Abstract
This paper explores the change that General Motors faced after the economic recession and credit
crisis that began in 2007. This pushed GM to request assistance from the U.S. Treasury which
resulted in the restructuring of their US operations. The start of this restructuring change involved

GM's structural change is an example of retrenchment, which is "done by centralizing/specializing a
firm's operations to sustain or improve productivity" (Palmer et al., 2009).
Downsizing is generally regarded as "midrange or second–order change". A second–order change
"is transformational, radical, and fundamentally alters the organization at its core. Second–order
change entails not developing but transforming the nature of the organization" (Palmer et al., 2009).
Furthermore, GM's downsizing can be seen as a type 2 transformation, which involves the
"revitalization of already–established companies... where the organization remains in the same
market but focuses on how to rebuild itself in order to operate more effectively" (Palmer et al.,
2009). GM remained in the automotive industry but needed to restructure and downsize in order to
mitigate the effects of the economic recession.
In its restructuring, GM closed plants, cut its workforce, shed three brands, reduced debt, introduced
popular new vehicles, and implemented changes to reduce retiree legacy costs, which had been a
major financial drain (Canis & Webel, 2013). Cuts were made based on whether a person's position

Two months before notifying safety investigators of the problem, General Motors ordered a half
million replacement switches. GM took heavy criticism for failure to fix the switches. When Mary
Barra testified at congressional hearings, she admitted mistakes were made that led to compromising
safety and vowed to correct the mistakes (Keen, 2017, p. 2). Vehicles involved in the recall included
the 2003–2011 models of Chevrolet Cobalt, Pontiac G5, and the Saturn Sky and Ion. The crisis
caused the company to set aside at least $4 billion in victim compensation and other expenses. $900
million went to the Department of Justice and $595 million went to an established fund for crash
victims and their families. The firm will have to pay more than $1 million fine to settle the U.S.
Securities and Exchange Commission investigation linked to the massive recall. Deficient internal
accounting controls did not allow GM to fully assess the financial impact of the defective switches.

based on curiosity. Based on the topic of this article, I would call it an attention grabber. The first
line of this article clearly states the claim being opposed and following this, a clear and simple thesis
