2. Introduction
• Issue: Rise in the average temperature of
the Earth's climate system : Global Warming
Its a “problem without passport”
• Goal: To limit the average global temperature
rise below 2C by end of the century while
pursuing efforts to limit it to 1.5C relative to
pre-industrial era (Paris Agreement 2015).
3. Background
• UNFCCC: An international environmental
treaty adopted in 1992 and opened for signature at
the Earth Summit in Rio de Janeiro.
Aim: To stabilize GHG’s concentration in atmosphere.
• Kyoto Protocol: The Kyoto Protocol was adopted
in Kyoto, Japan on 11 December 1997 and entered
into force on 16 February 2005.
4. Bonn, Germany Conference
• Goal: To develop guidelines for implementing the
2015 Paris Agreement post 2020.
• Conference will also give developing countries a
chance to press the ‘rich nations’ for actions
during the pre-2020 period amid several scientific
reports that the overall promises of climate
action, made by nations together in Paris, will not
be enough to save the world from disastrous
consequences of global warming.
• Finalize the guidelines to operationalise the Paris
Agreement in Katowice, Poland (COP 24).
5. Role of Rich Nations
• Developed countries: ‘Historical polluters’
• Common but differentiated responsibilities.
• At the Paris Conference in 2015 where the
Agreement was negotiated, the developed
countries affirmed the commitment to mobilize
$100 billion a year in climate finance by 2020, in
aid to developing countries for actions on
climate change adaptation and mitigation and
agreed to continue mobilizing finance at the level
of $100 billion a year until 2025.
