Changing Times: Police Functions and Technological Changes If you could look back in time to 60 years ago, you would see a totally different make-up and focus of police officers and police departments. Just as society is radically different than it was back then, so is the make-up and role of law enforcement. There is a much higher ratio of officers to the public today. Police are better educated, better trained, and better equipped than at any other time in history. As drastically as the look of the police force has changed, their function has perhaps changed even more. Today, police perform three common functions: Crime control, order maintenance, and social work. For this Assignment, write a 500–700-word essay describing the primary functions police perform today and how technological changes have impacted these functions. Include the following in your essay: Describe each function and discuss what type of activities police are responsible for within each function. Choose one of the three that you would consider the primary function of law enforcement. Justify your reasoning. INTRODUCTION
The job of leading a local law enforcement agency has always been a complex one,
requiring skills in mastering complex policy issues, developing organizational structures and
systems, managing employees, and addressing the various and sometimes conflicting
expectations of the community, political leaders, agency employees, and the news media.

toward even greater complexity in their jobs. New types of technology are revolutionizing how
police departments operate, and often the challenge is to make sound decisions about how to
integrate multiple forms of technology. The widespread adoption of community policing has
resulted in community members having higher expectations of accountability and efficiency in
their police departments. National and international economic conditions have strained local
police budgets. The workforce is changing in ways that affect police recruiting and retention.
These are just a few of the challenges that must be understood and constructively managed by
today’s chief executives in policing.
In fact, perhaps the greatest job qualification for today’s police executives is the ability
to recognize and respond to the swiftly changing issues and opportunities facing them. Police
chiefs often speak of their role as being “agents of change.” Never before has managing change
been a larger element of their jobs.
Today’s police departments appear to be succeeding, at least by the measure of crime
rates. Violent crime rates nationwide are half what they were two decades ago, and many

jurisdictions are experiencing record low crime rates not seen since the 1960s. In addition, there
are indications that a variety of types of wrongful police behaviors, ranging from corruption to

For this particular discussion, I find it is important to annotate that there could be some differences between police subculture due the large amount of variables. When we say police subculture, I feel we can look at police subculture at the macro or micro level. At the macro level, we can see the core values that law enforcement endorses throughout the country. At the federal and/or state level, we can see a recruitment and training standard that is also geared to culturally acclimate the new recruits. At the micro level, we can example specific satellite offices or entities within in a city. While most might embody the same values, some entities may have an altered perception on what misconduct is and what could be the appropriate measure(s) of discipline. While there are many variables that impact an operational unit’s culture, some studies have indicated primary variables for ethical conduct. Lim (2016) released a study that claimed “…organizational factors strongly and consistently influence integrity and accountability…”. Throughout the study, Lim (2016) cites that it is the leadership that solidifies the ethical tone within their organization. This seems to conclude that all the training a recruit receives regarding ethical conduct (and values) can be eroded depending on the unit s/he is assigned too. What’s next for law enforcement? I included the article Toward a New Professionalism in Policing, because it outlines Travis’s view of where policing is going: (1) Increased Accountability, (2) Legitimacy, (3) Continuous Innovation, and (4) National Coherence. (https://www.ncjrs.gov/pdffiles1/nij/232359.pdf) I remember reading this article in March 2011, and wondering how these themes would play out throughout the country. There is no question we are in an era of increasing accountability for the police and the justice system as a whole. We covered accountability in this course extensively.
Additionally, we spent a week covering the need for increased police legitimacy and there continues to be significant growth in this area. In fact, the President’s 21st Century Policing Task Force report spoke directly to the need for increased legitimacy and provided clear recommendations. Re-building trust in policing is vital for real progress of criminal justice in the United States, and there are continuous innovations being developed to lower crime and build trust with the community. The law enforcement practices that rely on high rates of arrest and stiff punishments are being abandoned across this country. This is especially true for drug use and low level crimes. Hopefully, the innovations of restorative justice and substance abuse treatment continue to improve to meet the increased need to handle these low level criminal offenses without courtroom based interventions. Finally, National Coherence is occurring throughout the country through increased establishment of best practices/standards for law enforcement and the increased use of regional law enforcement task force groups.
One of our chapters this week directly discussed issues related to police reform around the world. Indeed, all law enforcement has ethical obligations to serve the community in fair and equitable ways. As I read this week’s chapter, the recommendations for policing in Bosnia-Herzegovina (1996) really stood out to me:
· Police must function in accordance with the law.
· Police conduct must be regulated by a professional code of conduct.
· The highest priority of policing is the protection of human life.
· Police must serve the public and are accountable to the public and must communicate their action to the public to establish the legitimacy of police action.
· A central focus of policing is the prevention of crime.
· Police must act in such a way as to respect human rights.
· Police must act in a nondiscriminatory manner. (Text book, page 353)

This course is an introductory overview of the organization and jurisdictions of local, state, and federal law enforcement, judicial and corrections agencies, and processes involved in the criminal justice systems. It examines the historical aspects of the police, the courts, and the correctional system, as well as the philosophy. Additionally, career opportunities and qualifying requirements, terminology, and constitutional limitations of the system will also be covered.

Chapter 8 Summary
Chapter 8 looks at police behavior. Police behavior may be described from a universalistic perspective or a particularistic perspective. The universalistic perspective examines the ways in which police are similar. The particularistic perspective examines the way in which police differ from each other.
The universalistic perspective approaches police behavior from three perspectives. The sociological perspective emphasizes the social context in which the police are hired and trained. The psychological perspective examines the nature of the police personality. The organizational perspective is concerned with the formal and informal factors of the department.
Particularistic perspectives examine the different policing styles discovered through research. Worden (1989) suggests that there are five ways in which police differ from one another. Police are different in their view of human nature, role orientation, and attitudes toward legal and departmental restrictions. Worden also found that the beliefs and behavior of the police are influenced by their clientele. The final difference involves the relationship between management and peer group support.
Socialization theory maintains that it is the work experience and the peers that determine police behavior. The formal socialization takes place during training the new officer. The informal socialization takes places as the new officer interacts with experienced fellow officers.
Pre-dispositional theory states that the values and characteristics the officer had before employment are brought with him or her to the job. Research indicates that police have different values from the rest of society. Racial and ethnic differences, education, and police socialization does little to changes pre-dispositional values.
There have been numerous studies conducted looking at police behavior. This chapter recognizes that these studies are just as important today as they were decades ago. Westley's

In late November 2005, I took my daughter Rebecca, then fourteen, to the Darwin exhibition
at the American Museum of Natural History in New York. From the moment you step into
the museum and come face-to-face with a full-size dinosaur, you become part of a celebration
of life on Earth, what Darwin called “endless forms most beautiful.” Millions upon millions of
now lifeless specimens represent nature’s invention in every corner of the globe. There could
be no better venue for documenting Darwin’s life and thought and his theory of evolution by
natural selection, the central truth that underpins contemporary biology. The exhibition aimed
to please and, a bit defensively in these days of attacks on the theory of evolution, wanted to
convince.
At the exhibit’s entrance were two giant tortoises from the Galápagos Islands, the bestknown
inhabitants of the archipelago where Darwin did his most famous investigations. The
museum had been advertising these tortoises as wonders, curiosities, and marvels. Here,
among the plastic models at the museum, was the life that Darwin saw more than a century
and a half ago. One tortoise was hidden from view; the other rested in its cage, utterly still.
Rebecca inspected the visible tortoise thoughtfully for a while and then said matter-of-factly,
“They could have used a robot.” I was taken aback and asked what she meant. She said she
thought it was a shame to bring the turtle all this way from its island home in the Pacific, when
it was just going to sit there in the museum, motionless, doing nothing. Rebecca was both
concerned for the imprisoned turtle and unmoved by its authenticity.
It was Thanksgiving weekend. The line was long, the crowd frozen in place. I began to talk
with some of the other parents and children. My question—“Do you care that the turtle is
alive?”—was a welcome diversion from the boredom of the wait. A ten-year-old girl told me
that she would prefer a robot turtle because aliveness comes with aesthetic inconvenience:
“Its water looks dirty. Gross.” More usually, votes for the robots echoed my daughter’s sentiment
that in this setting, aliveness didn’t seem worth the trouble. A twelve-year-old girl was
adam.

(https://www.ncjrs.gov/pdffiles1/nij/232359.pdf) I remember reading this article in March 2011, and wondering how these themes would play out throughout the country. There is no question we are in an era of increasing accountability for the police and the justice system as a whole. We covered accountability in this course extensively.
Additionally, we spent a week covering the need for increased police legitimacy and there continues to be significant growth in this area. In fact, the President’s 21st Century Policing Task Force report spoke directly to the need for increased legitimacy and provided clear recommendations. Re-building trust in policing is vital for real progress of criminal justice in the United States, and there are continuous innovations being developed to lower crime and build trust with the community. The law enforcement practices that rely on high rates of arrest and stiff punishments are being abandoned across this country. This is especially true for drug use and low level crimes. Hopefully, the innovations of restorative justice and substance abuse treatment continue to improve to meet the increased need to handle these low level criminal offenses without courtroom based interventions. Finally, National Coherence is occurring throughout the country through increased establishment of best practices/standards for law enforcement and the increased use of regional law enforcement task force groups.
One of our chapters this week directly discussed issues related to police reform around the world. Indeed, all law enforcement has ethical obligations to serve the community in fair and equitable ways. As I read this week’s chapter, the recommendations for policing in Bosnia-Herzegovina (1996) really stood out to me:
· Police must function in accordance with the law.
· Police conduct must be regulated by a professional code of conduct.
· The highest priority of policing is the protection of human life.
· Police must serve the public and are accountable to the public and must communicate their action to the public to establish the legitimacy of police action.
· A central focus of policing is the prevention of crime.
· Police must act in such a way as to respect human rights.
· Police must act in a nondiscriminatory manner. (Text book, page 353)

Chapter 8 Summary
Chapter 8 looks at police behavior. Police behavior may be described from a universalistic perspective or a particularistic perspective. The universalistic perspective examines the ways in which police are similar. The particularistic perspective examines the way in which police differ from each other.
The universalistic perspective approaches police behavior from three perspectives. The sociological perspective emphasizes the social context in which the police are hired and trained. The psychological perspective examines the nature of the police personality. The organizational perspective is concerned with the formal and informal factors of the department.
Particularistic perspectives examine the different policing styles discovered through research. Worden (1989) suggests that there are five ways in which police differ from one another. Police are different in their view of human nature, role orientation, and attitudes toward legal and departmental restrictions. Worden also found that the beliefs and behavior of the police are influenced by their clientele. The final difference involves the relationship between management and peer group support.
Socialization theory maintains that it is the work experience and the peers that determine police behavior. The formal socialization takes place during training the new officer. The informal socialization takes places as the new officer interacts with experienced fellow officers.
Pre-dispositional theory states that the values and characteristics the officer had before employment are brought with him or her to the job. Research indicates that police have different values from the rest of society. Racial and ethnic differences, education, and police socialization does little to changes pre-dispositional values.
There have been numerous studies conducted looking at police behavior. This chapter recognizes that these studies are just as important today as they were decades ago. Westley's

(1970) discussed in-group solidarity among the police and the code of silence found to exist in policing. Skolnick's
Justice Without Trial
(1966) examined the danger in police work. Skolnick termed the person the police officer thinks is potentially dangerous the sy.

In late November 2005, I took my daughter Rebecca, then fourteen, to the Darwin exhibition
at the American Museum of Natural History in New York. From the moment you step into
the museum and come face-to-face with a full-size dinosaur, you become part of a celebration
of life on Earth, what Darwin called “endless forms most beautiful.” Millions upon millions of
now lifeless specimens represent nature’s invention in every corner of the globe. There could
be no better venue for documenting Darwin’s life and thought and his theory of evolution by
natural selection, the central truth that underpins contemporary biology. The exhibition aimed
to please and, a bit defensively in these days of attacks on the theory of evolution, wanted to
convince.
At the exhibit’s entrance were two giant tortoises from the Galápagos Islands, the bestknown
inhabitants of the archipelago where Darwin did his most famous investigations. The
museum had been advertising these tortoises as wonders, curiosities, and marvels. Here,
among the plastic models at the museum, was the life that Darwin saw more than a century
and a half ago. One tortoise was hidden from view; the other rested in its cage, utterly still.
Rebecca inspected the visible tortoise thoughtfully for a while and then said matter-of-factly,
“They could have used a robot.” I was taken aback and asked what she meant. She said she
thought it was a shame to bring the turtle all this way from its island home in the Pacific, when
it was just going to sit there in the museum, motionless, doing nothing. Rebecca was both
concerned for the imprisoned turtle and unmoved by its authenticity.
It was Thanksgiving weekend. The line was long, the crowd frozen in place. I began to talk
with some of the other parents and children. My question—“Do you care that the turtle is
alive?”—was a welcome diversion from the boredom of the wait. A ten-year-old girl told me
that she would prefer a robot turtle because aliveness comes with aesthetic inconvenience:
“Its water looks dirty. Gross.” More usually, votes for the robots echoed my daughter’s sentiment

Some of you may begin this book with some anxiety because this is a new area for you. You may imagine that psychopharmacology is exclusively a “hard science,” and perhaps you don't think of yourself as a “hard science” kind of person. You may even feel uncertain about your ability to master basic psychopharmacological concepts. First, let us assure you one more time that our goal is to make this topic accessible to readers who are practicing as or studying to be mental health professionals, many of whom may not have a background in the physical or organic sciences. Second, we recommend to those teaching a course in psychopharmacology that, because of the rapid nature of change in the field, teaching styles that rely on memorization are of limited use in this area. We recommend helping students master basic concepts and then applying these concepts to cases. To facilitate that process, we supply cases and objectives/review questions for main sections of the book. Finally, we invite you students to join us in an incredible journey centering on the most complex organ known to humanity—the human mind and brain. We hope you can revel in the complexity of the brain and the sheer magnitude of its power. Even though psychopharmacology is in its embryonic stage, it is a vast and complex topic. Several years ago I (Ingersoll) engaged in some multicultural counseling training with Paul Pederson. In that training, Dr. Pederson commented, “Culture is complex, and complexity is our friend.” We offer a paraphrase as a mantra for psychopharmacology students: “Reality is complex, and complexity is our friend.” We remind the reader of this mantra throughout the book. You might try saying it aloud right now: “Reality is complex, and complexity is our friend.” If you reach a passage in this book that is challenging for you or that arouses anxiety, stop, take a deep breath, and practice the mantra.

Abstract

federalism. Two court systems exist side-by-side, national and state, and
each has a distinct set of powers. State courts, for the most part, are
responsible for handling the legal issues that arise under their own laws. It
is primarily when a federal uestion is presented that the federal udicial
system can become in ol ed in a state court. therwise, state udiciaries
are generally autonomous even from one another. The Constitution
precisely outlines the types of cases that can be heard by federal courts,
yet it is almost impossible to force a federal court to hear a case that falls
under its urisdiction if the udge s wants to avoid it. The authority of
the U.S. Supreme Court has slowly grown over time, largely through the
power of udicial review. onetheless, federalism has managed to remain
a signi cant barrier against federal courts becoming too powerful. The
udicial system designed by the framers continues to survive and function
after 200 years.
Introduction
The federal judicial system is the least commonly known and least
understood branch of American government. In 2007, 78% could not
name the current Chief Justice of the U.S. Supreme Court but 66% were
able to identify at least one of the judges on the T show American
Idol (Jamieson, 2007). Much of judicial work is conducted out of the
limelight and courts are not considered an important in uence in the daily
lives of people. It is clear the framers believed that the federal judicial
system would be the weakest of the three branches because, as Alexander
amilton wrote, it has no in uence over either the sword or the purse
(Hamilton, 1961, 465). In other words, courts cannot command an army
(or even police) to ensure that decisions are enforced or allocate money to
implement one of their rulings. Judges must depend on the other branches
in order to get anything done. According to an oft-repeated story, President
Andrew Jackson supposedly mocked a decision by Chief Justice John
Marshall with the words, John Marshall has made his decision, now let
him enforce it’’ (Schwartz, 1993, 94).
But times and the role of the federal judiciary have changed. One
scholar even concluded that the United States is now operating under a
government by judiciary’’ because the U.S. Supreme Court can revise
the Constitution by how it interprets the wording (Berger, 1997). As Chief
Justice Charles vans Hughes once uipped, e are under a Constitution,
but the Constitution is what the judges say it is’’ (Hughes, 1916, 185). .
