1. ROLE OF WELFARE OFFICER

2. A Welfare Officer shall be appointed for
Factories employing between 500 to 2000
workers. Where the number of workers
exceeds 2000, there shall be an additional
Welfare Officer for every additional two
thousand workers or fraction thereof over
500. This provision enacted through section
49(1) of the Factories Act, 1948.
Minimum qualifications- Under the section
49(2) of the F.A.,1948 the [State Govt.] may
prescribe the duties, qualifications and
conditions of service of officer.
3. Roles:
maintaining harmonious relations
notice to management the grievances
act as a liaison officer
help to management for shaping of factory,
formulate and interpret of policy
to watch industrial relations
to advice for fulfilment of obligations and statutory
provisions
to advice and assist, if Safety Officcer not appoint
to promote such relations for promote productive
efficiency and working environment
4. to encourage the formation of Works /
Joint Production Committee and Welfare
Committees with supervision
to encourage provisions of amenities
to help the management in regulating the
grants of leave with wages
to advise on questions relating to provisions
of welfare facilities
to advise the management on questions
relating training
to suggest measures standard of living and
promote well-being in general of workers
5. Not done by Welfare Officer-
He has not to deal with disciplinary cases or appear
on behalf of the management against workers
He can’t be deal with any disciplinary case against a
worker, or appear before a Conciliation Officer, or in
a Court or Tribunal on behalf of the factory against
a worker and workers.
