THE FOURTH INDUSTRIAL REVOLUTION is the
convergence of diverse technologies, which were
relatively independent of each other. It brings the
digital/cyber, physical and biological worlds together.
It is an era where people are using smart, connected and
converged cyber, physical and biological systems and
smart business models to define and reshape the social,
economic and political spheres.
Any industrial revolution brings about a significant shift
and affects society immensely in various ways. For a
country to progress, it should be an active participant in
the industrial revolutions to reap its benefits.

President Cyril Ramaphosa of South Africa formed the
Presidential Commission on the Fourth Industrial
Revolution in April, 2019 to distinguish relevant policies,
systems and action plans that will position South Africa
as a focused worldwide player.
The 30-member comprises eminent persons from
different sectors of society and reflects diversity in
youth, gender, business and labour, including digital
start-ups founders and digital entrepreneurs.

Recommend an institutional framework and mechanism to
coordinate 4IR programs; enabling relevant infrastructure for
SA to participate in the digital economy; approaches to
address inclusivity and the digital divide; interventions to
enable innovation and entrepreneurship, and for SMMEs to
take advantage of the 4IR

Develop an integrated country strategy and plan to respond to 4IR
including detailed interventions to be carried out in achieving
global competitiveness of the key economic sectors (agriculture,
finance, mining, manufacturing, ICT, and Science, Technology, and
Innovation);
Advise on strategies for skills development and future of work;
technological research and development program to advance
4IR; strategies to mobilise resources to support the 4IR
interventions; mechanisms to quantify the impact of
interventions on 4IR;
To ensure South Africa have a globally competitive,
inclusive and shared economy with the technological
capability and production capacity that is driven by
people harnessing the 4IR to propel the country forward
towards its social and economic goals, instead of falling
behind.
To move the country forward while driving inclusive
growth and addressing her poverty, inequality and
unemployment challenges.
To ensure the preparation of the younger generation for
jobs of the future that may not exist at this moment in
time. Through the process of upskilling youth about the
4th Industrial Revolution.

through the alleviation of poverty, inequality, and
unemployment as outlined in the NDP. The proposed
approach and all activities leading and related to
commercialization and industrialization take place within the
ambit of the South Africa national system of innovation.

5. Stakeholder relations and governance
Globally, efforts are underway to adapt policy and regulatory
regimes in order to harness the 4IR to achieve national and
international goals. In South Africa, the process is underway,
and the PC4IR plays a critical role: we aim to provide
recommendations to guide the actions of both legislators
and policymakers within government to implement a
coherent national response.
The government must design policy processes which allow
for the active participation of users and citizens such as
persons with disabilities, people living in rural areas with no
access to the internet, educational institutions, academics
and any individual with interest in the matter.
This collaborative principle offers an advantage from
traditional policy processes, where “there can be a gap
between policy development and implementation because
the policy has been formulated in isolation from its users

President Cyril Ramaphosa of South Africa formed the Presidential Commission on the Fourth Industrial Revolution in April, 2019 to distinguish relevant policies, systems and action plans that will position South Africa as a focused worldwide player. The 30-member comprises eminent persons from different sectors of society and reflects diversity in youth, gender, business and labour, including digital start-ups founders and digital entrepreneurs. To ensure South Africa have a globally competitive, inclusive and shared economy with the technological capability and production capacity that is driven by people harnessing the 4IR to propel the country forward towards its social and economic goals, instead of falling behind. To move the country forward while driving inclusive growth and addressing her poverty, inequality and unemployment challenges. Social Protection processes must be considered with regards to the changing world of work and what this means for both employers and employees

Early childhood Development o Provide resources for urgent implementation of national roll out of ECD o Introduce foundation skills (digital literacy, literacy and numeracy) in ECD phase in age appropriate manner o Introduce competency skills (creativity, critical thinking, problem solving Etc.) in ECD using arts based curriculum o Focus on specialised ECD teacher training Primary Education o Mainstream arts education as priority learning area along with STEM subjects oResource DBE for implementation of coding & robotics curriculum oFoundation skills focus (digital literacy, literacy and numeracy) oCompetency skills focus (creativity, critical thinking, problem solving etc.) Re-think Secondary Education o Opportunities form multiskilling relevant to individual students‘ strengths. o Certifications with direct industry linkages and work place uptake. o Portability of skills, modular approach in order to build industry relevant high school qualification. o Industry informed academic, vocational & occupational skills curriculum. Primary o Mainstream arts education as priority learning area along with STEM subjects oResource DBE for implementation of coding & robotics curriculum oFoundation skills focus (digital literacy, literacy and numeracy) oCompetency skills focus (creativity, critical thinking, problem solving etc.) Tertiary Education o Develop online short courses for lifelong adult learning o TVET: Move up the ladder.
