Dissemination of best practices on resource saving/efficient
agriculture:
6,000 rural households and farmers in target districts were
trained and acquired knowledge on use of resource
saving/efficient agricultural techniques and technologies:
drip irrigation in greenhouses to grow vegetables
Land laser leveling to grow agricultural crops (wheat and cotton)
Zero tillage of agricultural lands to protect fertile layer of soil

Increasing efficiency of water resources in irrigated lands:
Draft Water Code - principal regulatory document for water resources management - was prepared
and submitted for review to government
Policy Brief on WUAs operation in Uzbekistan was prepared and published; it contains practical
recommendations on how to increase water resources management efficiency at farms and households
1,145 (41 women) water specialists were trained on water resources management: hydrometry and
metrology, large water facilities and reservoirs, irrigation and melioration, pumping facilities and energy
saving
Needs assessment of programmes and education tools was performed in water resources
management sector to develop new training modules and unified program to build capacity of water
specialists
Education needs were examined and gaps in competences of specialists of basin administrations,
WUAs and farmers were identified, with specific focus on gender mainstreaming and equality
Survey of economic, social and environmental impacts from ineffective use of water resources was
conducted in 6 pilot districts.
A manual effective planning and management of water resources by rural communities developed

Integrated management of pasture and forest lands:
Draft Law “On Pastures” was finalized and submitted for review by Legislative Chamber of Oliy
Majlis
Integrated land management was implemented on 4,300 ha of pastures, 3,000 ha of forest lands
and 650 ha of rainfed lands in 2 target districts
In accordance with reporting requirements under international treaties, a sample based survey of
land-use/land-cover situation in the country was conducted, sampling design for a countrywide
forest monitoring system was formulated
New joint initiative was launched jointly with the state Committee on Ecology and Environment
Protection on strengthening sustainable ecosystems/ forest management capacity in key mountain
areas important for globally significant biodiversity at 2 protected natural reserves - Ugam-Chatkal
State Natural Park and Gissar State Reserve.
Initial draft of national Programme and Action Plan on Snow Leopard conservation was developed

Increasing energy efficiency
In April 2017, in support of implementation of the State Programme on
construction of affordable rural housing for 2017-2021, new joint project of the
Ministry of Construction and UNDP was launched with grant funding of 6.3M
USD by GEF. Project objectives include:
Increasing energy efficiency and resource efficiency of housing construction
Reducing associated greenhouse gas emissions
Attracting climate financing to support fulfilment of national commitments on
achievement of Paris Agreement goals

Reducing risks of natural disasters
Support was provided to develop educational materials for the delivery of
integrated lessons on disaster risk reduction (DRR) and safe behavior practices in
schools:
The materials were tested in 3 schools located in zones being at risk of natural disasters in
Kashkadarya and Samarkand provinces and in Tashkent city
Guidelines for School Preparedness for Emergencies were improved and a
monitoring system was designed, assisting the education authorities to assess the
preparedness levels in schools

10. LESSONS LEARNED
Implementation of Integrated Water Resource Management (IWRM) plans was expected to
be undertaken in line with the new Water Code. However, the draft is still under the
Government’s review and pending approval. Hence, while IWRM is being implemented on
ad-hoc basis, its systematic implementation is not yet in place. In light of the aggravation of
water shortage issues due to climate change, coordinated advocacy on the need for the
adoption of the Water Code might be a good approach.
Resource gaps in supporting new reform initiatives. The Government has initiated a
number of key reforms in the area of natural resource management in 2017: development of
the forestry, waste management and sanitation, and hydro energy, enhancing the energy
efficiency in buildings sector. However, the UN was not able to extend its support in all these
areas due to limitations in available resources. Building synergies with other development
partners could serve strategic, whereby the knowledge and in-country implementation
capacity of the UN system could be combined with the financial resources of donor partners
to extend quality support to ongoing reforms in Uzbekistan.
