INDIA: ENERGY SECTOR
Overview
• India is the fourth largest energy consumer (4.4% of global consumption)
after China, USA and Russia. It will become third largest energy consumer by
2020.
• India’s generation capacity has almost doubled over the past decade (to 223
GW, April 2013*) placing it as the world’s 5th largest power market. Still there
is a demand supply gap of 10-13%, during base load and peak load
respectively.
• Key fuels in primary energy mix are coal and oil (share of renewable energy is
rising)
• Increasing dependence on energy imports

RENEWABLE ENERGY (RE) OVERVIEW
• Policy focus on renewables as part of energy security and climate change
agenda
• India focused on harnessing its RE potential – the installed RE capacity is being
estimated to rise from 12% in 2012 to 17% in 2017 (end of 12th Five Year Plan
of Government of India) and 33% in 2030
• The current grid-interactive installed capacity is only 27 GW (13.6% of the
potential)
Key policy initiatives
• Policy approach moving away from capital subsidies and fiscal initiatives to
generation based incentives
• Generation based incentive schemes introduced for grid connected wind and solar
• Improved enforcement of Renewable Purchase Obligations by State Electricity
Regulatory Commissions (SERCs)
• Development of Renewable Energy Certificate (REC) market

RENEWABLE ENERGY (RE) OVERVIEW
Infrastructure requirement
• Target of 12% of electricity from renewables by 2017
• Will require 30GW of new grid-interactive renewable capacity. The majority of this will
be wind (15GW) and solar (10GW).
• Total infrastructure investment required in the renewables 2012-2017 is £39bn.
Around 90% expected to come from the private sector.
• 3.4GW of new off grid renewables capacity by 2017 (2GW from co-generation, 1GW
solar).
Challenges
• Financial - High capital cost
• Technical - Evacuation of renewable power; Grid interaction. Majority of existing
renewables capacity deployed at industrial facilities to provide supplemental power
(70% of wind energy is used for this purpose)
• Political – Land availability and delay in clearances
• Cost Competitiveness - Competitors already active in market

WIND SECTOR OVERVIEW
• Current installed capacity of 18,522 MW (as on 31 January 2013).
• 100% FDI allowed in renewable energy generation projects.
• Soft loans from Indian Renewable Energy Development Agency Ltd. (IREDA)
(with financial aid up to 70 per cent of the eligible cost, and moratorium
period up to one year).
• Generation Based Incentives (GBIs) for Grid based Wind Power Projects.
• The Government of India in its budget of 2013-14 has allocated £96 million
for the wind power sector
• Development of new projects upgrading and optimising capacity at existing
sites

OFFSHORE WIND OVERVIEW
• The Government of India has constituted an Offshore Wind Energy Steering
Committee under the chairmanship of Secretary, Ministry of New &
Renewable Energy (MNRE) associating the stakeholder Ministries to steer the
offshore wind energy development in the country in a directed and focused
manner including modality for inter-agency coordination.
• The development of offshore wind energy projects also depends upon firming
of wind resource, oceanographic studies, environmental impact assessment,
infrastructure to support fabrication, interconnection and evacuation of
electricity from these systems, clearances required from various
Ministries/stakeholders etc.
• The preliminary assessment along the coastline suggests that there could be
potential to develop offshore wind energy along Tamil Nadu, Gujarat and
Maharashtra coasts.

OFFSHORE WIND OVERVIEW
• Scottish Development International (SDI), the international economic development
agency of Scotland, under the aegis of Centre for Wind Energy Technology (C-WET),
India’s leading wind energy R&D institute, in Feb 2012 came out with a technical
feasibility study on offshore wind energy potential in favourable areas in southern
Peninsula and Kutch region in Gujarat.
• MNRE Policy on Offshore Wind will be coming out in next 2-3 months.
Opportunities for UK companies
• There is a potential opportunity to share UK’s expertise on policy development
(particularly cost reduction) at national as well as state level. Gujarat is drafting an
offshore wind policy and is planning to come up with an offshore wind energy plant.
UK based Atlantis Resources Corporation signed a MoU with the Gujarat government
last year to set up a tidal power facility in the state.
• Last week (May 2013) our team had met Joint Secretary, MNRE who is keen to tap
UK’s expertise on manufacturing and consulting (for survey’s, feasibility studies etc).
He is also keen to have mission of UK manufacturers to India for experience sharing
in June/July 2013.

SOLAR SECTOR OVERVIEW
• Indian National Solar Mission: to set up 20GW gird connected and 2GW off grid by 2022
• State governments’ plans over 5GW
• MNRE has set a new target of 9,000 MW of solar power by 2017
• Roof top solar – Nine states of India have defined their solar policies (including
Gujarat, Rajasthan, Tamil Nadu, Andhra Pradesh, Kerala, amongst others)
• Solar cities and parks will be established all around India
• National Thermal Power Corporation to add 315 MW solar energy capacity

WASTE-TO-ENERGY (WtE) OVERVIEW
• Energy recovery from urban and industrial wastes is in its nascent stages in India.
• WtE is perceived as a means to dispose Municipal Solid Waste (MSW), produce energy,
recover materials, and free up scarce land that would otherwise have been used for landfill.
• Target for 200MWe of energy recovery from urban waste by 2017
• The Ministry of New and Renewable Energy (MNRE) is promoting all the Technology
Options available for setting up projects for recovery of energy from urban wastes
• MNRE is implementing a programme which includes setting up of five pilot projects based
on MSW.
• MNRE provides central financial assistance of £2,40,274 per MW limited to £12,01,373 per
project for five pilot projects based on garbage set up by State Nodal Agencies (SNAs),
Urban Local Bodies (ULBs)/ Municipal Corporations or entrepreneurs.
• Concessions in customs and excise duty are also provided to the plant developers for
setting up of these projects.
• WtE power plants being set up in the country are being developed on Build, Own, Operate
and Transfer (BOOT) basis.

WASTE-TO-ENERGY (WtE) OVERVIEW
• In his Budget speech of 2013-14, finance minister P Chidambaram said the government will
support municipalities that implement WtE projects, through different instruments like viability
gap funding, repayable grant and low-cost capital.
• He further added "We will evolve a scheme to encourage cities and municipalities to take up
waste-to-energy projects in PPP mode which would be neutral to different technologies”
• Operational WtE plants exist in Kanpur, Mumbai and Delhi (16MW)
• Delhi's three municipal corporations are planning to set up three more WtE plants.
