This report provides a mapping and analysis of 222 technical and vocational education and training (TVET) providers in the West Bank. Key findings include:
1) 47% of providers are commercial establishments, 32% are non-governmental organizations, 15% are governmental, and the remaining are community-based or UNRWA.
2) Providers are distributed across the West Bank with most located in Ramallah, Hebron, Bethlehem, and Nablus districts.
3) Types of providers include technical colleges, vocational secondary schools, vocational training centers, and short-term skills courses.
4) Programs offered span fields like management, IT, engineering, health,

1. Summary
The BMZ funded TVET and Employment Promotion (TEP) Program that is being implemented in
Palestine by GIZ , in partnership with the Ministry of Education and Higher Education and the Palestinian
Ministry of Labor and other key stakeholders have conducted a mapping of the Technical and Vocational
Education and Training (TVET) providers in the West-Bank including Jerusalem. The TEP Program aims at
addressing the training and employment challenges of young people under the tense economic and
social situation in the Palestinian Territories.
The overall objective of the TEP program is “Young People in the West Bank, including East
Jerusalem, and in Gaza, who have participated in an integrated labor market and TVET program, are
employed or self-employed in a skill-related field.” The mapping study targeted providers of short-term
skills upgrade courses, long-term vocational training, vocational secondary education and vocational and
technical college education. It includes general information about TVET providers, their location and
contact information and the training and education services they offer.
The collected information will assist youth in making informed career choices, thus improving
their future employability, job performance and economic opportunities. The data will form a base for
developing online e-career counseling services to inform youth of available educational and training
opportunities in Palestine. In addition, the information will provide decision makers and concerned
parties with a comprehensible understanding of the Palestinian TVET providers, their governance
structure and type of training and education services they currently provide to equip Palestinian youth
with needed skills to become productive members in their society.
This report provides a breakdown of the TVET providers based on the type of training and
education services they provide. It lists the main providers and the specializations they offer. The report
provides preliminary analysis of the TVET providers geographical distribution, sector (governmental,
non-governmental, commercial), offered programs and admission requirements. Based on feedback
from the TVET providers, the report includes recommendations on suitable use of data, effective means
to disseminate the collected information, and methods for keeping the data updated. On the other
hand, it provides recommendations on possible use of the data to make TVET services more relevant to
labor market needs.
2. Mapping Study
Objectives: The objective of the mapping study is to compile a comprehensive documentation of TVET
providers in West-Bank and their offers, for use by career guidance and counseling services, to provide
youth with the information needed to make informative career choices.
Methodology: In order to reach targeted audiences and collect information about providers of
vocational and technical college level education, vocational secondary schools, vocational training and

short-term skills upgrade training courses in the West-Bank, an 18 pages interactive online
questionnaires, that only requested information based on the responders answers was developed.
The survey includes information about the institutions contact information, location type,
governance structure, offered specializations and training courses. Future use of the data was taken into
considerations in the design of the questionnaires to facilitate effective search, analysis and reporting.
Predefined categories of vocations and specializations, admission requirements, certifications,
governance structure were utilized to ensure coherency in the collected information
A directory of registered TVET providers was compiled from lists provided by MoL, MoEHE and
Ramallah Chamber of Commerce. Utilizing Mail-merge, personalized invitations with the link to fill the
questionnaires were sent to the targeted institutions. In addition, the TEP program’s partners have
encouraged their institutions to fill the online questionnaires. More than 100 TVET providers have filled
the form directly online, and about 120 were inputted into the database, based on information collected
through research of available documentation, internet, social media postings and direct
communications with the targeted institutions.
Once data collection was finalized, where 242 entries were made, the data went through
validation and modification process to achieve a high percentage of accuracy and completeness. The
data was collected mostly in Arabic and then translated to English to create two data bases.

3.1.General Findings
The mapping study includes 222 institutions that provide some sort of Technical Vocational Education
and Training (TVET). 47% of the mapped providers were commercial establishments, 32% were non-
governmental organizations, 15% were governmental institutions, 5% were community based
organizations and UNRWA at 1%.

Geographical Distribution: The Providers are distributed throughout the West-Bank (WB), where most
of institutions are located in Ramallah/AlBireh District (62 institutions), followed by Hebron (30),
Bethlehem (24), Nablus and Jenin at about 20.

Governmental Institutions included 12 Vocational Secondary Schools (VSS), 9 VTCs, 8 Youth
Rehabilitation Centers (YRC), and 4 Vocational Colleges.

Non-Governmental Organizations (NGO), included 18 VTCs, 17 Development Organizations, 14
Vocational Community Colleges and Universities, 9 Continuing Educations Centers (CEC), 5 Culture
Centers and 3 Vocational Secondary Schools. In terms of the Local Community Based Organizations
(CBO) it included four Champers of Commerce and 4 Trade Unions. In addition, two UNRWA institutions
were included in the mapping.

3.2. Technical & Vocational College Education Providers
Technical and Vocational College education providers include 22 institutions that provide two years, 3
and four years vocational educations programs. 59% of colleges are managed by NGOs, 18% are
governmental and 13.5% are commercial. All Colleges are licensed by the Ministry of Education and
Higher Education (MoEHE), some have obtained additional license to operate from the Israeli Education
Ministry or from other Palestinian Ministries.

Geographical Distribution: Fifteen of the colleges are located in Nablus, Bethlehem and
Ramallah, with five at each, three in Jerusalem, three in Hebron and one in Tulkarm.

Capacity and Offered Specializations: Community and technical colleges offer their students a wide
variety of specializations and professions, including Administrative and Financial, Information
Technology, Multimedia Production, Engineering and Technical, Health and Medical, Hospitality, Food
Production and Tourism and Handicrafts. In most cases graduates are provided with two years diploma,
certified by MoEHE and in some cases they are offered a four years bachelor degree.
The Institutions vary in size and capacity, some are considered to have large capacity, which can
accommodate large number of students and provide multi-facet professions while others specialize in
certain field and can accommodate limited number of students.

3.3.Vocational Secondary Education Providers
Fifteen institutions provide Vocational Secondary Education, 14 provides industrial and one agriculture
education. 80% of the schools are governmental and supervised by MoEHE and 20% are supervised by
NGOs and follow MoEHE curriculum.

All schools are licensed by MoEHE and provide two years programs that may lead to Industrial Tawjihi
and vocational-Practical Tawjihi certificate in most of the schools. One school only offer vocational-
Practical Tawjihi and the Arroub Agricultural Secondary School offer Agricultural Tawjihi. All schools

3.4.Vocational Training Courses Providers
76 institutions provide some form of vocational training and youth rehabilitation services. 46% of the
providers are NOGs, 25% are governmental institutions mainly from the Ministry of Labor (MoL) and
Ministry of Social Affairs (MoSA), and 28% are operated by commercial establishments and the
remaining by CBOs and UNRWA.

Licensing Authorities of Vocational Training Providers: 40% of the VTC are licensed to operate from the
Ministry of Labor, 18% from MoEHE and 17% are licensed from both.

Most of the institution requires the completion of the 10th
grade and some are willing to admit special
cases. They provide graduates in most cases with vocational training certificate or a training certificate.
A good percent of the centers offer ten months to one year programs, some offer two years or three
years programs. Most offer combination of programs ranging from 3 to 12 months. All institutions offer
students some sort of practical training inside the centers or outside at local businesses. The institutions
offer a wide range of vocations and specializations; some are traditional in nature while other offer
modern and correspond to today’s labor market needs.
Ministry of Labor - Vocational Training Centers: MoL operates nine vocational training centers,
distributed in major cities and towns in West-Bank. The centers target schools dropouts who completed
the 10th
grade.

The Ministry of Social Affairs Youth Rehabilitation Centers (MoSA-YRC): MoSA oversee eight youth
rehabilitation and training centers situated in major cities in the West-Bank. The MoSA-YRC provides

Commercial Vocational Training Centers: Commercial establishments manage 18 centers located in
major West-Bank cities. A high percentage of commercial centers specialize in ITC, electronics and
multimedia related vocations. Some of the commercial VT centers provide specialized training in
hospitality and tourism, handicraft and beauty. Most of the centers are licensed by either Mol or MoEHE
or both. They offer different types of certifications including vocational training certificate, vocational
diploma, technical training certificate in the subject and certificate of participation in the course.

3.5.Short-Term, Skills Upgrade Courses Providers
The mapping study includes 186 institutions who have indicated that they offer short-term training or
education to upgrade participants’ skills and improve their knowledge. Most of the providers of
vocational training courses and some of the Technical/Community Colleges and Vocational Secondary
Schools provide, in addition to their regular programs, short term courses. The type of training provided
coincides with the institution’s area of specialization. 54% of the providers are managed by commercial
establishments. 32.5% of the providers are NGOs, 7% are governmental institutions, and 6.5% are CBOs
and UNRWA.

Geographical Distribution: The 187 short-term providers are distributed in all WB Governorates with 50,
the majority of the institutions, located in Ramallah area and 24 institutions located in Hebron which
comes second after Ramallah.

NGOs Short-Term Courses Providers include vocational training center, regular training centers,
continuing education centers, community colleges and development organizations. They provide a wide
range of courses, ranging from ICT, multimedia production, electronic devices maintenance to
handicraft, soft skills and entrepreneurship.

4. Recommendation
Data Utilization: The data collected provides a valuable mean for analysis of the TVET sector in Palestine
and a source of information for career counselors, youth, development organization and decision
makers. The information collected needs to be hosted and maintained in centralized database that
could be accessed online in a secure and regular ways through the internet and mobile applications.
Information Dissemination: English and Arabic web and mobile based application needs to be designed
and developed based on the target audience. The Website and mobile app should have user friendly,
easy to navigate and search features that provides an interactive dynamic presentation of the
information. The design should take into consideration the target audience browsing habits and
preferences for design and colors. In addition, the interfaces should be equipped with the ability to
provide printable, predesigned report (pdf formatted) for use by career counselors. In addition to the
online method of disseminating the information, printable materials need to be developed from the
data collected, including institution summary sheets, listing of TVET providers by professions and

vocations. The materials will be used to guide career counselors in helping students to make informative
career choice, and to inform students of available training and educations opportunities.
Maintaining updated Information: It’s imperative that the data is maintained updated to improve its
usefulness. Most of the TVET Providers have indicated that they prefer to use online methods to update
their profiles. A secure web based interface is needed to be developed. The interface should provides
the capability to add new and update TVET providers’ profiles and post new short-term courses. To
ensure data integrity, the web based interface should be able to track and report on, when and by
whom the data was modified. The responsibility for keeping the data updated could be shared by TVET
providers, who will receive a user name and password with the link to their profile in a yearly email

Improving Relevancy of TVET Services by linking with labor market needs: Many institutions have
indicated that they gauge local labor market needs on regular bases through job placement and
internships efforts and interaction with local business. Information collected on the local level could be
consolidated and analyzed on the national level. In addition, job posting from the past years at Jobs.ps
and the employment centers could be collected and analyzed. The results will provide decision makers
and TVET providers with an indication on the type of vocations and skills needed by the labor market. A
matching exercise of the type professions and training offered that were identified by this study and of
the type of needs the labor market’s study identified, could provide a clear indication on what
professions are needed and what courses we have abundant of or shortage in. On the other hand,
information collected about short-term courses through the proposed online posting of offered courses,
should provide information on the training trends and the type of skills youths seek to enter the job
market or improve their economic opportunities and job performance.
