1. Creating greater knowledge and benefits of finite mineral resource at all
levels of mining and for all minerals.
2. Promoting small scale mining to improve rural livelihoods and
integration into rural and national economy.
3. Promoting environmental and social responsible mining.
4. Building human and institutional capacities that support innovation,
research and development.
5. Developing a diversified and globally competitive African mineral
industry which could contribute to broad economic and social growth
through creation of economic linkage.
6. Building transparent and accountable mineral sector in which resource
rents are maximized and utilized to promote broad economic and social
development
7. Promoting good governance of the mineral sector, which ensures citizen
participation in mineral assets and equity in distribution of benefits

5. U United Nations Framework Classification for Resources
 Global, generic, principles-based system
‒ Applicable to solid minerals and fluids
(both energetic and non-energetic
minerals and deep sea minerals)
 Based on three criteria
‒ Economic and social viability
‒ Field project status and feasibility
‒ Geological knowledge
 Significant progress to broaden application
to renewable energy and injection projects
for geological storage (of CO2 & natural gas)
 Also applicable to groundwater and secondary/anthropogenic
resources
 Developed by Expert Group on Resource Classification at UN
Economic Commission for Europe, Geneva – with a global mandate
 Correct knowledge of the resource inventory, its assessment and
classification is the starting point for any new approaches that are
focused not only on immediate benefits, but sustainability over long-
term.
