Sam is a " True Leader" and in Republic Missouri I as well as several Springfield Police
Officers in the Republic Police Departments Cadet program ran by Sam and SGT Owen.
As a Emergency Medical Tech. working on Triangle ambulance in 1978-1986. I enjoyed the
leadership of Sam in the community. He certainly had good community policing programs
in place during my years in Republic. He has also been a leader in many statewide law
enforcement education opportunity's to help new lawmen in todays changing world.

I have had the pleasure and honor to know Chief Hartsell for over 30 years. Chief Hartsell
was the Chief of Republic as I was growing up as a young man. Chief is a person who is
personal, professional, and high in integrity and a great man of honor. As a young boy I
always felt I could go and speak with him because of his open door policy. Chief is one of
2. the reasons why I got into Law Enforcement. Chief would council me throughout my
career, and then later as I became a Chief myself. So it is with honor to Endorse him in his
position as a Chief of Police.
