Responsibilities are to provide major/large scale project specific field
execution support and direction for occupational safety, health,
environmental, industrial hygiene, and security direction in support of
activities in on-site fabrication areas, laydown/storage areas, field
execution, and on-site engineering/HSE interface support. These key
responsibilities included management of an HSE staff consisting of 160
members monitoring over $6 Billion in work activities. These
responsibilities include:
 Development and implementation of program to manage HSE
activities during the lifecycle of the project, inclusive of project
mobilization through construction to start-up/commissioning and
project closeout.
 Ensure policies, processes, and procedures encompassed all
work fronts inclusive of subcontractors.
 Specification and roll out of HSE data management system to
include incidents, training, inspections, assessments, audits, and
lessons learned/HSE alerts.
 Standardization of HSE reporting to include bi-weekly, monthly,
quarterly, and annual statistical performance reports, include
leading and lagging indicators, and inspection/assessment/audits.
 Development and implementation of project level strategies for
incident management and training of HSE, executive, and
operations personnel to those expectations.
 Ensuring incident investigation of significant incidents, guidance
on determination of injury/illness recordability to ensure
consistency and appropriateness of recordkeeping decisions, and

2004 - 2007 Bechtel International – (Equatorial Guinea, West Africa) LNG Project
HSE Project Manager
Responsible for overall implementation of the sites HSE program,
responsibilities include but not limited to:
 Managing a Medical Staff (SOS) consisting of 18 members.
Providing guidance/assistance regarding Injury/Illness
classifications and recordkeeping requirements within OSHA
guidelines.
 Managed the day to day activities of 19 HSE Safety Professionals
during peak construction phase
 Implementation of Bechtel’s Core Processes (CP’S)and Standard
Work Practice Procedures (SWPP’s)
 Acted as the Incident Commander for the projects Emergency
Response Team, provided ERT training on a weekly basis, and
conducted drills on a monthly basis which covered a variety of
subjects, such as but not limited to: Confined Space Rescue,
Elevated Work Rescue, Fire Response, Basic First Aid/CPR, etc.
 Managed the sites Vector Control Program, which consisted of an
8 member group. Main goal was to minimize the Malaria infection
rate and provide a safe working environment for all personnel on
the project.
