Why Invest Mongolia Working Group?
The UN has reported that at least $US57 trillion is needed
globally by 2030 to fund physical infrastructure
investments alone, but on current trends approximately
$US20 trillion will remain unfunded. This translates in
making international competition for foreign investment
ever so fierce.

Attracting foreign investment is essential to expand Mongolia’s economy to develop our key economic
sectors, particularly where domestic capital markets have been unable to fund good investment opportunities.
We have collectively learnt that failure to attract investment is detrimental to Mongolia as a nation, and will
affect our level of infrastructure, jobs and future prosperity.
Mongolia continues to have considerable need for investment in infrastructure and in our export sectors that
cannot be met from domestic savings alone. Significant amounts of capital will be required in sectors where
Mongolia enjoys a comparative advantage in order to improve our productivity and efficiency and enable us to
succeed in global markets – for example, in mining, agriculture, and tourism.
Mongolia must rely on investment to build our economy. Attracting foreign investment will continue to be
essential to improve Mongolians’ lifestyles and sustain them into the future.
Who are we?
Invest Mongolia Working Group is a pool of industry experts, practitioners and top level executives in
Mongolia who champion to position Mongolia as an attractive destination for capital. We advocate based on
evidence and facts, aiming to maximize the opportunities that arise from Mongolia’s engagement with the
global economy. We firmly believe that the strength of Mongolia’s economy is underpinned by investment.Our
ambition is to not fall behind the race for capital, as Mongolia is not the only country seeking capital,
rigorously advocate to make Mongolia’s investment regime as one that welcomes investment as being
overwhelmingly in the national interest.
While we champion for capital inflight to Mongolia, we strongly believe that all investors, regardless of origin,
must abide by Mongolia’s laws and regulations and pay appropriate amounts of tax in accordance with our
system of taxation.
What do we do?
Invest Mongolia Working Group engages in constructive collaboration with our key stakeholders: legislators,
implementing agencies of the government of Mongolia, academia and civil society, to position Mongolia as an
attractive destination for capital.
Through our monthly Working Group meetings, we update our members with the latest on the investment
climate in Mongolia, feature guest speakers and formulate advocacy efforts when needs arise.
4. PAST WORKING GROUP MEETINGS:
Invest Mongolia Working held its first meeting on 23 August, with key emphasis on overarching goals of Invest Mongolia
WG, led by Co-Chair David Rohanna.Members have contributed extensively to the expected outcomes ofthis new Group
aimed at positioning Mongolia as the favorable destination for Investment.The meeting’s highlightwas the presentation on
“Economic importance of FDI” by Bilguun A. BCM and Co-Chairs are currently working on developing the plan for the
coming year and have identified following actions as priority:
- Partnering with opinion leaders and universities on public education on the importance of investment
- Establishing active relationship with international media on Mongolia and on its investment climate.

Executive Director
Ms Otgontogtokh O. holds Bachelor’s degree in Business Administration (BBA) in the field
of Accounting from the Institute of Finance and Economics. Prior to starting her decade
long career with Boroo Gold she worked as an auditor for Ernst & Young and Arthur Andersen Mongolia.

Managing Partner & CEO
David Rohanna has over 45 years in management, operations, engineering, geology, and
project management in mining, beneficiation, and bulk material handling with extensive
expertise completing numerous investments and mining projects throughout Asia. His
mining industry experience includes operational, technical and corporate roles with US and
international underground and open cut mining companies. Until recently, Mr. Rohanna served as a senior
member of the Investment Team involved in directing and managing Quintana Minerals Corporation and its'
related entities; while at the same time serving as Managing Director of their Asian portfolio.
Chief Executive Officer
Bilguun Ankhbayar joined MIBG as Chief Executive in the spring of 2012. Prior to joining
MIBG Bilguun held several senior executive positions involved in corporate advisory,
financing, and logistics within the mining and resources sector in Mongolia. These included
Chief Executive and President of Monrud Mining Services LLC and Chief Executive of Discover Mongolia
International Mining Investors Forum.
In addition to Bilguun’s experience in Mongolia he has previously worked in investment banking at Toll Cross
Securities, a Toronto based boutique specializing in mining and resources.
He holds Bachelor of Commerce in Finance, Saint Mary’s University, Canada.
BCM MANAGEMENT TEAM UPDATE
Khulangoo Purevjav: Director of Policy and Advocacy BCM
Khulangoo.P has returned to BCM after completing her graduate degree at the National
University of Singapore. In her new capacity as the Director of Policy and Advocacy,
Khulangoo.P will be in charge of developing and mobilizing advocacy efforts and
working with key stakeholders such as government and NGOs in shaping policies that
align with BCM’s values and interests.
6. Prior to becoming a scholar of Lee Kuan Yew School of Public Policy, Khulangoo.P has extens ively worked in
the non-governmental sector and held various positions namely at the Millennium Challenge Account-
Mongolia as the Project Director and as the Chief Operations Officer. She holds bachelor’s degree from the
University of the Humanities specializing in linguistics.
Khulan Khangai: Office Manager
Khulan is BCM’s new Office Manager. As BCM’s Office Manager, she is responsible for
all office procedures, Monthly Meetings, and uses her organizational skills to ensure
smooth operations in a busy work environment.
She graduated from Russian Embassy School of Mongolia also lived in Moscow during
her middle school years. She holds Bachelor’s Degree in International Relations from Renmin University of
China.
Prior to becoming Office Manager in BCM she worked at Ministry of Foreign Affairs of Mongolia as an intern.
Baljinnyam Chinzorigt: Director of Membership
Baljaa has returned to BCM as a Director of Membership from maternity leave. She will be
responsible in membership activities. Previously Baljaa served as а Working Group
Coordinator from October 2016 to May 2017.
Baljaa lived in the USA for over 10 years, completed her MBA in International Business
and BA in International Studies from Lindenwood University, USA. She worked in the USA
for over 6 years including 2 years at Rio Tinto's Kennecott Utah Copper in Utah as Market
and Business Analyst, and 4 years at the International Food Policy Research Institute
(IFPRI)- an international research organization in Washington, DC. After returning to Mongolia, she worked at
Oyu Tolgoi as Senior
Project Coordinator and Customer Liaison. She is a Co-Founder and Executive Director of "YMPA"- Young
Professionals Association, Founder and Director of Bfit program, certified Yoga instructor and holder of silver
medal from Miss & Mister Fitness competition.
Chimednyam Purev-Ochir: Director of Operations
Chimednyam P. was assigned as a Director of Operations. He will assist in in all areas of
operation, where BCM has shortage in personnel and also key projects. He joined the
BCM team as a Director of Policy and Advocacy on 6 February 2017.
Prior to the BCM, Chimednyam served as a Head of Sales and Business Development
for Infinite Solutions LLC, a global information technology solution provider
headquartered in Ulaanbaatar with branch in San Francisco, CA.
Chimednyam holds Bachelor of Science Degree in Business Administration and Marketing from Dickinson
State University, ND, USA. Also, he completed Senior Managerial Training Program of trAIDe and RWTH
International Academy, Aachen, Federal Republic of Germany

fall session of the State Ikh Khural in 2017
Hereby, it is RESOLVED based on the section 15.2 of the article 15 of the law on Mongolian State
Ikh Khural to:
1. Discuss following matters at the fall parliamentary session in 2017:

2. Draft Law on 2018 Budget on Social Insurance Fund of Mongolia
3. Draft resolution on main direction of the State Monetary policy in 2018

Mongolia and other decisions of the State Ikh Khural, it is granted to the Chairman of the State Ikh
Khural to allow the draft bills to be added to this list.
4. It is entrusted to the Parliamentary Standing Committees, Party Caucuses, Government of
Mongolia /J.Erdenebat/ and the Secretariat of the State Ikh Khural /T.Tsolmon/ to ensure the
preparations ahead of the fall session of the State Ikh Khural of 2017.
