Program Planning and Development
Manage the overall program of Country Integrated child focused Community transformation
development Programs by developing the detail action plan, and monitoring and evaluation
system.
Conduct need assessment and design new project proposals for all Country Integrated
Community development and child focused projects in order to scale up the ongoing community
Development projects and new intervention areas.
Develop and execute strategic and operational plans and tactics, aligned with corporate
strategy, vision and values.
Ensure that the Integrated Community development project is operating in accordance with the
annual plan of actions, project proposal document and also to the standard required by donors
and partner government agencies.

Director and Country Director, liaise with donors and prepare proposals and budget to relevant
donors.

Represent the organization in different meetings held at the country level for integrated
community development programs and report on issues that need higher-level management
attention in time.

Staff management:
Conduct staff training need assessment and develop annual training plan in close collaboration
with Training and Knowledge management department.
Promote positive interaction and collaboration among the project staff as well as partner
community.
Closely work with the people and culture department in staffing of the project with appropriate
or qualified staff committed to the organization’s Vision, Mission and Values.
Resource Management
I. Financial Management
Responsible for effective and efficient financial management and accounting for all incomes and
expenditures pertaining to the project. Conduct discussion with the project manager/finance and
administration manager on the status of financial utilization of the project and explanations for
variances.
Ensure cash flow request for the year by breakdowns for each quarter based only on the fund
pledged.
Ensure not only cost effectiveness but also, as much as possible, cost efficiency in all the processes
of project implementation.
Make sure that the budgets and activity plans have got written approval before
implementation.
II. Material management
Ensure that effective and efficient management of all project physical/fixed assets.
Make sure that custodial responsibilities are always separated from the controlling for the sake of
good commodity/fixed assets management.
Monitoring and Evaluation
Design appropriate monitoring and evaluation methodology based on the nature of the
programs in consultation with the monitoring and evaluation unit.
Develop user friendly program quality assurance tools and ensure their applicability.
Reporting
Responsible for the on-time submission of the monthly, quarterly, bi-annual and annual project
progress reports in accordance with the format and the deadline set by donors’ and government
offices.
Prepare any extra report as required by the donor or stakeholders and submit on time to the
concerned body.

Actively seek funding opportunities in collaboration with the Program Manager and Support
Manager, liaise with donors and prepare proposals and budget to relevant donors.
At operational level work closely and hold regular meetings with the Project Officers (Education,
Livelihood, WASH, Health and Nutrition, Infrastructure/Site Engineer, Finance and
Administration Officer) in order to improve program integration and cooperation at all levels.
Coordinate effective implementation of clear security protocol for Food Distribution for OVCs
and any Emergency Cases.
Ensure all project activities are conducted in accordance with agreed work-plan and
proposal/agreement documents.
Make sure that all project staff members prepare and submit a monthly action plan within one
week before the new month starts for their activity.
Submit monthly and quarterly reports to National Office including activity summary, progress
against objectives, commodity distributed, beneficiary caseload data, achievements to date,
issues faced, impact stories and financial expenditure.
Timely update HR /Human Resource/ records for all project staff in the district area of operation,
logistic matters, leave and contractual changes as they arise.
Establish clear strategy and direction for Orphan and Vulnerable Child Development, Child
Headed and Emergency Projects in the area of operation in collaboration with the National
Programs Operations Unit.
Ensure the preparation of detail implementation plans (DIP) for all Approved Projects based on
the Agreement Documents.
Enforce stewardship by ensuring efficient and effective utilization of project resources for the
intended purpose.
Make sure that programs’ evaluation by partners (community, co-project signatories, and
donors) is done at the project site and all the stakeholders are satisfied in consultation with the
