Hello all,
It is with excitement that I write to announce a Global Black Education Charter - a direct
outcome of the Virtual HBCU Africa Homecoming.
See text of charter below. We will communicate further about how you can participate as
individuals, companies, governments, alumni organizations, social impact investors etc.
We are wealthy beyond measure, leveraging virtual constructs we will build the organizational
capability and linkages to execute with speed.

Global Black Education Charter
PREAMBLE
GUIDED by the Constitutive Act of the African Union, the Declaration on the AU
Recognition of the 400th Anniversary of the Transatlantic Slave Trade, the UN General
Assembly proclamation of 2015-2024 as the International Decade for People of African
Descent (resolution 68/237), the US Congress’ 400 Years of African-American History
Commission Act, and the US Congress’s Higher Education Act of 1965
Individuals, corporations, educational institutions, civil society organizations and social
impact investors representing “the people” present the “Black Education Charter”;
EVOKING the unity of all African and African descent people; bound together by a sense
of neighborliness, cultural affinity, historical experiences, our common struggles for
2. independence and dignity, our civilizational heritage, and common vision to embody a
technology enabled virtual global borderless community of Africans and people of Africa
descent educated, prosperous, healthy and thriving in a clean environment
RECALLING the historic injustices imposed on Africans and people of African Descent
globally such as slavery, colonization, depletion of natural resources and taking into
account the firm will of Africans and peoples of African descent to own our education and
our economic empowerment;
ALSO RECALLING with pride, the strong spirit of resistance that responded to the evils
of the slave trade, and the rise of the Pan African movement in multiple continents and its
continued inspiration to us Africans and peoples of African descent globally
FURTHER RECALLING with pride, the critical role of HBCUs and Black Churches and
Black Institutions in nurturing generations of African and African descent leaders in the
eternal work of liberating the human spirit
ALIGNING with the United Nations Sustainable Development Goals, African Union
Vision 2063 and the core values of African Diaspora Nation
CONVINCED that our greatest resource is our youthful population and that through
culturally responsible human development constructs and a quality global education
process they will be fully empowered to innovate, lead and surmount the difficulties that
lie ahead in realizing the UN SDGs and Vision 2063
BEARING IN MIND the disparities in the global education order that adversely impacts
african and african descent youth and supporting entities
BEARING IN MIND the opportunity we have to architect a post Covid 19 Global Black
Education Order that reduces the disparities
3. RECOGNIZING the efforts made by States Parties and civil societies to address the
economic, social, educational, cultural and spiritual needs of youth;
RECOGNISING the contributions of HBCUs, African and African Diaspora educational
institutions in this regards;
TAKING INTO CONSIDERATION the inter-relatedness of the challenges facing youth in
Africa and the African diaspora and the need for transnational policies and programs that
attend to the needs of youth in a holistic manner;
ACKNOWLEDGING the need to safeguard, protect and restore Africa’s historical,
heritage and cultural assets.
ACKNOWLEDGING that Transnational University partnerships, industrial linkages,
Technological Innovations, Intellectual Property and entrepreneurial ecosystems are best
suited to accelerate the delivery of the United Nations Sustainable Development Goals and
AU Vision 2063
ACKNOWLEDGING the great omission of an institutional bridge between HBCUs and
African/African Diaspora educational institutions
HAVE AGREED AS FOLLOWS:
Launch HBCU Africa Education Consortium; the consortium will undertake the following:
1. Create vital bridges/linkages between HBCU stakeholders and African/African
Diaspora education stakeholders
2. Inspire deliberate collaboration in Science, Technology, Innovation and Research
consistent with the centers of excellence in the African Research Universities
Alliance
3. Facilitate faculty and student exchanges - Virtual and In-person
4. 4. Create HBCU and Africa Educational and Economic Ecosystem
5. Promote STEAM, Innovation and Entrepreneurship giving access to consortium
resources and harmonizing study abroad and offering discounted study abroad
rates to members
6. Erect an HBCU Africa Innovation Center/City - a physical anchor for a network of
physical and virtual assets positioned in strategic regional locations across Africa
and the African diaspora to advance the objectives of the consortium
7. Mobilize global resources and capital into education sectors in Africa and the
African Diaspora
8. HBCU Africa Sports & Film, Art , Dance and Cultural Legacy Programs
9. HBCU Africa Media , Publishing & Communication Platforms
10. HBCU Africa Agribusiness Platform
11. HBCU Africa talent mapping, natural resource mapping & intellectual property
patent register.
12. HBCU Africa Oceans & Space Program.
This Educational consortium will be the foundation for the birth of a technology enabled
global borderless virtual ecosystem of Africans and people of African descent who meet
human needs.
