- On a sunny August day in1896 Bridgette Driscoll was out for a pleasant afternoon's stroll with her teenage daughter and a friend. While crossing Dolphin Terrace in the grounds of the Crystal Palace in London, she was hit by a speeding car to become the first registered road traffic pedestrian death in the world. I would like to highlight a similar incident from our Region. On a cold foggy day in November 1926 the well-known Iranian musician Gholam Hossein Darwish of 54 was hit by a care when riding a horse carriage, to be come the country’s first death due a car crash.
- At the time of Bridgette Driscoll’s death, the coroner hoped that "such a thing would never happen again“ but is happened again and again and continues to happen to date Every single day, 330 lives are lost to the roads in our Region, with devastating implications for families, communities and the societies at large Could any of you in his room please raise your hand, if you have not endured grief due to losing a family member, a friend, a colleague, a neighbour or an acquaintance in road crash?
- Road crashes are a leading cause of death our younger generations, our future and development agents
- This is unacceptable. Things do not have to be this way. We know what needs to be done to prevent road traffic deaths. Evidence-based proven cost-effective interventions have been successful in other parts of the world.
- Governments have a lot of power to enact and drive change. In France: From the early 1970s to 2009, deaths have declined from more than 16000 annually to just over 4000 every year. The major change came in the year 2002 when then President Jacques Chirac, announced that road safety would be one of his three main priorities. Between 2002 and 2005 road deaths in France decreased by 25-35% in rural areas, 38% on urban motorways and 14% on urban roads. These achievements have been the outcome of commitment from the highest level of government with action focusing on adoption and strict enforcement of legislation on provisional licensing on young drivers, speeding, seat-belts and drinking and driving to media campaigns.
- There are also successes in our Region. I’ll give one example that was documented with the support of WHO. Saudi Arabia’s road safety record has improved markedly starting from after 2016, years of tragically high road traffic death rates. This year witnessed the kick-off of vigilant efforts for translating high-level political commitment under Vision 2030 into action on different aspects of road safety from enhancing coordination and strategic planning to making roads and vehicles safer to enacting and enforcing legislation on risk factors as well as strengthening post-crash care. And between 2016 and 2019, the country succeeded in reducing total reported road traffic deaths total reported road traffic deaths by more than 35%.
- And in this the health sector has a much bigger role than many think beyond emergency care and rehabilitation. Mandate and duty: to prevent and respond to major causes of morbidity and mortality. Economic interest: Direct cost related to delivery of needed post-injury care. Uniqueness of the public health approach as a scientific approach to address injuries. Specific contribution: collecting data, analysis of risk factors, informing and advocating for political and legislative change, providing emergency and longer-term care, playing a stewardship role in multisectoral coordination and action There are also many good efforts, and we know the issues to be addressed and modified. We just need to put things together, learn from each other and move forward in the right direction building on the Global plan of action for the Decade
- In our re-conceptualization of road safety, a paradigm shift is imperative from the traditional approach that focuses on specific issues in isolation to a more comprehensive system approach It is important to realize that road deaths are caused by a combination of factors; not just drivers, vehicles or the road environment, but also the strategies, processes and policies that govern the design and use of the road and transport system. Many of these factors are in place long before a driver or a road user steps into a vehicle or onto a street- such as road construction or vehicle standards. Our proposed regional approach is to adopt a systemic view of problem and solutions, recognizing that road safety is the outcome of several complex and dynamic factors that interact with each other within an integrated system. And this is the Safe System approach. It is essentially about putting human tolerance at the centre. Similar to people-centred integrated health systems or healthcare delivery, here we are also talking about people-centred safe systems, road safety systems, that put people first and accepting that fact that people are fragile and are prone to make mistakes.
- To support country efforts to operationalize the safe system, we have started working on a regional strategic framework to improve road safety drawing on the Global action plan and the different contexts across the Region. The framework addresses existing challenges including the current siloed approaches, governance issues around multisectoral coordination and strategic planning strategies, legislation and its enforcement, data and underreporting, standards for safe roads and vehicles, addressing the needs of vulnerable road users (pedestrians, cyclists and motorcyclists), and inefficiency of post-crash care. Vision: a region free of road traffic fatalities and serious injuries, A GOAL : To progressively and continuously reduce the number of road traffic deaths and serious injuries through implementation of a Safe System it proposes three Strategic Objectives Establish strong structural and institutional foundation for road safety coordination, planning and management Implement policies, measures and programmes in key action areas of road safety to achieve a Safe System such as legislation, road infrastructure, vehicle safety, legislation and enforcement, application of technology, incorporation of gender perspectives Monitor performance, evaluate outcomes and feed back for continual improvement and progressive reduction of fatalities and serious injuries. For each strategic objective there are priority actions addressing different components of the road safety system. So building on the existing many good efforts, with the knowledge of the issues to be addressed and modified, we just need to put things together, learn from each other and move forward in the right direction.
