Hospital) USAMEDDAC-K (United States Army Medical Department Activity-Korea)
Emergency Manager/Environment of Care Coordinator;
Serves as the Emergency Management Officer and the Environment of Care Coordinator for
USAMEDDAC-K. Has primary responsibility for developing, planning, coordinating, and exercising the
USAMEDDAC-K Emergency Operations Plan. Coordinates with 8th United States Army, INCOM,Host
Nation and USAMEDDAC-K to prepare the All-Hazards comprehensive Emergency Management Plan.
As the Environment of Care (EOC) Coordinator, serves as the primary technical resource to the
USAMEDDAC-K Commander and staff regarding issues related Environment of Care Joint Commission
(TJC) Accreditation. Serves as a consultant/advisor to the Executive Committee of the Medical Staff.
Coordinates and leads the EOC team in its actions to prepare for/meet/ and maintain TJC compliance
requirements. Advises USAMEDDAC-K staff in maintaining USAMEDDAC-K-wide Environment of
Care TJC continuous compliance. Works under the general supervision of the Chief of Logistics
BAACH/121 CSH.
Accomplishments/Activities during this period:
BAACH/121 CSH rated in the top 10% of all Hospitals surveyed by The Joint Commission during the
2010 TJC Accreditation Survey.
Served capably as Deputy Chair of the Environment of Care Committee and the Environment of Care
Coordinator.
Responsible for no TJC findings in 50 Standards and 449 Elements of Performance requirements within
the Environment of Care. Received one supplemental finding in the exhaustive Life Safety Code
Assessment of BAACH. Participated in more than 100 SAV/EOC TOURS visits in preparation for TJC
and in efforts to mitigate risk to patients, staff and visitors for geographically dispersed USAMEDDAC-
K.
Scheduled and conducted EOC tours to ensure operational standards were aligned with the Environment
of Care and Joint Commission (TJC) expectations. Provided numerous briefings and updates to
USAMEDDAC-K Leadership with respect to the status of the Environment of Care,ensuring continuity
of operations in an environment with annual personnel turnover of over 50%. Coordinated the
Environment of Care consultant’s visits to USAMEDDAC-K which included but was not limited to
training, Management Plan(s) Evaluation, Maintenance Records review, Facility Tour, and update of the
Hospital Fire Plan. Assisted the Security Manager in the evaluation of Emergency Room Security
2. procedures resulting in outcomes which will result in a safer environment for patients and Emergency
Room Staff. Exercised exemplary fiduciary management as the Billing Official for Logistics Divisions P-
11 Account. Displayed remarkable ability to work with people and promoted exceptional teamwork;
coached and mentored subordinates, peers,and superiors on EOC and TJC. Effectively organized tasks,
identified priorities, and obtained excellent results. Selected ahead of peers and outside candidates to
assume role of USAMEDDAC-K Emergency Operations Officer.
03/2002 to 06/2008. 18th Medical Command
Facility Director;
Delegated complete responsibility and authority to plan, schedule, and construct facility projects.
Developed the 18th MEDCOM facilities planning, acquisition and management process to prepare long
range (5-10 year) and short range (1-5 year) project requirements in support of the USAMEDCOM
program policies. Efficiently managed a multi-million dollar annual budget in directing the Korea
peninsula-wide Medical facility management program as well as a robust facility O&M sustainment and
renewalprojects program. Met quarterly with DCSRM to ensure execution was on target and resources
were being used wisely in accordance with applicable internal control regulations and procedures.
Developed, evaluated, and implemented immediate and long-range goals, objectives, plans and schedules
to meet changes in program authority and / or funding. Exercised discretion and judgment in determining
scope of projects or initiatives. Served as the principal advisor / subject matter expert to the Commander,
18th Medical Command and Deputy Chief of Facilities, for all issues relating to TDA medical facilities,
project management, planning, engineering, construction, facilities contracting, and real estate
management.
Served as the Program Manager, responsible for the overall management, control, coordination and
execution of the Medical facility sustainment and renewalprojects. Negotiated and integrated functions
(i.e., planning, design, cost engineering, construction, real estate,contracting, etc.),sponsor/customer
needs and other agencies commitments in support of funded projects. Assured early identification of
sponsor/customer problems or issues and facilitated the resolution of identified problems or issues in the
most appropriate manner. Provided input to the Command Operating budget related to Medical facility
projects. Reviewed and analyzed cost reports to assure charges were authorized and appropriate. Typical
O&M sustainment or renewalprojects included medical training facilities, military hospital, medical
clinics, dental clinics, and veterinary clinics. Projects incorporated HVAC,electrical, plumbing, and
boiler upgrades.
Served as the Environment of Care FMT (Functional Management Team) Leader and Co-Chair of the
Environment of Care Committee.
Achievements; Participated in two successfulJoint Commission Accreditation Surveys (2008 and 2005)
as the Environment of Care FMT Leader and Co-Chair of the Environment of Care Committee. Obtained
funding from USAMEDCOM from FY02-FY08 for projects required to re-build Medical Facilities within
the 18th MEDCOM. Lobbied for and received $2.28 million in additional funding for FY02-FY07 fiscal
years for have-to-do facility sustainment projects within 18th MEDCOM infrastructure. Represented 18th
MEDCOM in the construction of a new Dental Clinic and new Veterinary Clinic. Developed a 6-year
project requirements document that reflected funding requirements for 18th MEDCOM facilities
sustainment, major repair, and renewalprojects. Developed and presented to USAMEDCOM ACSIEFM
,18th MEDCOM strategies for the repair of failing infrastructure, renewalprogram requirements, and
Army medical facility lash-up with the YRP and Land Partnership Program initiatives. Participated in
Theater Master Planning efforts.
3. 06/2001 to 03/2002. HFPA (Health Facilities Management Agency)
Facilities Management Specialist;
Served as the Facilities Management Specialist for the HFPA (Health Facilities Management Agency),
Korea. Provided technical advice and direction on all Facilities Management issues related to the 121
General Hospital MILCON Project. This included but was not limited to JCAHO,ADA,and Life Safety
issues. Reviewed 121 GEN HOSP MILCON Construction documents for accuracy and constructability.
Reviewed 121 Phase I Renewalconstruction documents for same. Established and implemented operating
procedures, policies, and briefings in accordance with JCAHO,NFPA,and OSHA established standards
and guidelines.

Facilities Project Manager;
Served as the primary technical consultant for the Environment of Care to the Deputy Chief of Staff,
Logistics, Tripler Army Medical Center (TAMC) and the Facility Manager,Pacific Regional Medical
Command (PRMC). Project Manager responsible for Environment of Care related construction projects,
committees, and process action teams. Worked in the Facilities Management Branch structure to
accomplish assigned responsibilities. Developed quantitative and qualitative methods and techniques to
complete assigned and implied tasks and projects. Monitored subordinate activity compliance to the Joint
Commission on Accreditation of Health Care Organizations (JCAHO),standards,focusing primarily on
Environment of Care and Other Environmental Considerations standards. Assured communication
between subordinate medical treatment facilities relative to all Environment of Care,ADA,and OSHA
standards. Established and implemented operating procedures and policies in accordance with JCAHO,
NFPA,and OSHA established standards and guidelines. Prepared cost estimates and justifications to
obtain resources to accomplish Statement of Conditions PFI and Life Safety projects. Performed
continuous appraisal of the utilization of resources in accomplishing program objectives and goals.
Supported the PRMC FM in the development of the PRMC Facility Master Plan. Ensured that projects
were compatible and supported the MEDCOM and PRMC Business Plans. Assisted the PRMC FM in the
development and management of the PRMC facility construction / modification program; repair and
minor construction project development submission and execution; and the MEDCOM renewalprogram.
Developed the annual PRMC/TAMC Installation Status Report (ISR). Participated in quarterly review
and analysis, attended and conducted meetings, gave briefings, and made presentations on behalf of the
PRMC FM. Assisted in the integration of the O&M contractor at TAMC and subordinate units.
Developed maintenance concepts and strategies, identified O&M training requirements.
Achievements; Participated in three successfulJoint Commission Accreditation Surveys at Tripler Army
Medical Center (1996, 1999, 2001) as the Environment of Care FMT Leader and Co-Chair of the
Environment of Care Committee. TAMC was the first USAMEDCOM Medical Center to achieve a
perfect score 100 in the Joint Commission Accreditation Survey (2001).
