specialty contractor which is engaged in the delivery of craft and craft related
services to various industries, primarily to the petrochemical and refining
industries.

Regional Locations:
Mobley Industrial Services (MIS) has several national clients, for which we provide
multi-craft maintenance services, throughout the Gulf Coast regions of the United
States.
We currently have several major operational centers and various regional project and
operational sites. Our major operational centers are, as indicated by red outline,
concentrated along the Gulf Coast and Southeast regions of the Unites States. We also
provide services to numerous other states and regions of the country.
MIS is currently performing or has performed work in over 15 states which allows us
to provide a scalable service which meets the needs of the most geographic enterprises.

Labor Resources:
Mobley Industrial Services currently employs approximately 700 craft personnel along
the Gulf Coast region of the United States. These resources are assigned to specific
projects and could be called upon during times of peek resource demands.

Painting / Industrial Coatings:
Mobley Industrial Services has evolved into one of the Gulf Coast’s largest specialty
contractors as recognized in the 1999 edition of the Houston Business Magazine. This
journey began almost 75 years ago and today, Mobley Industrial Services manages
over $40 million in industrial coating projects throughout the Gulf Coast region of the
United States.
Mobley Industrial Services is a SSPC QP1 Certified Contractor with extensive
industrial coatings experience on both new construction and maintenance projects and
currently employs a workforce of over seven hundred qualified industrial coatings
applicators, and considers itself a prominent force in the specialty services industry.

Industrial Insulations:
Mobley began offering insulation services in the early 90’s in response to industry
demand for single source services. For the past 16+ years Mobley Industrial Services
has been involved in various phases of industry development and has helped the
insulation industry evolve to what it is today.
In an effort to provide “Best-in-Class” services to our clients, Mobley Industrial
Services has developed best practices and processes in such areas as craft training,
quality, safety management, and continuous process improvement. As members of the
National Insulation Association and regional associations such as the Southwest
Insulation Contractors Association, our personnel serve on the boards and committees
of these organizations that represent the insulation industry.

Scaffolding Services:
Mobley first began offering scaffolding services in the early 90’s in response to
industry demand for single source services. Mobley Industrial Services currently
provides scaffold maintenance at over 14 customer locations including such owners as
BP, Lyondell, ChevronPhillips, Valero Refining, and others not withstanding our own
internal use to support our other services; insulation, painting, abatement, and
fireproofing on both maintenance and new construction projects.
Scaffold rental and erection makes up over $15 million of our $60+ million annual
revenues. Mobley Industrial Services has proprietary scaffold management tools such
as Scaffold Management System (SMS) for scaffold yard customers as well as
engineering tools for design and estimating.
Mobley Industrial Services’ scaffold experience includes everything from critical path
scaffolds during at turnaround, complex hanging scaffolds on structures, full
containment scaffolds, to maintenance scaffolding for petrochemical and refining
maintenance work..

Asbestos and Lead Abatement:
As one of the Gulf Coast’s largest industrial maintenance services providers, Mobley
Industrial Services has been involved in asbestos and lead abatement since the late
1980’s. In fact, approximately 30% of our total workforce is trained and or certified in
lead or asbestos abatement.
Mobley Industrial Services has lead the industry in developing safe, innovative, and
cost effective abatement procedures. With our vast abatement experience, Mobley
Industrial Services can provide engineered containments, advanced removal methods,
and proper handling and disposal of hazardous material, while providing maximum
protection to our employees.
Mobley Industrial Services currently performs various types of asbestos and lead
abatement services including some of the following:
 Full/ partial containments
 Negative air work enclosures
 Vacuum blasting
 Chemical stripping
 Mechanical cleaning
 Sodium bicarbonate blasting
 Portable decontamination facilities

Energy Appraisals:
Mobley Industrial Services has developed one of the most technologically advanced
energy appraisal analysis tools available in today’s marketplace. Mobley Industrial
Services Energy Appraisal Management System or (EAMS) not only provides payback
data on operating costs vs. capital investment, but also calculates annual reductions of
fossil fuel emissions including, Carbon Dioxide (CO²), Nitrous Oxide (NOx) and the
Carbon Equivalent (CE) for greenhouse gasses.
The following are just a few capabilities of EAMS:
 Simple payback methods that clearly indicate improvement opportunities
 Annual emissions reduction reporting
 Establish an energy efficiency baseline
 Calculates total installed costs based on current market conditions
 Produces a list of the most inefficient areas within the facility that have the
quickest payback or greatest return on investment (ROI)
Mobley Industrial Services has several energy appraisers certified by the National
Insulation Association for Energy Appraisers in Washington, D.C. that can provide a
full array of services to help you meet your energy conservation and or emission
reduction needs.

Planned Painting Program:
Mobley Industrial Services’ planned painting program prioritizes maintenance painting
based on several factors that identify those assets which have the greatest investment
return or are at the greatest risk of losing mechanical integrity. Following this approach
will lower maintenance painting costs through extending coating lifecycles with
predictive maintenance and by deferring costly system replacement until it is
warranted.
The planned painting program allows the capture of key data elements which are used
to calculate the overall coating condition of each asset location at the customer’s
facility and in turn, uses this data to drive the scheduling of maintenance painting by
identifying those assets which meet the program’s ranking model.

We believe that our maintenance painting program incorporates the functionality and
flexibility required to meet the ever-changing needs of our industry. Additionally, we
has focused on developing standardized processes and data collection tools required to
implement a program that addresses each of our clients geographical business needs.
Because each Client facility has somewhat different needs and or expectations, Mobley
Industrial Services will work closely with local plant personnel to develop the
evaluation criteria and establish a tailored process for identifying the specific needs of
each facility. Mobley Industrial Services will survey or “benchmark” each facility to
determine the most effective approach based on those needs.
We recommend that prior to initiating the program, a local team comprised of client
and Mobley Industrial Services personnel be assembled to develop key metrics that will
then be used to measure the effectiveness of the program. This will ensure that the key
concerns of each facility are identified and addressed.

 Productivity and budget performance
 Coating lifecycle performance

SCOPE OF SERVICES One Company – One Source Regional Locations: Mobley Industrial Services (MIS) has several national clients, for which we provide multi-craft maintenance services, throughout the Gulf Coast regions of the United States. We currently have several major operational centers and various regional project and operational sites. Our major operational centers are, as indicated by red outline, concentrated along the Gulf Coast and Southeast regions of the Unites States. We also provide services to numerous other states and regions of the country. MIS is currently performing or has performed work in over 15 states which allows us to provide a scalable service which meets the needs of the most geographic enterprises.   • 6. SCOPE OF SERVICES One Company – One Source Labor Resources: Mobley Industrial Services currently employs approximately 700 craft personnel along the Gulf Coast region of the United States. These resources are assigned to specific projects and could be called upon during times of peek resource demands. The following is our current workforce by craft: Craft Total Industrial Coatings 527 Industrial Insulation 287 Scaffolding 318 Asbestos and Lead abatement 104 Total Craft Personnel 1236 Note: Approximately 30-40% of our workforce is cross-trained to provide single source multi-craft services, as well as certified to perform lead and asbestos abatement. This journey began almost 75 years ago and today, Mobley Industrial Services manages over $40 million in industrial coating projects throughout the Gulf Coast region of the United States. Mobley Industrial Services is a SSPC QP1 Certified Contractor with extensive industrial coatings experience on both new construction and maintenance projects and currently employs a workforce of over seven hundred qualified industrial coatings applicators, and considers itself a prominent force in the specialty services industry. For the past 16+ years Mobley Industrial Services has been involved in various phases of industry development and has helped the insulation industry evolve to what it is today. In an effort to provide “Best-in-Class” services to our clients, Mobley Industrial Services has developed best practices and processes in such areas as craft training, quality, safety management, and continuous process improvement. As members of the National Insulation Association and regional associations such as the Southwest Insulation Contractors Association, our personnel serve on the boards and committees of these organizations that represent the insulation industry.   • 11. SCOPE OF SERVICES One Company – One Source Scaffolding Services: Mobley first began offering scaffolding services in the early 90’s in response to industry demand for single source services. Mobley Industrial Services currently provides scaffold maintenance at over 14 customer locations including such owners as BP, Lyondell, ChevronPhillips, Valero Refining, and others not withstanding our own internal use to support our other services; insulation, painting, abatement, and fireproofing on both maintenance and new construction projects. Scaffold rental and erection makes up over $15 million of our $60+ million annual revenues. Mobley Industrial Services has proprietary scaffold management tools such as Scaffold Management System (SMS) for scaffold yard customers as well as engineering tools for design and estimating. Mobley Industrial Services’ scaffold experience includes everything from critical path scaffolds during at turnaround, complex hanging scaffolds on structures, full containment scaffolds, to maintenance scaffolding for petrochemical and refining maintenance work..

SCOPE OF SERVICES One Company – One Source Asbestos and Lead Abatement: As one of the Gulf Coast’s largest industrial maintenance services providers, Mobley Industrial Services has been involved in asbestos and lead abatement since the late 1980’s. In fact, approximately 30% of our total workforce is trained and or certified in lead or asbestos abatement. Mobley Industrial Services has lead the industry in developing safe, innovative, and cost effective abatement procedures. With our vast abatement experience, Mobley Industrial Services can provide engineered containments, advanced removal methods, and proper handling and disposal of hazardous material, while providing maximum protection to our employees. SCOPE OF SERVICES One Company – One Source Energy Appraisals: Mobley Industrial Services has developed one of the most technologically advanced energy appraisal analysis tools available in today’s marketplace. Mobley Industrial Services Energy Appraisal Management System or (EAMS) not only provides payback data on operating costs vs. capital investment, but also calculates annual reductions of fossil fuel emissions including, Carbon Dioxide (CO²), Nitrous Oxide (NOx) and the Carbon Equivalent (CE) for greenhouse gasses. SCOPE OF SERVICES One Company – One Source Planned Painting Program: Mobley Industrial Services’ planned painting program prioritizes maintenance painting based on several factors that identify those assets which have the greatest investment return or are at the greatest risk of losing mechanical integrity. Following this approach will lower maintenance painting costs through extending coating lifecycles with predictive maintenance and by deferring costly system replacement until it is warranted. The planned painting program allows the capture of key data elements which are used to calculate the overall coating condition of each asset location at the customer’s facility and in turn, uses this data to drive the scheduling of maintenance painting by identifying those assets which meet the program’s ranking model.
