3. • Bangladesh is endowed with a large number of water bodies including
rivers, canals, floodplains, haors, baors, ponds, lakes, estuaries and the Bay of
Bengal .
• The water are well-off in biological diversity with 260 fresh water fish, 12
exotic species, 475 marine species, 24 freshwater prawn and 36 marine
shrimp species.
• To satisfy the present as well as future animal protein requirements of
population, sustainable management and utilization of this fishery resource
is important.
Background of the study

Fish By Nature
28. Fertilizing and Feeding
•No fertilizer and feed was provided in the Baluhar Baor.
•Fish culture was fully dependent on natural feed.
29. Conclusion
•An effective/alternative centralized management system should be
developed from existing fisheries policies, institutions and support for
Baluhar baor.
•Besides, community participation in decision-making is as crucial as
government support and political influence in ensuring improved policies
for this baor fishery management.
•The fisher folks of Baluhar baor must have an increased harmony that fish
and fisheries should be properly managed.
30. Problems and Recommendations
Problems:
• Siltation of baor and its connectivity.
• Agro chemicals used for rice cultivation.
• Loss of baor connectivity with the adjacent rivers.
• “Current jal" used to catch fish and harvest even the fish eggs and is damaging the
fisheries production and Biodiversity.
• Lack of flood shelter during the emergency period.
• The baor is managed directly by the government (a top-down). No significant role of
NGOs and middlemen to decide management strategy.
• No specific CBFM in the Baluhar Baor.
• Breakout of Diseases of fish cause drastic production reduction.
• Political problems.
31. Recommendation to improve Baluhar Baor Management
• Water pollution should be controlled.
• Meeting should be arranged for good management practices.
• Co-management of Upazilla Chairman and their manpower .
• Political disturbance should be controlled by calling Meetings of the Political leader .
• Depth of the Baor should be increased.
• Set up Mobile court and identify the source of current jal Production .
• A legal framework is essential for community level management of this baor due to the
following reasons
1. The political will and support of governments
2. Legal recognition for participating communities
3. Sustaining and strengthening institutions and linkages
