CHAPTER 3 BENEFITS :
Focus Product Scheme (FPS) – Dissolution of DEPB benefit by the government of India
Since September 2012 had made difficult for Garments / Engineering / Pharmaceutical and
other sectors to survive in the international market. To keep string presence of Indian
exporters in international market Government of India has given focus to 888 products on
which benefit of approximately 2 to 7 % of FOB value of their export are given to exporters
on their products failing under 888 products.
Focus Market Scheme (FMS) – Apart From the focus on products, to boost the
participation of Indian exports in international markets Government of India has given focus
to 153 countries falling in Latin American Block, African Block, Asian Block, CIS Block,
Eastern Europe Block & Oceania Block and offering the benefit ranging from 3% to 4% of the
FOB Value of the Export.
Market Linked Focus Product Scheme (MLFPS) – Beside the FPS, FMS, the Benefits of
market linked Focus Product Covering 288 Products is also given benefits of 2% of FOB
value of their exports provided the product exported are to Market Linked Countries.
Vishesh Krishi And Gram Udyog Yojana (VKGUY) – To Boost the export of Indian
Agricultural item a benefit of 5% is offered by Government of India in terms of VISHESH
KRISHI UPAJ YOJANA to the exporters exporting from India.
Merchandise Export From India Scheme ( MEIS)- Merchandise Export from India has
replaced 5 different scheme of earlier FPT (FMS, FPS, , MFPS, VKGUY, Agri Infrastructure
Incentive Scrip.) for rewarding Merchandise Exports which had varying condition Sector
Specific and actual user only. Notified goods exported to notified market would be rewarded
on realised FOB value of export.
CHAPTER 4 BENEFITS :
Advance Authorization – To neutralize the duty incidence on the inputs used in the export
product, earlier the exporters were allowed to make payment of duties at the time of import
and the same was to be refunded in terms of Duty Drawback after completion of exports
halting a large amount of funds in import duties for a long period of time on which exporters
have no option but to pay interest on the funds paid while payment of duty. To get relief
from this burden exporters is allowed to avail advance authorisation benefit to import the
inputs without payment duty(Exempted from Basic Custom duty , Excise Duty . Education
Cess, Anti dumping Duty and safe Guard Duty If any) making their Cost effective.
Redemption/ Closure of Advance Authorization – Only Grant Of Advance Authorization
is not sufficient for exporters. The priority of the exporter should be Redemption/ Closures
of the Advance Authorization. So it is mandatory for all the exporters availing benefit of
Advance Authorization should fulfil the EO within 18 months from the date of issue and get
the Redemption letter issued by DGFT.
Duty Free Import Authorization (DFIA) : This Scheme is Equal as Advance Authorization.
The benefit of this Scheme is that this DFIA is transferable and can be sold out in the
domestic market to importers at a goo premium. If it is nit utilised by the Exporters after
fulfilment of export obligation. Once the DFIA is made transferable then anti dumping and
safeguard duties are applicable.
Transferability of DFIA : If the DFIA is not used by the DFIA holder than after completion of
EO under DFIA it is must that it should be made transferable otherwise no benefit of duty
shall be availed.
CHAPTER 5 BENEFITS:
Zero Duty EPCG Scheme: Zero duty EPCG Scheme allows import of capital Goods for
production at Zero Custom Duty subject to an export obligation equivalent to 6 times of duty
saved amount in six years imported under EPCG from the date of issuance of Authorization.
The CG produced from domestic market under EPCH shall have to full fill the 90% of export
obligation but now as per FTP 2015-2020 the export obligation is 75%.Under this Scheme
the Spares , Moulds, dies, jigs, Fixtures, tools and refectory for initial lining for the plants
already imported under EPCG subject to an export obligation equivalent to 50% of the
export obligation to be fulfilled within 6 years.
Redemption Of EPCG : The Export obligation under EPCG can be fulfilled by making
physical exports as well as deemed exports. The authorisation Holder shall have to get the
authorisation redeemed within two months after completion of six years or EO obligation
