Article 5/ 13’s provision 13.3:
“13.3. The cabinet members in charge of finance and budget (MOF) and vocational
education (MOL) will jointly approve the procedures for revenue generation from their own
activities, and their spending and their reporting of the Vocational and Technical Education
Institutions.
Article 6/ 16’s provision 16.9:
“16.9. Assessment and information center will fulfill a regulation included in 16.1 of
the law and organize audit, assess professional skills of a graduate, a citizen who obtained
profession skills and to draw conclusions and will implement directives to publish text books
and produce teaching aids.”
Article 7/ 20’s provisions 20.1.1-20.1.3:
“20.1.1. Sector level social partnership will consist of the ministry of the sector,
agency, professional associations, employers and parents’ representatives.”
Article 2/ 6’s provision 61.1:
61
.1.System of Vocational Education and Training will consist of the Board,
Central public administration in charge of professional education and teaching affairs,
assessment, information and regional methodological center and training organizations.
Article 5/ 6’s provision 6.7:
“6.7.The board will report its activity to the Government.”
Article 6/ 15’s provision 15.4:
“15.4. Student recruitment will be organized based on the demands of the market and
employer’s order and demand survey will be conducted by central public administration
organization in charge of Labor affairs. ”
Article 7/18’s provision 18.7:
“18.7. Teaching license, to grant and cancel degree mentioned this law’s provision
18.6 will be approved by cabinet member in charge of professional education and training.”
Article 8/ 20’s provisions 20.1, 20.2.7:
“20.1. Interested parties such as local self governing and public administration
organizations, employers, employees, trade union, professional associations, organizations,
students and parents who will cooperate in the professional education and training matters
can form a partnership and work in a form of Board.”

The cabinet members in charge of finance and budget (MOF) and vocational education (MOL) will jointly approve the procedures for revenue generation from their own activities, and their spending and their reporting of the Vocational and Technical Education Institutions. Article 6/ 16’s provision 16.9: “16.9. Assessment and information center will fulfill a regulation included in 16.1 of the law and organize audit, assess professional skills of a graduate, a citizen who obtained profession skills and to draw conclusions and will implement directives to publish text books and produce teaching aids.” Article 7/ 20’s provisions 20.1.1-20.1.3: “20.1.1. Sector level social partnership will consist of the ministry of the sector, agency, professional associations, employers and parents’ representatives.” Article 2/ 6’s provision 61.1: 61 .1.System of Vocational Education and Training will consist of the Board, Central public administration in charge of professional education and teaching affairs, assessment, information and regional methodological center and training organizations. Article 5/ 6’s provision 6.7: “6.7.The board will report its activity to the Government.” Article 6/ 15’s provision 15.4: “15.4. Student recruitment will be organized based on the demands of the market and employer’s order and demand survey will be conducted by central public administration organization in charge of Labor affairs. ” Article 7/18’s provision 18.7: “18.7. Teaching license, to grant and cancel degree mentioned this law’s provision 18.6 will be approved by cabinet member in charge of professional education and training.” Article 8/ 20’s provisions 20.1, 20.2.7: “20.1. Interested parties such as local self governing and public administration organizations, employers, employees, trade union, professional associations, organizations, students and parents who will cooperate in the professional education and training matters can form a partnership and work in a form of Board.” AMENDMENTS TO THE LAW ON VOCATIONAL EDUCATION AND TRAINING 2016
