2. Summary
• Large amounts of trash / brush in Olmos
basin between Basse and Corona on Jones
Maltsberger (9.2 acres)
• COSA last cleaned area between 15 and 20
years ago
• Met with COSA on November 16, 2017 with
clean-up contractor, Border Construction
Services
3. Background
• COSA and COAH desire to enter into Interlocal
Agreement (ILA) for volume pricing
• If approved, initial cleaning to take 6 weeks
beginning late January 2018
• Contractor has specialized equipment for this
type cleaning
• Some brush mulched on-site, garbage hauled
away in stages
• No heritage tree removal unless dying or
diseased
4. Background
• Underbrush and invasive species trimmed to 6.5’
• Trimming of underbrush allows better water flow but
timing of runoff must also be evaluated to prevent
downstream flooding
• Horticulturist with COSA to consult on entire project
at no additional cost
• If approved, must work with private land owners to
gain right of entry and sign liability releases
• Debris piles in excess of 3 feet in the area
5. Policy Analysis
• Secure ILA agreement with COSA
• ILA would place site on 5-year rotation for
maintenance

• St. Luke’s property – 1.712 acres - $11,128
• COSA property – 2.952 acres - $19,188 – not on
proposal
• Total contract price including COSA - $59,800
