3. Principles are not enough
We need to identify the high-value datasets with proven potential and
impact.
Find ways to increase value of datasets through using shared
standards, ensuring they cover key user needs.
We need to be specific, setting SMART targets for governments to
work towards.

4. Open Data Charter Working Groups
● Implementation Working Group - Develops tools and resources to support
governments in the implementation of Charter principles…
● Technical Working Group - Ensures that open data standards across sectors are
connected and interoperable, support the identification and development of
internationally-recognized data standards and promote the use to create impact.
● Subnational Governments Working Group - Develops strategies for subnational
governments to develop their Open Data initiatives in line with Charter principles.
● Private Sector Working Group - Develops strategies for engagement with the private
sector…
● Measurement and Accountability Working Group - Develops mechanisms to
promote accountability and monitoring processes…

5. Resources that show data that is needed, and approaches available, to
move from data to impact, sector by sector.
The process:
1. Proposal: with problem statement & sponsors
2. Development: iterative and consultative process
3. Review: open review, and reviewed by Charter Stewards
4. Publication: open online resource
Packages will also have an ongoing revision process, with new versions
developed as sectors progress.
