents because difficulties in finding adequate,
affordable child care create consequent difficulties in maintaining employment (Coleman & Cressey,
1999). Furthermore, as a result of their parents' struggles,

9. Welfare Reform
Welfare Reform – Welfare Recipients MUST take Personal Responsibility
Public Welfare is an important support system of the United States government. Welfare has its
benefits, but the system has pitfalls. Instead of abolishing welfare as critics of the system suggest,
reforms can be made to correct the problems while government, either on the state or federal level,
can continue to assist the impoverished. The term welfare is used to describe a variety of programs
that provide income support and create a safety net for poor individuals and families. Such benefits
include Supplemental Security Income, Medicaid, food stamps, housing allowances, and Aid to
Families with Dependent Children. Aid To Families With

However, workforce discrimination and lack of affordable child care make it difficult for single
mothers to be employed outside of the home. In addition, the low–wage, no–benefit jobs available to
welfare recipients do not pay nearly enough to lift a family above the poverty line. (Extra 1–3)
Welfare recipients are very aware of the system that they are involved with. They know that without
welfare, they would be much worse off. Recipients of welfare payments know that these payments
are inadequate. They must deal with a daily strain of benefits that, in almost every state, do not even
take them near the poverty line. People on welfare are also frustrated because the program actually
penalizes employment and savings. Any money earned above what is minimally needed causes
benefits to be lost. In addition, any savings that the family has causes the family to be ineligible to
continue receiving welfare payments and benefits. It is obvious that welfare has its benefits. It is just
as obvious, however, that the system has pitfalls. The welfare system must not be abolished, but
simply reformed. Welfare must remain to help people get back on their feet, but it must be reformed
so that dependence on government is avoided. Job training and education must be integrated into a
new welfare system so that when welfare payments stop, recipients have the skills to gain full time
employment to support their families. Any reforms that are made must

11. Workfare: A Critical Examination
Introduction
This essay will examine the technique of workfare as a way of governing the poor. Workfare is a
widely contested area which evokes many conflicting opinions at both the political and the public
level. The following quote comes from Dan Hodges, a British commentator writing for The Daily
Telegraph, and gives an interesting insight in one of the discussions workfare poses. Hodges writes
about the way several proponents of workfare (including David Cameron, the British PM in 2012),
who are quite successful themselves with their careers, condemn unemployed citizens to do
anything but pleasant jobs without getting a reasonable compensation: 'What rule says workfare
must be the same old hardy staples: stack a shelf, clean a floor? ... Show more content on

According to Mead, welfare recipients are not very responsive to economic inducements, an
important reason for why they are poor in the first place. Mead claims that for motivation under
jobless recipients to be there, work must be compelled. People who are able–bodied to work must do
so in order to help themselves. Workfare will also help recipients to be more assertive, a necessary
feature for controlling their own lives. Mead rejects the claim made by opponents that workfare
would doom poor people to do only dirty jobs, because after certain time they will be able to move
'on' to better jobs. Even dirty work is preferable over doing no work at all. In general, Mead's
arguments seem to be quite defendable for scholars and students who share the same opinion.
However, his point of view about the quality of the available jobs does not appear to be very
convincing. It seems to be quite logical that people do not accept every job they can get, even if they
are unemployed. Every person has ideals, many jobs in the low–wage sector would not really
resemble those. This is the same objection as is made by Hodges (see the quote in the introduction).
It can be argued that these 'dirty jobs' will deter people from misusing welfare revenues, but there is
also a big group of unemployed workers who have become jobless duo to external circumstances.
Does this group has to be punished

13. Welfare Policy And The American Government
Welfare Policy
Lana Eliot

March 26, 2016
When a person first hears the word welfare, they think of free money, food and lazy people. This is
such a stereotyped opinion of all that the welfare system is and what it does for millions of
individuals and families in the United States. To socially define welfare one could view it as a:
social effort designed to promote the basic physical and material well–being of people in need"
(dictionary.com). Because there are so many different views on welfare the American government
has attempted to create a welfare policy for all Americans to follow and acknowledge. But who or
what defined happiness? Who makes the decision on what Americans are considered to be in need?
Federal, state, and local governments have implemented guidelines to answer these very questions,
but like many policies in America there is ridicule and controversy. Welfare has become an issue
here in America. There are many unanswered questions from who is eligible, to how long a person
or family can receive benefits. The welfare system that we have today is far from perfect and many
people feel there need to be a lot of changes made to it so it is implemented to better serve a bigger
variety of Americans. This is not a very easy process as there are many steps the government must
take before this will occur. I think that it is the responsibility of policy actors to make changes in our
current welfare system we have in

15. Welfare Reform: Temporary Assistance for Needy Families...
In August 1996, the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA)
passed. This legislation ended the Family Aid with Dependent Children (AFDC) and replaced it
with Temporary Assistance for Needy Families (TANF). Unlike AFDC, TANF is not an entitlement
program. This means that states are under no obligation to provide cash assistance to eligible
families. Instead the federal government gives block grants to assist poor families with the emphasis
on moving them from welfare to work or deterring them from applying for welfare in the first place.
States are no longer obligated to match federal funds, creating an incentive to eliminate their
previous portion of the funding for critical programs. Now due to ... Show more content on

When highly paid professional women leave jobs to stay home and take care of their children they
are considered ?good mothers?. Also, when they do decide to work outside the home they are judged
as ?selfish? and ?bad mothers?. However, the expectation of poor women is the exact opposite. Poor
women are often criticized for staying home to take care of their children and are expected to leave
the home and work for wage in order to receive the ?good mother? approval from society.
One reform argument is centered on the ?burden? for taxpayers to support people who are not trying
to help themselves. Gilens reported, ?The economic self–interest explanation of welfare reform is
widely assumed to be true, and debates over public policy often remain on the assumption that the
middle class resent paying for programs that benefit only the poor? (Gilens, p. 2, 1996). Reform
efforts often focus on general stereotypes of welfare recipients not wanting to work and preferring to
take advantage of taxpayer money. Conservatives and liberals refer to ?welfare spending? as
excessive and unnecessary. However, prior to the popularity of welfare reform, the U.S. Bureau of
Census reported actual money spent on AFDC was only 7% of the $613 billion spend on social
welfare which included health care, veterans? programs, education, housing, and pubic aid (tables

17. Drug Testing Essay
There is a big question floating in the air around a lot of people today,
"Is drug testing the welfare constitutional or not?"
When dealing with this we come to many road blocks. We should know and understand the
difference in a drug use problem and a psychiatric disorder. Also understanding the difference in
substance abuse and substance dependence. Confusing the two could be an issue. When you decide
to drug test the welfare there is much more that needs to go into it than just the test to determine if
you should receive benefits from the state or not. Think about the rights we have as Americans have.
Drug testing the welfare can bring legal problems, such as due process. There have been states who

in order to perform the test. TANF and SNAP are two very closely related programs. Administrators

of constitutional rights with an "unconstitutional conditions" analysis." This just means that a person

In Workfare Ideology for a New Under–Class, Shragge has written a collaboration from those who
view workfare as not only an idea that will undermine the poor but not achieve the goals they are
trying to. He writes that workfare is what helps drive the notion of the deserving and undeserving
poor, creating a greater inequality within the poor, categorizing them. Those who are of able body
and not working must complete the "requirements" to receive help/benefits. He argues that workfare
punishes the poor, it turns welfare from a right to a type of paid work. Wilkinson and Pickett's piece
explores a more global view of poverty and the inequalities within our society that increases
poverty. This piece adds to Shragge's argument with evidence supporting the notion of ... Show

First, the inequalities within poverty are already very evident, the readings related to the affects
advocacy can have in making change; both readings were based on the idea of advocacy for the
greater good and creating change to address the issues. Next, the idea of workfare would be directly
affecting those who work in agencies, changing their work from helping people meet their basic
human rights to making them fill the requirement and deeming who is "deserving". It would shift
the dynamics increasingly, and with the change would also come with Backlash. These changes
would also threaten the jobs of those working in services and the possibility of more cuts to social
programs, as welfare shifts from a right to a privilege. As a social worker being aware and

to ensuring positive change for those in need and in this case, those working in welfare agencies,

21. Welfare Is Not Solving Poverty
Ronald Reagan said, "Welfare's purpose should be to eliminate, as far as possible, the need for its
own existence." Welfare is not solving Poverty in America. Before I start this argument I need to
assert that I do not think that welfare is a matter of solving poverty anymore. I agree with Ban Ki–
Moon when he says, "True security is based on people's welfare." Welfare has become a way of
keeping the impoverished people from becoming desperate enough to commit crimes, but within
this system, that was originally meant to improve the poverty situation, there is evidence that it is
causing more people to fall below the poverty line and become dependent on it. I think the US
government should consider a welfare reform while thinking about what they really need welfare to
accomplish. I think that a welfare program is necessary and I think that a program to help people
who are in poverty is needed, but right now I do not think these two programs coincide as they are
supposed to. Thus, welfare is hindering impoverished people from ever getting above the poverty
line, and the government needs to reform the program. Over the past several years, Welfare reform
has been a hot topic in politics in the United States. A lot of research has been done on the
effectiveness of welfare and most research states that welfare is hindering rather than helping people
get out of poverty. When talking about the role played by anti–poverty programs in America, David

The result of this easy way out of it's easy way out. Is encouraging many who do not need welfare to
apply for it. Cause the requirements to receive assistance are minimal. "The way that companies
succeed is through using effective language in their advertising." (Frank Luntz). Luntz explains that
some of the most prosperous companies are those who sell to multiple kinds of audiences such as
age, class, and race because they are able to create a much bigger and better selling platform. The
U.S. Department of Agriculture has been running radio ads encouraging people to enroll. How better

Welfare is simply a way for Americans who are not financially stable, to be provided with

When the United States of America first began, there were small villages with men and women of
varying degrees of wealth. Like any society, there were people who had little money and poor living
conditions while others were wealthy. In the colonies of the new world, the church and the
neighbors of those in poverty helped provide food and clothing, while also finding ways to improve
their daily lives. These acts of kindness were an enormous help to the poor but sadly became less
effective to those individuals as the population of the colonies increased along with the number of
those in poverty. Soon seeing the streets filled with the poor the government of this new country
decided that an improved method of help should be put into effect: ... Show more content on

The prodigious and most influential supporters of the current welfare system is the Democratic
Party. Prior to 1930, much of the assistance to the poor came from local and state government, but
was primarily provided by volunteers and the church. Once the great depression hit, Democratic
President Franklin D. Roosevelt created the "New Deal" policies that included new federal
initiatives to help those in poverty. With millions of people unemployed during the 1930s economic
depression, welfare assistance was beyond the financial resources of the states. the federal
government mainly provided funds directly to recipients through programs developed such as
medical care (Medicaid), supplemental Security Income (SSI), public housing and food stamps.
During this time period, the government believed it was the only entity big enough to assist
everyone in need. Their hope was that these programs would decrease poverty and eventually allow
the recipients to rejoin the workforce to be productive citizens(Burton). However, experts began to
worry that these programs had created a "culture of dependency," which deterred people from
withdrawing from the welfare system and seeking employment. Another harmful example is the
number of children who were born outside marriage because of increased welfare checks given to
those in a single parent homes. Another reason that many want to reform welfare is because of the

Maybe by providing stricter guidelines, such as job search requirements, along with proof of the job

29. Persuasive Essay On Welfare Reform
Welfare started as a temporary response to the economic crash in the 1930s. Its primary goal was to
provide cushioning to the families who lost the ability to be self–sufficient during the Great
Depression. Yet, as America slowly rose back to becoming prosperous and wealthy, a significant
chunk of America's population stayed below in the transitioning social system. The welfare system
started to become counterproductive to the government so that, in the 1990s, Clinton hastily came
up with legislation to end welfare, more famously known as the Welfare Reform Act of 1996. This
road that Clinton led ended in a downfall as more people than ever before are now dependent on the
federal government for food, housing, and income. Our current welfare reform may need another
reform before welfare can truly end.
While welfare reform did benefit many people, welfare reform ended up costing the government
more in "tax credits, food stamps, and Medicaid," according to CBO (Washington Post). This was
essentially welfare all over again wrapped in a less conspicuous packaging. Moreover, most families
in poverty do not receive welfare. Just a little above 23 percent of all families with children living in
poverty receive aid, according to the Center on Budget and Policy Priorities. This is because of the
strict policies and hidden limitations that the new reform set. Education and training were required
to get a mandatory job which then allowed for one to receive welfare. Also committing a crime
would void welfare, even if it was done to feed one's family according to the article, Picture this:
Images and Realities in Welfare to Work (italicize), by Olson, Muhammad, Rodgers, and Karim.
The reality is that many of the ads for the new welfare system were "misleading...[as many realized]
that they would need education and training to get jobs that would allow them to support their
families" (Karim). It was like asking someone to commit to two things separately in separate places.
It was almost impossible to keep track of one's family and train and go to school at the same time.
Hence, about 67% of families in poverty did not receive welfare. In fact, most of the job
opportunities that were shown did not "pay enough to really

Conflict between Democrats and Republicans is amplified by the various decisions about dealing
with poverty, causing unnecessary contention parties and individuals. While this may not seem like
a major issue, these major parties are defensive about detail and equally important in making
decisions on America's behalf. In 1992, for example, Bill Clinton was elected president with a
Republican Congress that constantly disagreed with his ideas. History repeated itself in 2001 under
George W. Bush. The Hutchinson Encyclopedia shows welfare causes gridlock in Congress, keeping
more important issues from being solved, so a solution must be implemented immediately. The main
concern among government authorities and Americans in general are those who truly need
assistance, because it is likely through eliminating or reforming welfare, the wrong end will be hurt.
From the current view, it seems impossible for both sides to agree on any issues, but a welfare plan

States are also encouraged to develop procedures in public hospitals and clinics to determine
paternity and establish legal procedures that help pinpoint paternity in a reasonable time period.
Also, in order to reduce the amount of time families are on welfare, states must begin moving
welfare recipients into work programs if they have received welfare for two years. States are given
the option to drop families from receiving AFDC benefits after they have received welfare for two
years if at least one year has been spent in a work program. States must drop families from the
program after they have received a total of five years of
AFDC benefits.
The bill allows states to design their own work programs and determine who will be required to
participate. Welfare recipients must work an average of
35 hours a week or enroll in work training programs. By the year 2001, 1.5 million AFDC recipients
will be required to work.
The bill grants greater flexibility to states allowing them to design their own work programs and

converting their share of AFDC payments into fixed annual block grants.

By making improvements to the Welfare System in America has become a way of life that has

The Census Bureau recorded by surveys over 101, 716,000 people who worked full time year

The welfare reform system's goal was to get people off the welfare system and onto the job market.
The hope was to move people from dependency to self–reliance. Opposition to the new welfare
reform system has occurred. Some believe "support in a welfare–to–work program might create new
problems for children by adding strains to family life or by exposing children to poor substitute care
arrangements for policies that design welfare–to–work programs that pursue the dual goals of
economic self–sufficiency for families and healthy development of children."
Welfare policies aimed at improving family circumstances for both children and parents must not
make the error of focusing solely on parents; if the intention is to enhance the immediate and long–
term development of both generations within the family, then policies must differentiate between
youth and their parents. These issues have brought about numerous debates. These debates have
focused on the welfare reform system. Still in the debate are the pros and cons of this new system,
focusing on the welfare of the child, the parent, the employer, and the taxpayer. Improvements to the
Welfare System will prevent fraud by allowing more than one family member to work; limiting
opportunities to receive a higher education; and providing opportunities to rise above poverty.

41. United States Government Welfare Essay
United States Government Welfare began in the 1930's during the Great Depression. Franklin D.
Roosevelt thought of this system as an aid for low–income families whose men were off to war, or
injured while at war. The welfare system proved to be beneficial early on by giving families
temporary aid, just enough to help them accommodate their family's needs. Fast forward almost 90
years, and it has become apparent that this one once helpful system, has become flawed. Welfare
itself and the ideologies it stands on, contains decent fundamentals; furthermore, this system of aid
needs only to be reformed to better meet the needs of today's society.

Many different programs were created, all of which were designed to provide Americans jobs, give
temporary aid to the needy, and in a broad sense just get America out of the Great Depression.
Welfare was implemented to provide temporary aid to the needy so that they could use such capital
to get back on his/her feet and continue with a productive life ("Fix Welfare").
Welfare was accepted as a success and continued for almost sixty years. In the 1990's Americans
began to question the effectiveness of the government welfare system. In 1992, President Bill
Clinton took office. One of his main problems to address while in office was the corrupted welfare
system. After four years of brainstorming and planning, the United States Government decided upon
how to eliminate the corrupted members of society from collecting government welfare.
In 1996, the federal government came to the conclusion that the welfare system should be placed in
the hands of the state governments. With this in mind, the Temporary Aid to Needy Families was
established. The TANF is more governed towards getting people back into the workforce by
requiring recipients to engage in job searches, and participate in community service. The previous
phase of welfare was more for providing people with capital in the hopes that he/she would use it to
get back on his/her feet. The TANF is still known as welfare to the public ("Government Spends").

43. Argumentative Essay On The Movie Precious
Precious, directed by Lee Daniels is based on the novel, Push by Sapphire. By following Claireece
Precious Jones's life story, the viewers are compelled to understand how certain situations can force
people to make poor decisions. The movie demonstrates how the education system, family, and the
welfare system can be a trap for individuals in poverty.
It is common in many schools to advertise that education is the way out of poverty. However, as
shown in Precious, public school in poor neighborhoods are not conducive to learning. The public–
school system was unable to help Precious when she was pregnant, instead, she was expelled from
school. At an alternative school, Each One, Teach One, Precious met Blu Rain, her new teacher. The
symbolism in Ms. Rain name represents a new, fresh start for Precious. While the public–school
system fails to motivate Precious, at Each One, Teach One, Precious learn how to read and to speak
out in class.
For most people, family provides a support system in troubling time. In some cases, family can trap
children into an unhealthy lifestyle and a negative mindset. Ironically, Sapphire uses the name Mary
to represent Precious's mother. The name Mary alludes to the Mother of Jesus, which the viewers
expect to be a caring. However, Mary is a loving mother only in Precious's imagination. Mary
frequently puts down Precious's intelligence and discourage her from pursuing her education. By
doing this, Mary would protect her welfare lifestyle and make

Generational Welfare
For most of America's history, farmers, entrepreneurs or shop owners could live their entire lives
without getting any assistance from the federal government except maybe mail. But those days are
long gone. In 2012 the total number of Americans on government assistance or welfare reached
4,3000,000. Many of which are 4th or 5th generation Welfare recipients. For whatever the reason,
we have become a culture of dependency in which poverty is a trap. Long–term recipients loose job
skills, work habits as well as work contacts. For this reason the government should require
recipients to work as much as they can. It could be called "workfare" and could help recipients
increase potential long–term earnings.

47. Causes Of Poverty In Canada
Summary of the Social Problem
The social policy that I will be addressing is Ontario Works. This policy addresses unemployment
and poverty in Ontario. I selected this policy because poverty is a social epidemic in Canada.
Unfortunately, streets everywhere, especially in large cities are littered with individuals trying to
survive. While this is shocking to see, it is even more shocking to discover how many individuals
are quietly living in poverty. Currently, resources are being stretched far beyond capacity to assist
individuals. Additionally, poverty is manifested in the lack of education, limited access to resources,
hunger. Unfortunately, poverty is often misunderstood and this has been a cause of willful neglect
and confusion in respected to government interventions. Thus, government and policy makers and
politicians rarely consider the reasons of poverty, rather they address a quick solution that will
temporarily benefit the individual. Thus, poverty can stem from loss of employment due to family
loss of breadwinner, family break up, low wage, underemployment and poor working conditions,
discrimination and unequal opportunities (Nixon, 2011b). However, poverty and unemployment in
current society, poverty and unemployment is generally considered a personal problem.
According to Statistics Canada, nearly 1 in 7 Canadian live in poverty, that is nearly 5 million

Welfare Reform
Look at our nation! We have industrial technology, an education system, advanced health care, a
banking system, plenty of food available and so much more that is easily accessible. If all this is
available to everyone, why are there people that don't have places to sleep and things to eat? The
fact that the United States is a rich country is the key reason why people, that are willing, will never
starve or go without having shelter. The biggest objection that people have with helping others is
that much of the needy does not try to better themselves and that they take a free ride through life.

There are many arguments brought up among partisan politics. Like every other topic faced in this
nation, the Conservatives and Liberals just cannot seem to completely agree. The main goal that
both Conservatives and Liberals share about welfare is the desire to move welfare recipients off the
welfare roll and into jobs. That is logical but so far out of reach. People are always looking for the
easy way through life such as free assistance from the government. While the desirable outcome is
common, the reasons for failure of the system differ. Conservatives believe that many welfare
recipients spend long periods of time collecting government aid because the sizable help that they
are receiving is more attractive than going to work. The fact that welfare provides the basic
necessities without requiring work, recipients have no initiative to become self–supporting and find
a job(Rector, Internet). Conservatives acknowledge the only way to encourage the dependent poor to
get jobs, is to end the welfare system(Cozic,13). By ending the welfare system, the working–aged
person would have nothing else to turn to but the job market, family members, friends, and public or
private locally funded services(Cozic,36). The only way to prevent new people from entering the
failed system is to end the program that protects them form the consequences of their actions. On the

It was developed by Adam Smith he formulated the basis of what was later to become the science of
human capital and it was used to study if investing in human capital would lead to greater economic
outputs (what makes one worker more productive than another). This theory indicates that all human
behavior is based on the economics of self–interest, of individuals operating within freely
competitive markets. When applied to the study, this theory holds that the independent variable,
work based training influences or explains the dependent variable gaining employment. The belief is
that people, who want high wage employment, will spend more time educating themselves, in their
desired field of employment. This equates to a more qualified candidate; forcing the employer to
provide higher pay (Fitzsimons, 1999)." This theory plays a role in supporting the word self–
sufficient.
The definition of self–sufficient for this research is being able to provide ones needs without
government assistance. The Human Capital Theory adds to this definition by stating that it is the
belief that people want more so they do the things necessary for them to become self–sufficient.

Giving to the needy is a wonderful thing, and if I feel compelled to give of my assets to someone
who truly needs it, I will give it to them. I don't want the government to take it out of my paycheck
and use it for some program that only encourages laziness. I want give it to whom I wish, not whom
the government chooses. It is also sickening how much of this welfare money actually gets to these
people. According to new legislation passed, states must spend $1 of every $2 they are given by
federal grants for welfare. That means out of every dollar taken for welfare, 50 cents goes to the
needy and the other 50 cents goes to the government (Center on Budget and Policy Priorities). Think
about it.
I propose we install a graduated system, where one can gradually get off of welfare. Just taking it
away would cause to many problems. But regardless of how it is done, we must find a way to wean
people from this reliance on government, or rather, our money.
Another example of the misuse of our money is social security. Why do I give so much of my
paycheck to the government so that they can give it back to me on their time when I get old? Are we
too stupid to save our own money? By the time we die, do you think we will have received all of the

57. Welfare Reform Can End Poverty
According to the author he believes that welfare reform can end poverty in the United States. The
Census Bureau released data that showed that, at least in the writer's eyes that the United States
spends almost four times on welfare programs than would be spent to simply pay people out of
poverty. Tax payers at this point pay a trillion dollars annually to support these welfare programs
(Ferrara, 2014). In 2008 total money spent on welfare was equally about $16,800 for each person in
poverty, equal to about $50,000 for a family of three below the poverty line. Now the author
explains in his opinion Americans can do a better job with the money we already spend, while
saving the government (ultimately saving us the taxpayers) money. His ideas is similar to the block
grant reforms utilized in the 1990s, where welfare recipients gained nearly 25% more income
through actually working, while the government reduced welfare recipients and benefits saving the
taxpayers 50% over ten years(Ferrara, 2014). The writer goes on to say that by these savings, that
each state could afford to tryout ways to modify the entire welfare system within their state. His
belief is that at this point the states could convert welfare into workfare by requiring people who can
work, to work. The biggest problem with welfare in the author's opinion is the welfare system itself.
In essence he believes that people are led down a path of not working even when able because they

Welfare has been an arguable topic throughout United States history ("Brief"). Some people agree
with it and others do not like it at all. Welfare did not exist until the 1930s during The Great
Depression ("Brief"). With millions of people unemployed, Franklin D. Roosevelt developed the
welfare system to help these people during the Great Depression ("Brief"). After the Great
Depression was over,, the government came up with new programs to help assist the welfare
program and help more people in poverty ("Brief"). Some of those programs were Medicaid, public
housing, food stamps, and Supplemental Security programs ("Brief"). Theses programs helped and
hurt the country at the same time ("Brief"). By having these programs, many people would not look
for jobs because they knew they were better off living on welfare ("Brief"). In 1996, the United
States came up with the welfare to work law, which is now known as the Welfare to Work program
(Hill). The purpose of this program was to encourage Americans on welfare to go back to work and
not just stay at home and do nothing (Hill). The main goal was to reduce welfare by increasing the
income of people on welfare (Greenberg). The program required people to get in an education
program, get some type of training, or try to find a job (Greenberg). These requirements were
intended to eventually get welfare recipients to get a job and not depend on welfare (Greenberg).

2 par. 1). The basic plan of the reform was to make welfare recipients more responsible for their

The time has come to replace this failed system...a new system that turns the social safety net from a
trap into a trampoline, a new system that rewards work and personal responsibility in families"
(Clinton 25).
To accomplish the goal of self–reliance for recipients, Clinton proposed that states and communities
should develop training programs to help people get the basic skills they need to remain a strong
contestant in the job market. Many communities took the initiative and developed these programs.
In most cases, the training programs have been successful, but there are still critics who argue

The most significant move was FDR's New Deal; more specifically the Social Security Act of 1935
which established the framework for the United States welfare system. In the following decades,
America saw more and more people being added to the rolls and with it, an increase in costs and
dependency. In the 1980's, President Reagan sought reforms similar to those that were passed while
he was governor of California but was unable to accomplish this. Then, in 1996, President Clinton
and his Republican Congress signed into law the Personal Responsibility and Work Opportunity
Reconciliation Act, changing welfare in America forever. There are many different components of
the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), each equally
responsible for its success. First, it instituted Temporary Assistance for Needy Families (TANF)
replacing the Aid to Families with Dependent Children (AFDC) program which had been in effect
since 1935. According to the Department of Health and Human Services' summary of the bill, one of
PRWORA's main goals was to end welfare as an entitlement program that simply handed out money
without a second thought. The bill required recipients to begin working after two years of receiving

After further researching the possible effects of government assistance on its recipients, I believe
that the welfare system does make people dependent because welfare gives people an incentive to
avoid work; it gives mothers an incentive to have more children, and it makes their life easier. First
of all, people who are on welfare usually do become dependent on assistance because it gives them
an incentive to avoid work. Many generations of families have been living on welfare assistance and
have not made any reasonable efforts to prosper within our society. According to the article Welfare

whatever the reason, some get stuck on welfare much longer than necessary and no one has the
ability to remove them" (Redyns, 2007). Welfare was designed to give a boost to the poor, and help
struggling families make it through the year,

71. America Doesn’t Need More Welfare Checks Essay
America Doesn't Need More Welfare Checks
The United States recently experienced one of the greatest "booms" in our economic history. More
people were working than ever before. People were buying houses at a faster rate than they have in
decades. Yet there were many people still living from paycheck to paycheck, or welfare check to
welfare check. The subject of welfare stirs different passions in different people. Some say that
those who are on welfare should be taken off, with no hope of survival afterward. They should
"support themselves," these people say. Others believe that these welfare recipients should be able to
stay on the rolls indefinitely. I think that people who are on welfare, who are physically capable to
work, ... Show more content on Helpwriting.net ...
He had applied all over the city, trying to find work but had no luck. They were forced to go on
welfare because his unemployment had run out. A man such as this should be required to work, but
the state and local governments should assist him in finding a job, then train him so he will be able
to not only keep the job he has but also go on to a better one, thereby taking himself and his family
off of the rolls. This is not only a sensible thing to do, but it is the most humane way to help welfare
recipients and eventually lessen welfare enrollment altogether.
By requiring people on welfare to work, and assisting them to get low–paying jobs if nothing else,
the state and local governments give the people incentive to get better paying jobs and keep them. I
read an article once that showed the correlation between government–assisted welfare workers and
full–time permanent employment of those same workers later. I firmly believe that people will help
and support themselves if given a decent chance. This country is founded on the idea of self–
sufficiency. We are taught this in the public schools from the first day. We are trained not to cheat,
not to steal answers from another person's paper, and not to depend on others to do our work for us.
It seems to be an innate human quality that people want to rely on upon themselves and achieve
goals on their own. When people who are down on their luck are given a helping hand, often they

73. From Welfare To Workfare Essay
From Welfare to Workfare
There's an old joke that goes something like... Where do you hide a welfare recipient's cheque,
where he'll never find it? Under his work boots.
When Mike Harris was campaigning for the Progressive conservative party in 1994 he promised a
"common sense revolution". This mixed with the huge unpopularity of Bob Ray's policies, made
him a favourite for the upcoming election. With this new "common sense revolution", came Ontario
Works, or workfare. (a program designed to help recipients find their cheques) The workfare topic
was a huge issue to voters, and will effect not only the thousands of Ontario welfare recipients but
every Ontarioan in one way or another. When the election was close, Mike ... Show more content on

After the election of Mike Harris and the PC party a committee was set up by the Minister of
Community and Social Services, the Honourable David Tsubouchi, comprised of
MPP's to study how the promised of workfare should be executed. Communities and
MPP's of all parties were encouraged to give their suggestions on how to better implicate workfare.
(Legislative Assembly of Ontario, March 28, 1996, pg.
1966.)
Ontario Works policy direction taken by the Ontario Progressive
Conservative Government
Workfare is intended to put "able–bodied welfare recipients to work in exchange for their welfare
benefits". (Legislative Assembly of Ontario, March
29, 1996, pg. 1650) Here are some main points of Ontario Works program:
? handicapped, elderly, injured, full time students, and single parents with young children will be
excluded from mandatory workfare. ? recipients will be required to work, or volunteer, seventeen
hours per week, in order to receive assistance.
? municipal social services will work directly with charity and community organizations for
volunteer and employment services.
The main intention of workfare is to help the welfare recipient become self–sufficient and ultimately
get him/her employment. The full plans were introduced in the Ontario legislature on June 18, 1996
by the honourable David
Tsubouchi, when he discussed the three major ways that Ontario Works will be a success. 1)

76. Can Welfare Actually Be Harmful?
Can Welfare Actually Be Harmful? Wouldn't it be wonderful to live a life free of worry, knowing
that every one of your needs is met? You could relax and enjoy life without the concern of finding
employment and earning a paycheck. Well.in the long run, that type of life may not be so wonderful
after all! The United States welfare system has become a crutch for a segment of society who needs
assistance learning how to provide for themselves and their families, rather than being given another
handout. This is a serious issue due to the ever increasing number of people being added to the
welfare roll every year and the probability that once receiving welfare, they may never again be
self–sufficient. It should be important to every citizen due to the fact that many are being led down a
road of dependency and because the United States government currently has a national debt of over
eighteen trillion dollars and is estimated to reach over twenty–one trillion by the end of 2015. "Debt
Clock." How can we continue to help the neediest of our citizens if the money runs out? Can career
training and drug testing possibly assist countless individuals in escaping the government
entitlement trap and while doing so help reduce the nation's debt? Let's look at the history of the U.
S. welfare system. When did poor people begin to rely on the government for their basic necessities?

78. Welfare: The Government's Failure Essay
The United States Government has pumped more than $3.5 trillion U.S. taxpayer dollars into
welfare but, ironically, the poverty rate is higher than when they started (Tanner, Welfare Reform).
This outrageous amount of money proves that welfare will lead United States into debt. The original
intent of current welfare benefits has failed; therefore the national welfare system must be reformed.
To fully understand how to reform the welfare system Americans must know what the history of
welfare is, illegitimate births' obvious connection to crime and welfare, how welfare has failed to
keep the poverty rate down, the great problem of dependency, and finally what reforms must be
made. Welfare reforms will greatly help this Nation become ... Show more content on

But being a "charitable" nation the United States has trouble speaking out against social welfare, in
case the United States look like they are uncaring for the poor. But there are many reasons why the
citizens can criticize social welfare, and at the same time still uphold and emphasize the United
States caring spirits toward the unfortunate. But before the nation can fix social welfare we must
look at what is wrong with it (Gentry).
Welfare is a massive fault in the United States Government system. But it can be fixed through
careful examination and diagnosis. The worst kind of parenting for the children in being born out of
wedlock, but forty percent of births in 2012 alone were out–of–wedlock, and over seventy percent
for African Americans (Clegg). The reason for all these illegitimate births is welfare. It reassures the
single mothers that they will be able to support themselves. Micheal Tanner of Cato Institute reports
"...the evidence of a link between the availability of welfare and out–of–wedlock births is
overwhelming. There have been 13 major studies of the relationship between the availability of
welfare benefits and out–of–wedlock birth. Of these, 11 found a statistically significant correlation."
(Tanner, Welfare Reform).
Also welfare helps boost the crime rate to uncomfortable levels through single parents. Single parent
children are much more likely to commit crime and, are one–third more probable to exhibit anti–
social behavior. Likewise more than
