5. Why a new framework for action on climate and health?
• To complete the unfinished agenda of the 2017–2021
framework for action
• To help the countries of the Region to implement the
evolving WHO COP26 Health Programme, following the
guidance of COP27 and COP28
• To build on recent initiatives such as the regional agenda
for building resilient health systems to advance universal
health coverage and ensure health security, the regional
One Health joint plan of action, and the regional roadmap
on building resilient communities for better health and well-
being

I hope the video was able to reflect the urgency for taking action on climate change and health.
I will share with you some highlights of a 6-year framework for action to minimize the health impacts of climate change in the region
Your excellencies, ladies and gentlemen
I will reiterate what our Director General said earlier this year during the Would Health Assembly : we need to act now as climate changes are affecting health now not in the future
Your excellencies, there is a big reason to be worried about our future. Climatic changes in the region will be stronger and faster than other parts of the world. I will share with you some examples of current & future health impacts of climate changes
People in the region will be exposed to higher temperatures for longer times. In 2022 annual mean temperature in the region increased by 1.84 degrees. It will further increase to the extent that some of the cities of the region will not be livable by the end of the century. Heat related mortality and morbidity is increasing and will further increase. Several deadly heat waves affected the region. For example, a heat wave killed 1200 people in Krachi in 2015
Deadly flash floods are reported in different countries of the region. Floods destroyed health infrastructure, increased water and vector borne disease such as cholera, malaria and dengue. The recent floods in Libya & Pakistan are very sad examples where thousands of people were killed, and thousands of health care facilities were destroyed
Water scarcity and droughts will intensify (lakes and rivers are drying in different parts of the region), and more drought events causing malnutrition and forcing people to move from their homes and cities
More dust storms which increase the already high levels of air pollution that is killing more than 560,000 people annually
Sea level will rise. Several EMR cities will be drawn unless proper action is taken
Due to lack of data and poor methodologies only small part of the health impacts of climate change is quantifiable. Between 2030 and 2050, climate change is expected to cause approximately 250 000 additional deaths per year, from malnutrition, malaria, diarrhea and heat stress.
The impacts are not equal in the WHO regions. The rate of deaths in the region is almost double of the rate of world
Your excellencies
The implementation of the 2017–2021 regional framework faced several challenges, including the COVID-19 pandemic and other protracted emergencies, a lack of human and financial resources and siloed decision-making on climate change and health.
WHO launched in 2021 the COP26 Health program including commitments on building the climate resilience and sustainability of health systems (Health systems that are not harming the environment, and are not harmed by climate change).
COP27 in Egypt and the coming COP28 in UAE opened/ will open a lot of opportunities for technical and financial support ATACH, I-CAN, Loss and Damage Fund, GFC, Global Adaptation Funds etc. We should not miss these opportunities
The new framework for action will synchronize the climate change action with exiting initiatives such as such as the regional agenda for building resilient health systems towards universal health coverage and health security, the regional One Health joint plan of action (2022–2026), health in all policies, the SDGs and the regional roadmap on building resilient communities for better health and well-being in the Region.

I will share with you two examples of the changes that we should jointly targeting by 2029
The framework of action was designed in line recommendation of regional expert meetings, the global climate change and health program, and regional and international partners. The main objectives of the framework are:
Build climate-resilient and environmentally-sustainable health systems and facilities
Prioritize health in climate-change policies. Enrich the nationally determined contributions climate change plan with health mitigation and adaptation interventions
GHGs are produced by other sectors such as energy, transport, agricultures, etc.
Improve the health sector’s access to climate-change funding (domestic and international)
Build a robust evidence base for policy-making (health co-benefits studies of adaptation and mitigation interventions)
Strategic country actions are categorized in three groups. I will share with examples of these action
The first category included action within the health system
The second category includes action with other related sectors
The third category includes action on with the public
Your excellencies, we need your support to facilitate the implementation of the framework for action, we need you to:
Designate and empower national focal points for implementation of the framework
Prepare and implement national plans of action on climate change and health 2023-29
Allocate adequate domestic resources and facilitate access to climate change funds
Integrate the climate change and health program with the national climate change programme
Support the Alliance for Transformative Actions on Climate Change and Health (ATACH)
To elaborate more on the last recommended action, I will share this map and would like to seize this opportunity to call upon the 14 committed countries to accelerate activities to strengthen the climate resilience and environmental sustainability of health systems
And call upon the other 8 countries to consider joining the WHO COP26 Health Programme through announcing their commitments to build climate resilient and sustainably health systems. This will open doors for technical and financial support
