Title-Investigating the effect of counterfeit permits on the Cross-Border Road Transport Agency, Johannesburg-Harare Route Background to the Problem Cross-border travel between South Africa and its neighbours has increased significantly over the years due to economic development in the South African Development Community (SADC) region. As a result, the demand for public passenger transport has continued to increase leading to the significant growth of the public passenger transport business. Due to the increase in cross- border passenger transport traffic, the South African government regulates the market in order to ensure that there is orderliness in the industry. The regulation of both passenger and freight road transport is conducted by agencies on behalf department of transport. This is done through regulatory frameworks put in place to ensure that cross-border passenger transport complies with safety and environmental standards. Thus, passenger transport operators must obtain permits in order to operate in a specific region. However, there are several operators that have not been complying with this requirement. Instead, they have been using counterfeit permits, making it difficult to determine market saturation or otherwise. 1.
