KAJIAN POTENSI KABUPATEN, KOTA DAN DESA SEBELUM
DIJADIKAN DAERAH TUJUAN WISATA

Meningkatnya keinginan kabupaten, kota dan desa untuk mengelola, mengembangkan dan
menata potensi yang mereka miliki menjadi daerah tujuan wisata (DTW) patut disambut baik
dan didorong secara terpadu (well-integrated) dan berkesinambungan (sustainable). Tetapi,
mereka seyogianya mendapat panduan yang benar (well-guided / directed) agar tidak salah
jalan, salah arah dan salah kaprah.
Pola Pembangunan, Pengembangan, dan Penataan tempat, obyek (places and points of
interest) dan lingkungan wisata benar-benar berdasarkan pemahaman pengertian dan
pelaksanaan Sustainable, Responsible, and Pro Poor Tourism Development Plan, serta
mempertimbangkan semua dampak negatif yang mungkin timbul, baik terhadap alam, termasuk
fauna dan flora, maupun budaya setempat.
Pengikut-sertaan dan keterlibatan penduduk setempat, termasuk sosialisasi dan pendidikan,
sebelum perencanaan / desain dibuat, merupakan hal yang mutlak dilakukan. Pengusahaan
penggunaan tenaga kerja dan bahan-bahan setempat untuk kebutuhan pembangunan dan
wisatawan tidak boleh diabaikan. Penggusuran dan pemindahan penduduk diusahakan/dicegah
agar tidak sampai terjadi. Peningkatan kesejahteraan penduduk setempat (local social welfare
enhancement) merupakan prioritas (first priority) setiap perencanaan dan pengembangan
daerah tujuan wisata (tourist destination area). Jangan sekali-kali hanya mementingkan
pendapatan asli daerah saja.
Nilai-nilai budaya (cultural values) lokal dan nasional, cagar budaya (cultural heritage) dan
suaka alam (natural heritage) harus dihormati serta dilestarikan, sehingga tidak terjadi
pengikisan, pengrusakan, pencuriam atau pemunahan.
Zonisasi kawasan / wilayah, tata ruang dan peruntukan bangunan dan fasilitas pariwisata
benar-benar telah dikaji dari segala segi secara komprehensif. Publikasi dan kode etik
mayarakat pariwisata dunia merupakan rujukan yang bisa diadopsi dan diadaptasi sedemikian
rupa, sehingga tidak terjadi salah kaprah atau salah tindak, yang bisa merugikan daerah
khususnya, dan negara kita pada umumnya. Tentu saja Undang -Undang dan Peraturan
Pelaksanaanya, yang ada kaitannya dengan otonomi dan kepariwisataan daerah dan nasional

yang berlaku di negara kita, jangan sampai terlewatkan. Jangan sampai salah pilih konsultan
dan rekanan. (They must be accreditedly professional or certified tourism development
consultants / experts).

yang
sudah
berusia
senja/pensiun)
yang
kerjanya
mengconsult/mengadvice persoalan2 pembangunan termasuk sektor Pariwiswata, yang
dibiayai oleh Kementerian Keuangan, seperti yang ada di negara-negara maju.
