2. SUMMARY
 Additional 40-50 student parking spaces
temporarily displaced by construction
 On-going joint effort by COAH and AHISD to
find parking solutions both on and off campus
 Goal: Find long term parking options to
reduce parking in residential areas

Broadway
 student choice

 Citizen concern grows as parking increases
 Past practices to temporarily restrict parking
have proven ineffective

8. BACKGROUND
 Explored all options to move student parking
closer to the high school campus
 resident concerns / student safety concerns
 Limited availability on the campus and bordering
streets in their current design
 AHISD administrators identified options to add
82 parking spaces

9. AHISD PROPOSAL
 Mobility impaired parking spaces during times
when the stadium closed – 12 spaces
 Vanderhoeven - reduce the width of parking
spaces; designate as compact vehicle parking –
10 spaces
 Open new on-campus parking spaces in the 100
blk. East Castano – 30 spaces

11. AHISD PROPOSAL
 100 blk. E Fair Oaks - replace parallel parking
on the north side with 60 degree angle parking
– 30 spaces
 designate as a one-way street
 close to southbound Vanderhoeven traffic
 adjust traffic signals on Broadway at East Fair
Oaks and Vanderhoeven at East Castano

14. AHISD PROPOSAL
 Remove reserved student parking perks to
allow parking in all unoccupied parking
spaces
 Incentives for students who carpool or utilize
remote parking options if available

15. COAH PROPOSAL
 Evaluated streets in close proximity to the high
school campus, east and west of Broadway
 Street width on west side – 28 to 29 feet
 Street width on the east side – 23 to 26 ½ feet
 Fire Chief expressed concern for on-street vehicle
parking on streets less than 28 feet in width

19. COAH PROPOSAL
 Option: 200 block of East Castano, south curb line
 reconfigure travel lanes – two lanes eastbound to create
a parking lane along the south curb line – 32 spaces
 (if necessary) allow parking on north curb line only on
Tuxedo Ave. from Alamo Heights Blvd to Nacogdoches Road
– 16 spaces
 (if necessary) allow parking on the north curb line only on
Lamont from Broadway to Alamo Heights Blvd. – 14 spaces

20. COAH PROPOSAL
 (if necessary) allow parking on the north curb line
only in the 100 blk. West Castano – 10 spaces

Amended Restriction Areas

22. COAH PROPOSAL
 Option - scheduled rotation for streets where
parking added
 Staff does not recommend creating or setting
aside any other parking restrictions at this time
 Staff will continue to seek student parking
options not impacting residential streets

23. COAH PROPOSAL
 All streets or blocks having long term
temporary restricted parking are marked by
pole mounted signage at each end of the
block

24. POLICY ANALYSIS
 Texas Transportation Code Section
542.202(a)(2) and Section 18-99 of the Code
of Ordinances provides a local municipality
may designate parking restrictions or time
limited parking zones on streets

25. FISCAL IMPACT
 Pavement markings – total $8,654
 $1,472 - 100 blk. East Fair Oaks
 $7,182 - 200 blk. East Castano
 Re-program traffic signals - $750
 Three barriers for road closure - $1,200
 Signage and poles - $700
 COAH total cost - $12,505

26. FISCAL IMPACT
 AHISD proposes to pay the cost for:
 Pavement markings for the head-in parking spaces in
the 100 blk. East Fair Oaks
 Pavement marking for the head-in parking spaces on
Vanderhoeven
 AHISD will use their contractor for this work
 Projected cost - $9,000

27. FISCAL IMPACT
 Discussions between COAH and AHISD
regarding a cost share agreement are
continuing

28. COORDINATION
 COAH City Manager and Police Chief worked with
AHISD Superintendent Dr. Dana Bashara and Ass’t
Superintendent Mike Hagar
 Public Works Director Pat Sullivan coordinated with
AHISD on the parking project, obtained cost estimates
and provided guidance to COAH staff
 COAH Fire Chief Michael Gdovin provided guidance
on fire and medical apparatus accessibility
